Một chút về bản thân tác giả:
Mình vừa tốt nghiệp bằng Thạc sĩ Peace & Conflict Studies ở Uppsala vào tháng 6 này. Tháng 8 năm nay mình sẽ bắt đầu học PhD khoa học chính trị tại Vanderbilt. Mình bắt đầu chuẩn bị cho hồ sơ PhD vào tháng 9 năm 2018, nộp hồ sơ vào tháng 12 và tháng 1/2019. Mình nộp tổng cộng 10 trường ở Mỹ và đậu 3 trong đó 3 trường (nghĩa là cũng rớt đến… 7 hồ sơ lận đó ạ). Con số này cho thấy việc nộp PhD không khó như mọi người tưởng, nhưng thật sự nó cũng không dễ ăn như một số bạn trong group này hay mô tả. Dù mình chỉ nộp PhD ở Mỹ, mình cũng có kinh nghiệm làm việc trong môi trường học thuật ở châu Âu chủ yếu là trong khoa học chính trị. Bài viết này chắc sẽ hữu dụng hơn cho các bạn học KHXH.

CÂN NHẮC GÌ KHI CHỌN TRƯỜNG ĐỂ HỌC BẰNG PHD?

1. Chọn theo chủ đề nghiên cứu:

· Dù là ở Mỹ, châu Âu, và Úc thì điều đầu tiên bạn cần làm là xác định mình muốn nghiên cứu chủ đề gì. Mình thường thấy nhiều bạn vào group hỏi cách nộp hồ sơ PhD và thạc sĩ, cũng như hỏi cách chọn trường nhưng ít thấy các bạn đề cập chủ đề nghiên cứu mà bạn quan tâm. Vấn đề này quan trọng vì tùy theo nhân sự, mỗi trường sẽ có một điểm mạnh khác nhau. Nếu bạn muốn tập trung đào sâu về chính trị Đông Nam Á chẳng hạn, thì bạn sẽ khó được nhận vào một department chuyên sâu về nội chiến hay chính trị Trung Đông. Chưa kể là nếu bạn được nhận chưa chắc sẽ được giáo viên hỗ trợ đầy đủ vì họ không có chuyên môn trong lĩnh vực của bạn.

· Chủ đề nghiên cứu cần cụ thể thế nào? Ở châu Âu, Úc, và Anh, bạn thường phải nộp một research proposal cùng với hồ sơ của bạn. Nếu đây là trường hợp của bạn, mình nghĩ đây là một tài liệu hữu dụng: [http://www.raulpacheco.org/tag/research-proposal/](http://www.raulpacheco.org/tag/research-proposal/). Ở Mỹ, bạn chỉ cần nói về chủ đề đó trong personal statement, do đó bạn cũng không cần đi quá sâu. Tất nhiên càng cụ thể, độc đáo càng tốt, nhưng vẫn phải súc tích. Bonus nếu bạn có thể đề cập phương pháp nghiên cứu mà bạn nghĩ sẽ giúp bạn thực hiện được chủ đề của mình.

2. Chọn giáo viên:

· Sau khi xác định được 1-2 chủ đề chung, bước tiếp theo của bạn sẽ là chọn giáo sư hướng dẫn. Ở châu Âu, thường bạn sẽ chọn 1 giáo sư với một dự án nghiên cứu nhất định. Ngược lại ở Mỹ, nhất là ở bên KHXH, bạn sẽ không được chọn giáo sư hướng dẫn ngay từ ban đầu mà chỉ sau năm 2, khi bạn bắt đầu vào làm luận văn tiến sĩ. Khi đó, bạn cần 1 committee có ít nhất 2 người. Theo quan sát của mình thì committee có thể có giáo sư từ trường khác nữa, nhưng với yêu cầu trên thì bạn nên chọn khoa nào có ít nhất 2 giáo sư với lĩnh vực chuyên môn có phần nào trùng với chủ đề nghiên cứu của bạn.

· Mình cũng phải nói thêm là ngoài nội dung của chủ đề nghiên cứu, bạn cũng có thể chọn giáo sư X vì họ có chuyên môn trong một phương pháp nghiên cứu mà bạn muốn sử dụng trong tương lai chẳng hạn.

· Đây cũng sẽ là các giáo sư sẽ giúp bạn viết CV, cover letter, cũng như viết reference letters cho bạn khi xin việc sau PhD… nên họ không chỉ dạy bạn cách nghiên cứu mà còn mentor bạn trong các lĩnh vực khác. Vì vậy, bạn nên chọn giáo sư (1) đủ già để có kinh nghiệm để mentor bạn; (2) đủ trẻ để biết họ còn ở khoa trong ít nhất 7-8 năm nữa; (3) giáo sư đã có tenure để đỡ mất công họ chuyển đi trường khác làm giữa quá trình PhD của bạn.

