台灣國衛院院長梁賡義近來跟媒體談到台灣合成新冠肺炎疫苗的進展，他表示疫情之後，未來台灣生醫的研究發展前途非常樂觀。梁院長是世界知名的生物統計學者，華盛頓大學的公衛博士，且剛被華大公衛學院選為世界50位「引領改變」的校友之一。梁院長目前也擔任台灣中央流行疫情指揮中心研發組召集人。

You can change the world with a graduate degree in biostatistics!

Recently the President of the National Health Research Institutes, Dr. Kung-Yee Liang, met with the press to discuss Taiwan’s progress related to synthesizing a COVID-19 vaccine. He remains very optimistic about the future of biomedical research in Taiwan following COVID-19. Dr. Liang, a world-famous biostatics professional and a University of Washington grad, was recently selected by UW’s School of Public Health as one of 50 “changemakers.” Dr. Liang also leads the research team at Taiwan’s Central Epidemic Command Center (CECC).

Graduate students in biostatistics learn ways to develop statistical methodology and theory for scientific research within health-related fields. Students can earn either a Master of Science in Public Health (MS) or a Master’s in Public Health (MPH). The typical master’s level program takes between two and three years. Most biostatisticians work in the biotech industry, for pharmaceutical companies, in research organizations, in managed care companies, or as teachers in schools of public health, medicine, math, or statistics departments. อยู่ที่ 4,421 ริงกิต ต่อ 1 ตัน หรือประมาณ 33,380 บาท ต่อ 1 ตัน

คิดเป็นการเพิ่มขึ้นราว 115% เมื่อเทียบกับช่วงเดียวกันของปี 2020
และเป็นราคาที่สูงที่สุดเป็นประวัติการณ์

ในชีวิตประจำวัน เราจะพบเห็นการใช้งานหลัก ๆ ของน้ำมันปาล์มอยู่ 2 ด้าน

ด้านแรกคือ การใช้เพื่ออุปโภคบริโภค เช่น การนำไปใช้ในอาหาร และการนำไปใช้เป็นส่วนประกอบของเครื่องสำอางและยา

น้ำมันปาล์มมีราคาถูกกว่าน้ำมันจากพืชชนิดอื่น ๆ จึงนิยมใช้มากในกลุ่มธุรกิจอาหาร
ทั้งร้านอาหารและโรงแรม ที่จำเป็นต้องปรุงอาหารในปริมาณมาก ๆ

ส่วนด้านที่สองคือ การนำไปใช้ในอุตสาหกรรมพลังงาน เช่น การทำ Biofuel หรือการนำไปเป็นเชื้อเพลิง ทั้งภาคการผลิตไฟฟ้าและการขนส่ง

เมื่อเป็นอย่างนี้ หลายคนอาจคิดว่าราคาของน้ำมันปาล์มน่าจะลดลง
เพราะความต้องการมีน้อยลง โดยเฉพาะในช่วงปี 2020 ลากยาวมาจนถึงปี 2021
ที่มีการระบาดหนักของโควิด 19 ในทุกภูมิภาคของโลก ก็ยิ่งมีผลให้ความต้องการของน้ำมันปาล์มลดลง
ทั้งราคาน้ำมันที่ลดลง และกลุ่มธุรกิจอาหารและโรงแรม ซึ่งถือเป็นผู้บริโภคน้ำมันปาล์มรายใหญ่ ก็มีความต้องการน้อยลง

แล้วทำไม น้ำมันปาล์ม กลับมีราคาสูงขึ้น ?

ปัจจัยสำคัญเกิดจาก ปริมาณน้ำมันปาล์มในตลาดโลกที่ลดลง..

ปาล์มน้ำมันเป็นพืชที่เติบโตได้ดีในภูมิอากาศแบบร้อนชื้น และมีฝนตกชุกอย่างสม่ำเสมอ
โดยเฉพาะในประเทศที่ตั้งอยู่แถบเส้นศูนย์สูตร เช่น อินโดนีเซีย มาเลเซีย รวมไปถึงบริเวณภาคใต้ของประเทศไทย

ทำให้ประเทศที่ผลิตน้ำมันปาล์มมากที่สุดในโลก 3 อันดับแรก ในปี 2019 ได้แก่
1. อินโดนีเซีย 42,500 ล้านตัน คิดเป็นสัดส่วน 58% ของผลผลิตโลก
2. มาเลเซีย 19,000 ล้านตัน คิดเป็นสัดส่วน 26% ของผลผลิตโลก
3. ไทย 2,800 ล้านตัน คิดเป็นสัดส่วน 4% ของผลผลิตโลก

จะเห็นได้ว่า เพียงแค่ 2 ประเทศ คือ อินโดนีเซียกับมาเลเซีย ก็มีสัดส่วนรวมกันถึง 84% ของผลผลิตน้ำมันปาล์มทั้งโลกแล้ว

