March 6 - Canadian former secretary of state David Kilgour: “Excluding Taiwan from contact with WHO makes COVID-19 more dangerous for its nationals and the rest of the world.”

250萬劑的莫德納疫苗順利抵台，這是令人安慰的好消息。

我們誠摯的感謝美國對台灣嚴峻的疫情伸出援手。台灣人民過去這段時間強力發聲，「我們的民怨與民意表達台灣需要疫苗的聲音，國際社會聽到了」

這次的疫情下，我們已經有超過500位的國人喪生，同時也代表有超過500個家庭因此破碎，美國給予台灣250萬劑的疫苗，保護超過百萬的國人，雪中送碳，讓國人感動，由衷感謝。

250萬劑的莫德納疫苗，得來不易。政府應該做好在施打上的妥善規劃，應事先與地方政府、第一線施打的單位做好協調溝通，不要再發生施打上混亂的狀況。

足夠有效的疫苗是疫情中唯一的解決方案，台灣至少需要3000萬劑的疫苗，我們目前已經獲得485萬劑，仍有長足需要努力的空間。

🔺民進黨不應該持續對外釋放我們不需要疫苗的錯誤印象。

台灣疫苗取得迄今是別人捐贈的高於我們自己購買的，這源自於民進黨給國際社會錯誤的訊息。

例如，在國會表決中，民進黨否決了台灣應加速採購國際疫苗的提案，又例如，陳時中部長向日本表達，「若要進來要早啦，晚就沒意思」，再例如，駐美代表蕭美琴，對外公開發言，國人疫苗施打意願不高。

這些與民意完全互相違背的聲音，持續出現在執政黨的官員、民意代表中，錯誤的資訊，讓世界誤判台灣的需求。

由國民黨發起的「台灣需要疫苗」「Taiwan Needs Vaccines」取代民進黨所稱「台灣不需要疫苗」的錯誤印象，才讓國際社會認識台灣民意的真正走向。

🔺從日本經驗複製到民間採購、再到今天的美國致贈疫苗，說明三件事。

第一、國際上有疫苗，政府就應該去爭取，執政黨不應該在國會就扼殺8月底3000萬劑的目標。

第二、台灣過去在民主世界的努力，與幫助世界的實力，結交了許多朋友，現在「幫助台灣，就是幫助世界」，這才是民進黨應該向世界說明的。

第三、國產疫苗未經3期臨床試驗，未獲國際認證，不要讓人民當白老鼠，蔡政府應該爭取更多國際認證疫苗，爭取時間讓國產疫苗經過三期試驗完成國際認證。

國民黨扮演在野黨的角色，對防疫的建議，從來都是為了台灣的好。防疫不分朝野，病毒是我們唯一的敵人，倘若輸給病毒，藍綠都不會是贏家，蔡總統應該慎重思考。

2.5 million doses of Moderna vaccine landed smoothly on Taiwan; this good news is comforting. We sincerely thank the US for lending a helping hand to Taiwan during this grim time of pandemic.

During this pandemic, we have already lost over 500 compatriots. By giving Taiwan 2.5 million doses of vaccine, the US is protecting over a million of our compatriots.

A sufficient supply of effective vaccines is the only way to overcome the pandemic. Taiwan needs at least 30 million doses of vaccine; at the moment, we have acquired only 4.85 million doses. There’s still a long way to go.

Thus far, Taiwan has acquired more vaccines from donations than from purchasing on our own. This originates from the DPP giving the international community erroneous information that we don’t need vaccines.

It was only because the KMT launched the slogan “Taiwan Needs Vaccines” that the international community recognized the true direction of the Taiwanese people’s will.

Today, I must note three items of importance:

1) If there are foreign vaccines available, the government should fight for them.

2) Taiwan’s past efforts in the democratic world and the strength of the assistance it provided to the world won Taiwan friends. Now, “Helping Taiwan is Saving the World” should be what the DPP explains to the world.

3) Domestically produced vaccines have not undergone phase three clinical trials and these vaccine candidates have yet to obtain international verification. Instead of using the people as lab rats, the Tsai administration should fight for acquisition of more internationally verified vaccines and thus buy some time for domestically produced vaccines to go through phase three trials in order to obtain international verification.

Pandemic prevention affects all levels of society; our only enemy is the virus. If we lose to the virus, neither Blue nor Green is the winner. President Tsai would do well to carefully reflect on this.

【陪你看國際新聞】臺灣的防衛策略 vs 美國總統大選
　
蔡英文上任後，2017-2019 年的參謀總長李喜明，與 Project 2049 Institute 的研究員，一起寫了篇文章，投稿在 The Diplomat，並刊登於首頁。