· Làm sao để lọc danh sách giáo sư? Một shortcut là bạn có thể lấy một bài báo khoa học mới nhất trong chủ đề bạn quan tâm, lật xuống phần reference list và google tên các giáo sư được nhắc đến trong bài. Sau đó, bạn có thể vào website của họ xem họ đã hoàn thành nghiên cứu nào và có dự án nghiên cứu mới nào khác không. Ở giai đoạn này, bạn nên có một file excel để liệt kê ra trường A có giáo sư X chuyên nghiên cứu chủ đề m, giáo sư Y chuyên chủ đề n, v.v. sẽ rất tiện khi bạn bắt đầu viết personal statement. Mình nghĩ tầm 10 trường là con số đẹp, thực tế.

Chỉ xin bổ sung tip của bản thân mình: vì mình hơi kĩ tính, nên dù nộp 10 trường, mỗi personal statement của mình đều được chỉnh sửa cho mỗi trường và các giáo sư của trường đó. Để làm được điều này, mình vào trang web của giáo sư, đọc abstract của các bài báo cáo khoa học mới nhất của họ, theo đó chỉnh sửa chủ đề nghiên cứu và viết research question cụ thể trong personal statement. Mình nghĩ điểm này khá quan trọng vì bạn cũng muốn biết chắc ý tưởng của mình mới lạ, độc đáo, và cần thiết cho thực tế - chứ không phải đơn giản là à mình thích chủ đề x nên sẽ nghiên cứu về nó, dù đã có 100 người khác nghiên cứu nát cái chủ đề rồi. Việc này khá tốn thời gian, thế nên dù bạn đọc hướng dẫn nộp PhD nào không phải ngẫu nhiên mà mọi người đều khuyên bạn chuẩn bị từ sớm!

· Có nên liên lạc giáo sư từ trước không? Có rất nhiều câu trả lời khác nhau cho câu hỏi này. Kinh nghiệm bản thân mình thì 50-50… có lúc email giáo sư người ta bơ mình thấy cũng hơi cụt hứng, nhưng cũng có những giáo sư nhiệt thành trả lời. Nếu có thời gian, bạn cũng nên thử xem 🙂

· Ở châu Âu cũng như Úc, mình nghĩ bạn nên trao đổi với giáo sư, sau đó dùng nội dung trao đổi đó để trau chuốt bài luận cũng như research proposal của mình. Mình hiện đang làm nghiên cứu sinh tại một trường ĐH ở Thụy Điển, và theo thầy hướng dẫn của mình cũng như đồng nghiệp là học sinh PhD, đây là một trong những cách dễ gây ấn tượng nhất.

3. Chọn trường và khoa:

· PhD thường từ 4 năm trở lên, nên bạn cũng phải cân nhắc xem ngôi trường tương lai của bạn có thực sự là một môi trường tốt hay không. Thành phố đó đời sống sinh hoạt thế nào? Có an toàn không? Có nhiều cơ hội phát triển về nghề nghiệp không?

· Trường có mạnh về tài chính hay không? Việc này cũng rất quan trọng vì bạn không thể chỉ cạp đất mà ăn suốt năm năm ròng rã. Theo kinh nghiệm cá nhân thì các trường top đều có funding cho học sinh cả. Để tham khảo, bạn có thể check stipends của trường và ngành của mình tại đây: [http://www.phdstipends.com/results](http://www.phdstipends.com/results). Tài chính mạnh không chỉ để đơn giản là sống, mà nó còn giúp bạn mở ra các cơ hội đi conference, học thêm summer school, funding sau này khi bạn muốn đi field research. Nhìn chung, ở Mỹ, các trường top của ngành đều có stipends khá tốt. Ở Bắc Âu đãi ngộ còn cực kì tốt nữa -- lương cao, nhiều ngày nghỉ, nam nữ đều có chế độ nghỉ sinh con khá rộng rãi, hỗ trợ chi phí hoạt động thể thao, chi phí massage để thư giãn…

· Thêm nữa thì sau khi được nhận rồi, bạn cũng nên cân nhắc xem trường đối đãi với học sinh cao học như thế nào. Đối với người Việt, có được một suất học tiến sĩ ở nước ngoài là một cơ hội lớn. Nhưng không phải trường nào cũng tốt với học sinh cao học, mà học sinh quốc tế vì vấn đề visa lại càng dễ bị động hơn lỡ khi bị… ngược đãi. Mình không dám nói tên trường nào ở đây vì mình nghĩ nó cũng tùy theo ngành học nữa, nhưng để nắm bắt thông tin thì bạn có thể lên… Twitter mà xem, hoặc email thẳng các anh chị năm trên trong khoa. Thường theo kinh nghiệm của mình thì mọi người đều rất thẳng thắn. Nên chọn trường có graduate union.