ดังนั้นหาก 2 ประเทศนี้ประสบปัญหาในการผลิต ก็จะส่งผลรุนแรงต่อปริมาณน้ำมันปาล์มในตลาดโลก

ซึ่งปัญหาแรกที่เกิดขึ้นในปี 2020 ก็คือ “ปรากฏการณ์ลานีญา”

ปรากฏการณ์ลานีญา คือ ปรากฏการณ์ที่เกิดขึ้น บริเวณรอบมหาสมุทรแปซิฟิก มักจะเกิดขึ้นในช่วงเวลาทุก ๆ 2-7 ปี โดยปรากฏการณ์นี้จะทำให้เกิดฝนตกชุกมากขึ้นในฝั่งตะวันตกของมหาสมุทรแปซิฟิก คือ อินโดนีเซีย มาเลเซีย รวมไปถึงภาคใต้และภาคตะวันออกของไทย

แต่จะทำให้เกิดความแห้งแล้งมากขึ้นบริเวณฝั่งตะวันออกของมหาสมุทร คือชายฝั่งทวีปอเมริกาใต้ แถบประเทศชิลีและเปรู

ผลของปรากฏการณ์นี้ ทำให้มีฝนตกหนักมากทั้งในอินโดนีเซียและมาเลเซีย จนทำให้เกิดน้ำท่วมฉับพลัน สวนปาล์มหลายแห่งได้รับความเสียหายและส่งผลมาถึงผลผลิตที่ลดลง โดยเฉพาะในมาเลเซีย

แต่ปัญหาที่หนักที่สุดก็คือ “การระบาดของโควิด 19”

อินโดนีเซียและมาเลเซียต่างเผชิญการระบาดอย่างหนัก ทำให้มีการล็อกดาวน์หลายครั้ง มีการควบคุมการนำเข้าแรงงานต่างด้าวอย่างเข้มงวด ซึ่งมาเลเซียต้องอาศัยแรงงานต่างด้าวทำงานในสวนปาล์มกว่า 70% จึงได้รับผลกระทบอย่างหนัก

เมื่อปริมาณผลผลิตลดลง เราก็ต้องมาดูที่ความต้องการในการใช้น้ำมันปาล์ม..

ประเทศที่นำเข้าน้ำมันปาล์มมากที่สุด คือ อินเดีย มีการนำเข้าคิดเป็นสัดส่วนประมาณ 20%
ของการนำเข้าทั่วโลก

ถึงแม้ว่าช่วงหลายปีที่ผ่านมา การบริโภคน้ำมันปาล์มในภาคครัวเรือนจะลดลงไปพอสมควร เพราะผู้คนหันไปใช้น้ำมันพืชอื่น ๆ ที่มีกรดไขมันไม่อิ่มตัวมากกว่า และดีต่อสุขภาพมากกว่า
เช่น น้ำมันถั่วเหลือง น้ำมันทานตะวัน และน้ำมันเรพซีด (คาโนลา)

แต่ในช่วงวิกฤติโควิด 19 ผลผลิตของน้ำมันพืชชนิดอื่น ๆ ก็ได้รับผลกระทบเช่นเดียวกัน
ส่งผลให้ราคาพุ่งสูงไม่ต่างกัน ทำให้น้ำมันปาล์มซึ่งมีราคาถูกกว่าน้ำมันพืชกลุ่มอื่น ๆ จึงกลับมาได้รับความนิยมอีกครั้ง โดยเฉพาะในอินเดียที่ครัวเรือนมีรายได้ไม่มากนัก

ถึงแม้อินเดียจะมีการปรับขึ้นภาษีนำเข้าน้ำมันปาล์มในอัตราสูง เพื่อคุ้มครองอุตสาหกรรมภายในประเทศ แต่ความต้องการที่เพิ่มสูงขึ้น โดยเฉพาะการเตรียมวัตถุดิบในการปรุงอาหารของชาวมุสลิมในอินเดีย สำหรับช่วงเราะมะฎอน อินเดียจึงจำเป็นต้องเพิ่มปริมาณการนำเข้าน้ำมันปาล์ม โดยเฉพาะจากมาเลเซีย ที่มีส่วนต่างภาษีนำเข้าน้อยกว่าอินโดนีเซีย

การใช้น้ำมันปาล์มสำหรับภาคพลังงานภายในประเทศผู้ผลิตอย่างอินโดนีเซียก็มีส่วนสำคัญ

อินโดนีเซียมีการประกาศใช้ น้ำมันไบโอดีเซล B30 ที่มีส่วนผสมของน้ำมันปาล์ม 30%
ซึ่งถือเป็นหนึ่งในยุทธศาสตร์ที่จะลดการนำเข้าน้ำมัน ที่เป็นสาเหตุหลักของการขาดดุลการค้า
และเป็นจุดเปราะบางทางเศรษฐกิจของอินโดนีเซียมาเนิ่นนาน