內容主要提到中共對臺灣的威脅，台灣目前的防禦策略，已著重於不對稱作戰，也就是用低成本造成高打擊，例如用大量便宜的反艦飛彈，打沉對方進犯的昂貴船隻與兵力。所需要的武器，剛好是最近這個月跟美國買的方向。
　
這種說帖式的文章，一定要提到對美國的利益。文中提到，對美國來說，與臺灣合作，能增加第一線調度的戰爭知識與經驗，對鞏固美國自由開放的印太政策也很有幫助。
　
最後一段說到，臺灣並不會期待美國犧牲自己年輕人的生命來保衛臺灣，但如果美國肯幫助（意思就是情報與武器，出兵隨緣），臺灣會守得更好。臺灣人有決心，捍衛自己的存在以及生活方式。
　
這篇投書的時機點很微妙，是在 11/3 刊出的，也表示政府的工作，在美國總統選舉前，已經朝向整個美國外交軍事決策與智庫圈。
　
不管美國總統之後是拜登或川普，以美國政府的架構來說，持續深化國會、國務院、外交智庫對臺灣的認識，是最具長遠效益的。
　
很幸運也很努力的，在過去四年，我們補足了戰鬥機、坦克，最近又買了反艦飛彈、多管火箭系統，這表示美方軍事決策圈以及國會都已經認識到臺灣的防衛需求。
　
總之，我們已經把握了機會武裝自己、捍衛自己的家園。
　
「A U.S.-Taiwan Joint Working Group could be mutually beneficial as it would not only bolster Taiwan’s defense and provide the U.S. military with insight for its own contingency planning and future warfighting, but also improve latent interoperability. Furthermore, the strengthened defense of Taiwan could play an important role in advancing the U.S. Free and Open Indo-Pacific strategy.
　
Now is the time to embrace an asymmetric approach to Taiwan’s defense. A fully implemented and institutionalized Overall Defense Concept would provide strategic guidance across all defense agencies and military services for a unified and deliberate effort in military investments and force development to strengthen Taiwan’s national defense. If the battle comes to Taiwan, the ODC would ensure the capitalization of all available military and civilian assets to muster a whole-of-society effort to defeat the enemy. Now is also the time for a new era of U.S.-Taiwan security cooperation. The Taiwan Strait could possibly be the theater of Sino-American military conflict, and the U.S. and Taiwan have an opportunity to address the CCP threat together. Through implementing the ODC, the U.S.-Taiwan Joint Working Group would enhance deterrent effects of the bilateral relationship and embolden Taiwan’s security.
　
In a cross-strait contingency, Taiwan would appreciate any assistance from Washington. However, Taiwan’s military will not assume that the U.S. will sacrifice American lives to defend the island. But with American support, Taiwan can fight better. It is the onus of the Taiwanese people to decide their fate and fight for their existence.」

這則網友分享的影片也引起我的注意，雖然這是今年2月份一個TALK SHOW的片段，不過隨著最近香港電視的發牌事件，香港市民們對於一國兩制和言論自由的爭議和反彈也越來越強。這段節目裡他們討論的是香港特手梁振英上台以後，好像突然增加了這種以前很少見的，支持政府的遊行。有個專家是這麼認為的：

大家知道我是香港出生的，雖然我已經不是香港市民，不過看到這位主持人提到香港現在的情況有點糟，讓我覺得很難過，也擔心我老家的未來。

我的想法是什麼？我看過一些評論，覺得滿有道理的，就是說一國兩制真的是一種很畸形的體制，對香港人來說，他們當然會不高興從原有的自由，變得好像越來越不自由。

另一方面，我也替大陸民眾覺得很不公平，為什麼政府可以告訴你們說，你們都是中國人，但是他們可以享受比你們更多的自由，他們可以看YOUTUBE，你們只能看CCTV。所以問題是出在人民還是政府身上，這不是很明顯嗎？

最近我也開了微博，希望可以和更多大陸網友們接觸，那這位網友就提到說，我在微博上發的YOUTUBE連結在大陸是被封鎖的，其實我們同事已經試過上傳到好幾個中國的影片網站，大部分都通不過審核，但這幾天他告訴我，我們有個影片目前上傳成功了。

這個網友問我，聽說中文是世界上最難的語言，可不可以分享一下外國人學中文的痛苦？

首先我覺得中文的語法比英文多，對老外來說還有兩點比較困難，一個是聲調，歐洲語言沒有音調，所以我們會不習慣，但如果你有學過音樂，可能會容易一點。

另外一個是中文字，大家知道英文字母只有26個，所以這麼多的中文字對老外來說，要記住真的有點難。可是對我來說，因為中文字都有很深的內涵，所以有時候能把他背起來是滿有意思的。

下一個是這個網友也常問的問題，我是在哪間大學畢業的？

我是英國倫敦大學亞非學院中文系畢業的。亞非學院、SOAS包括了亞洲和非洲的相關科系，這個學院的歷史超過一百年。在電影「The Last Emperor」裡，中國最後一個皇帝的老師 Reginald Fleming Johnston，其實是個真實的歷史人物，他從中國回來後，就在亞非學院的中文系教書，後來他把他所有的中文書、一萬六千多本都捐給學校，這些書現在還在我們的圖書館裡。

剛剛都是回覆網路上的留言，我們來看看PTT上的一個留言，這位叫JHNJHNJHN的鄉民說，媽！我上電視了！JHNJHNJHN，嚴格來說，那個時候你還沒有上電視，不過現在你是真的上電視了，我幫你跟媽媽問候一下，阿姨好，JHNJHNJHN平常在學校功課怎麼樣我不知道，不過妳看，凌晨3點47分他還在PTT上面晃，浪費你們家的電。

提到PTT，大家還記得上次我們那個闖禍弄錯照片的同事嗎？當然我們都有責任，不過我今天早上發現他又出包了，別的同事告訴我，在YOUTUBE搜尋我的名字，會發現這個東西列在很前面的自動搜尋，沒錯！就是「郝毅博比金城武帥的10個理由」，這個當初他幫我想的冷笑話，其實我們根本沒拍過，但是卻讓這麼多無辜的網友們跑去搜尋，為了節目，我可以忍，為了網友，我不能忍，你們再請他進來一下！

最後是這位大陸網友的留言，他說：謝謝你，你是中國人的朋友！

這個留言真的讓我很高興，因為可能有一些人聽到我批評中共，就把我當成中國的敵人，像是電影「Enemy of the State」一樣，這方面的事情以後我們可以再多聊聊，其實中共並不等於中國，不過這個網友好像已經明白了，謝謝你。好的，大家可以把想問的問題在YouTube、Facebook或微博上給我留言，今天就到這裡，我們下次再見！