Tất nhiên còn ti tỉ thứ về quá trình nộp hồ sơ PhD nữa mà mình không thể nhắc đến ở đây. Ở Mỹ, tuyển sinh PhD được mở hàng năm và đóng số vào cuối tháng 12/đầu tháng 1, nên bạn nên chuẩn bị từ giờ 🙂 Ở châu Âu thì không được đều đặn như vậy.

Beware: Hong Kong government and pro-establishment politicians are drumming up against "fake news" to justify introducing Internet censorship

You may have recently seen a series of so-called government announcements in the public interest, or API, on TV, cautioning the public to be careful about the information they receive on the internet. The API tells the public to verify and fact-check before believing these information, and not to spread misinformation, or the consequences can be devastating.

The advice is reasonable. But the intention may be dubious. Why? It is because the government and especially the police force but have been one of the biggest sources of misinformation in Hong Kong, during the last six months of pro-democracy protests which followed the government’s attempt to ram through the extradition bill. Needless to say, government claims about the extradition bill must have been some of the best examples of spreading misinformation, or simply lies. Likewise, many of the recent claims made by the police about their actions in their almost daily press conferences since this summer must be also justifiably classified as misinformation.

So, it is quite clear to many that what the government is trying to do is to monopolise what is true and what is not. In recent weeks, more and more government officials and senior police officers, running out of arguments to justify their own versions as their truths, simply resort to attacking the other sides’ views as “fake news.”

Some may remember about two month ago, a letter from the police to Facebook was leaked on social media. In the letter, the Police requested the global social media company to remove a number of posts made by different users, based on the allegation that these posts were critical of the police and would potentially harm their reputation. Fortunately, the social media company did not comply with these requests.

The issue at hand is not fake news. The issue at hand is freedom of expression, disguised by the authority in the name of countering misinformation.
This week in the Legislative Council, in a written question put up by the Honourable Ted Hui, the police admitted to 621 removal requests made this year up to the end of November to local and international Internet and social media platforms, a whopping 18 times more than in 2018. The government response puts the blame on “a vast amount of fake news and baseless accusations that targeted the Police.” It is simply ludicrous for a government with the lowest approval and credibility ratings in history to say that. To many, this government which refuses to even allow an independent commission to investigate the police is itself the biggest source of fake news, and not to be trusted.

The government seems to be saying that truth must be approved by authority, and its version of facts cannot be disputed by anyone, especially those who hold a different political view.
So really, where do fake news come from? In August, Twitter, Facebook and YouTube removed over 200,000 accounts which were tied to the China government or state media, that were used purposely to smear the Hong Kong anti-extradition protests, and to spread misinformation about the protests.

Yet, it is now the Hong Kong government and pro-establishment political figures that are making noises about fake news, saying that in order to counter these so-called misinformation, legislation should be passed to ban fake news. They would point to such legislation in other countries such as Germany and France, or Singapore.

When I was in Berlin, Germany, two weeks ago, for the Internet Governance Forum, in a summit with legislators around the world, we compared notes about censorship attempts by different governments in the name of protecting the people, but in fact at the expense of curtailing freedom of expression. A German member of parliament told me in no uncertain term that, quote, misinformation is legal is Germany, end of quote. She said that freedom of expression is enshrined in the German Basic Law and not to be compromised by any other legislation. The new law was just an attempt to regulate contents that are narrowly defined such as relating to criminal defamation, hate crimes, or Holocaust denial. But, criticising the government is certainly a right that is legally protected at the highest level of their constitution. Even so, the legislations of such laws in Germany or France were still very controversial.

When I told this German legislator that pro-government politicians in Hong Kong are justifying removal of content on social media by quoting the German example, her response was — this must be an example of using misinformation to justify laws against misinformation, that is, plain censorship. Her conclusion, laws in one land cannot be copied to another, or there will be abuse.

Hong Kong, by comparison with Germany or France, does not have the democracy and the power vested in the people to protect our people’s own rights. One can reference the recent case of Singapore, where it also passed an anti-fake news law, and in recent weeks have started to enforce it against people posting messages on Facebook. When a member of the opposition party posted an opinion opposing certain government investment decisions, the Singaporean government decided that was fake news.

So beware of the government’s evolving attempts to censor the Internet and social media, by drumming up the negative side. The Big Brother wants to stifle opinions against it, because that is the rule number one of hanging on to the authority they wish to continue to dominate. We must continue to guard against Internet censorship because no one else will save us. It is our — the people’s own — free opinion vs the government’s version of the only truth — that is what it is all about. And it’s worth the fight.