เมื่อปริมาณน้ำมันปาล์มมีน้อยลง สวนทางกับความต้องการที่เพิ่มสูงขึ้น
ราคาน้ำมันปาล์มจึงพุ่งสูงขึ้นเรื่อย ๆ
และขึ้นสูงสุดเป็นประวัติการณ์ในช่วงเดือนพฤษภาคม ปี 2021 นี้เอง

อย่างไรก็ตาม สถานการณ์ราคาน้ำมันปาล์มคาดว่าจะเริ่มคลี่คลายลง
ในช่วงเดือนกรกฎาคม 2021 เมื่อผลผลิตของน้ำมันปาล์มในอินโดนีเซียและมาเลเซียมีแนวโน้มที่จะเพิ่มขึ้น เนื่องจากปริมาณฝนที่เหมาะสม และการจัดการแรงงานในการเก็บเกี่ยวที่ดีขึ้น

ก็คงต้องติดตามสถานการณ์อย่างใกล้ชิด สำหรับราคาน้ำมันปาล์ม
ที่อาจส่งผลกระทบต่อภาคครัวเรือน ธุรกิจอาหาร และภาคพลังงานได้

แต่หนึ่งในผู้ได้รับประโยชน์จากสถานการณ์นี้
ก็คงจะมีผู้ประกอบการชาวไทยที่เป็นผู้ผลิตน้ำมันปาล์มอันดับ 3 ของโลก
ถึงแม้ว่าอาจจะเป็นช่วงเวลาสั้น ๆ ก็ตาม..

Curry Rice (curry and rice / kare-raisu) is a very popular dish in Japan. According to the statistics, we Japanese eat curry rice twice a month!

When I made the Basic Curry Rice, some people asked me for the vegetarian version, so I decided to make this video. The product I used contains no animal product but it tastes quite similar to the regular ones =) My darling and I are not vegetarian but we enjoyed it a lot!!!

This curry uses well-selected spices. Not hot but mild and tasty.

I bought this curry roux at an organic supermarket called "Kodawariya (こだわりや)". I hope you can get it when you come to Japan or when you find it somewhere else.

Vegetarian Curry Rice

Difficulty: Easy
Time: 30min
Number of servings: 4

Ingredients:
1/2 bag (80g=2.8oz.) vegetarian curry roux
1 small (150g=5.3oz.) onion
1 medium (150g=5.3oz.) potato
1/2 (100g=3.5oz.) carrot
1 tbsp. cooking oil
500ml water
4 servings of cooked rice

Directions:
1. Cut onion, potato, and carrot into bite-size pieces.
2. Heat cooking oil in a large stew pot. Add the cut vegetables and stir-fry them until slightly coated with oil.
3. Add 300ml water, bring to a boil, remove the foam, then turn the heat down to medium and cook for about 15 minutes.
4. In a small bowl, mix vegetarian curry roux and 200ml water.
5. Turn off the heat, add the curry roux mixture into the pot, and mix well. *make sure you stop the heat when you add the curry roux, otherwise it thickens very quickly.
6. Then put on low and simmer for a little while.
7 Serve curry on a hot bed of rice.

*if you have leftover curry roux, store it in the fridge and use within a week.

《Farewell》從EP《Over the Sea/Under the Water》、專輯《散落的時光》與《一起走吧》自選十四首曲子，包括早期「告別系列」的〈以一種假裝放蕩的矜持與你告別〉、〈告別／再見〉、〈最後仍在一起〉。為了賦予它們新的生命，Cicada重新編寫與錄製，串成一個故事。關於告別、關於一人獨自面對未來的過程，也關於活在自己世界的少女。

之所以在此刻梳理這些作品，並不是要揮別那段日子，而是主動與之靠近，找到現在與當時的距離──當我們撿起那些快要忘記的美好過往，才能知道它們可以被放在哪裡，以及接下來將如何走下去。

About author

Cicada from Taiwan was formed in 2009 consists of violin, cello, acoustic guitar, and piano. It's named after Cicada because people are aware of cicada's existence by their sound instead of forms. In 2013, Cicada began to compose for Taiwan. The theme of “Coastland” was the west coastland in Taiwan, and “Light Shining Through the Sea” was inspired by the east coast of Taiwan and the Pacific Ocean; In 2017, “White Forest” was dedicated to animals including coral reefs, sea turtles, humpback whales, dolphins, as well as cats in the city and birds in the mountains. Cicada walked into the mountain from the ocean on the 10th year and released “Hiking in the Mist”. It's their hiking journal with intention to depict their homeland with expansive views.