【材料】(保存期間：冷蔵で約5日くらい、冷凍で約1ヶ月くらい)
●きゅうり：4本（6本くらい漬けてもぜんぜん大丈夫！）
●にんにく：2片
●生姜：ニンニクと同じくらい（生姜大好きな方はたっぷりで！）
●大葉：5枚
●ごま油
●醤油：大さじ4
●お酒：大さじ2
●みりん：大さじ2
●酢：大さじ1
●めんつゆ（3倍～4倍濃縮）：大さじ1/2（和風だしが入っているものであれば何でもOK！白だし、ほんだし等）
●干し椎茸：1個（無くても十分美味しいよ♪）
●砂糖：大さじ1
●豆板醤：小さじ1/2（コチュジャンでもOK）
●塩こんぶ：小さじ1
●唐辛子
●炒り胡麻
※もっと辛くしたい方はお好みで唐辛子粉、豆板醤をもっと追加してもOK（最後にごま油を少し足しても美味しいよ）
※きゅうりの水分がかなり無くなってるので漬けダレはきゅうりが浸かればもっと漬けても大丈夫ですし二度漬けもOKです（二度漬けする場合はもう一度熱してあげて下さい）
※保存期間は約5日となっているんですけど安心して食べられる保存期間なので毎回清潔にしていればもっと保存出来ますよ。
※必ず晴れている日に干してあげて下さい。これからもっと暑くなると更に短い時間で大丈夫になると思うので6時間くらいで一度確認してみてね♪

僕の最高傑作『悪魔のバリバリきゅうり』を作りました。
干す事によってきゅうりの皮がしわしわになり
生で作るキュウリ漬けには絶対出せない弾力と歯ごたえある食感が生まれます。
パリパリよりも上のバリバリっていう感じで
これがきゅうりのキューちゃんの食感にとっても似てます♪
そんな干したきゅうりを悪魔のタレに漬けるともうマジでヤバイ…
食べれば食べるほどハマる…箸が止まらない…悪魔的旨さと食感になります！！🤤
正直、きゅうりのキューちゃんに負けない自信あります👍
干して漬けるだけ！！時間は少しかかりますが
ほぼほったらかしで出来るとっても簡単なレシピになってます。
あと少ない調味料でめっちゃ漬けられるのも超嬉しい♪
是非一度、この最高の食感とやみつきな味を試してみて下さい。

[Ingredients] (Preservation period: about 5 days refrigerated)
● Cucumbers: 4 (you can pickle about 6 cucumbers!)
● Garlic: 2 cloves
● Ginger: about the same amount as garlic (if you love ginger, use a lot!)
● Shiso leaves: 5
● Sesame oil
● Soy sauce: 4 tablespoons
● Sake: 2 tablespoons
● Mirin: 2 tablespoons
● Vinegar: 1 tablespoon
● Noodle soup (3-4x concentrated): 1/2 tablespoon (anything with
Japanese soup stock is fine! White soup stock, Fish Stock, etc)
● Dried shiitake mushrooms: 1 (It's delicious without them)
● Sugar: 1 tablespoon
● Dou ban jiang: 1/2 teaspoon (Gochujang is also fine)
● Seasoned seaweed: 1 teaspoon
● Chili pepper
● Roasted sesame seeds
※ If you want to make it spicier, you can add more chili powder and
soybean paste to your taste (adding a little sesame oil at the end is
also delicious)
※ The water content of the cucumbers is pretty much gone, so you can
soak more cucumbers in the pickling sauce, or you can pickle them
twice (If you want to pickle them twice, heat them up again.)
※ The preservation period is about 5 days, but it's a safe period, so
you can store them longer if you keep them clean every time.
※ Be sure to dry them on a sunny day. If it gets hotter from now on,
it will be okay to dry it for a shorter period of time, so check it
out after about 6 hours ♪

This time, I made my masterpiece, "Devil's Sun Dried Chewy Cucumber,"
which surpasses everyone's favorite, commercially prepared pickled
cucumbers "Cucumber Cu-chan"
By drying the cucumbers, the skin of the cucumbers becomes wrinkled,
giving them an elastic and crunchy texture that you can never get from
fresh pickled cucumbers.
The texture is more crunchy than crispy, which is very similar to the
texture of Cucumber Cu-chan.
When you dip these dried cucumbers in the devil's sauce, it's really good...
The more you eat it, the more addicted you will become... you won't be
able to stop eating it... it has a devilish taste and texture!
Honestly, I'm confident that it's as good as commercially prepared
pickled cucumbers!
Just dry and pickle! It takes a little time, but it's a very easy
recipe that you can almost leave alone.
I'm also very happy that it can be pickled with very little seasoning ♪
