#國際戰線【黑警買新車揭海外採購灰色地帶！遊說國際禁運擴大至所有政府名義採購】
Joshua Wong claims that the Hong Kong police use other government departments to procure riot gear to avoid international embargo
反送中期間，黑警曾經多次用衝鋒車等撞向平民及示威者，過去亦爆出被捕人士在警車中被毆打事件，種種跡象顯示，在警暴泛濫的情況下，危及市民生命安全的不只是催淚彈、橡膠子彈、胡椒球彈等，甚至連普通一輛警車都會淪為殺人武器。
最近黑警被揭發，出現一款新型警察衝鋒車，除了放棄意大利IVECO車廠的「Daily HI-MATIC」、重新向德國平治車廠採購外，甚至特別落Order，一改過去警車透明玻璃設計，要求將新警車中後排車窗改用黑色玻璃，車外難以觀察車內情況，令人質疑此舉意欲何為？
更重要的是，事件揭露警方有機會利用「政府採購」為名，去避過外國對黑警的武器禁運。現時黑警買裝備，除了由警務處購置外，亦可以透過物流署等部門名義購買，例如現時警隊一般用途車輛由政府物流服務署負責採購，至於水炮車、裝甲車等「特別用途車輛」，則以機電工程營運基金協助採購。因此，即使外國禁止向香港黑警出口防暴武器，警方亦可以用其他部門名義買武器。
再者，現時招標制度極不透明，過去發生過警隊「拆單買武器」的情況，只要價格在500萬以下，只要警務處副處長批准，即可自行決定購買，或特事特辦向供應商入貨，毋須透過物流服務署公開招標。
歐洲議會早前促請歐盟禁止向香港出口「人群管制裝備」及「非致命性武器」，為免外國社會在不了解香港採購制度情況下，繼續向黑警「送子彈」，香港眾志會加強對外國遊說，擴大禁運範圍至「政府名義的採購」，以免香港警察以其他部門名義「借殼殺人」。

According to sources revealed by Joshua Wong, the pro-democracy activist, the police force has recently replaced their Daily Hi-MATIC Emergency unit vehicles manufactured by IVECO in Italy with customised vehicles from Mercedes in Germany. The new vehicle design is also equipped with heavily tinted windows. He questioned this latest move by the police force.
More importantly, the incident revealed that the police had the opportunity to use the “government procurement” channel to avoid the foreign arms embargo against them. At present, in addition to the purchase of equipment by the police, the police equipment can also be purchased through the Department of Logistics and other departments. For example, the current general-purpose vehicles of the police force are purchased by the Government Logistics Department. As for “special purpose vehicles” such as water cannon vehicles and armoured vehicles, Electrical and Mechanical Services Trading Fund is used to assist in procurement. Therefore, even if foreign countries prohibit the export of riot weapons to the Hong Kong police, the police can still buy weapons in the name of other departments.
Joshua further claimed that the current tendering system is extremely opaque. In the past, as long as the price was below HK$5 million and as long as the deputy commissioner of the police approved, the force could make their own purchases from suppliers without calling a public tender via the Logistics Services Department.
The European Parliament earlier urged the EU to ban the export of “crowd control equipment” and “non-lethal weapons” to Hong Kong. In order to prevent foreign countries from continuing to export riot gear to the police without understanding the Hong Kong procurement system, Joshua Wong said that his Demosisto Party will continue to inform foreign nations to expand the scope of the embargo to “procurement in the name of the government” to prevent the Hong Kong police from procuring equipment via other government departments.

2. Zorb Energy Generations: Kids get to run as fast as they can in the Zorb energy generators for 30 seconds to see how much kinetic energy they can create to convert to electricity. Best way to tire out the kids, ever.
3. GravityLight: Kids and parents can race against each other to place the optimum amount of weights in a tub to activate the GravityLight. I'm so gonna thrash the monkies.
4. Salt Water Cars Eco-marathon: Kids can build their own mini cars that are powered by salt water and even take home as souvenirs. Nothing like watching science put into motion!
5. Pavegen: Expend the kids' energy further by having them take part in a target football challenge where they can charge up a timer by running on a Pavegen tile and then take shots at a target to score as many points as possible. Don't know what a Pavegen is? Neither do I. That's why I'm heading down to find out.

Our second installation for the Dragonboat festivities is on the localised Nyonya Bak Chang!
While the Bak Chang originated from China, over the years, Chinese immigrants living overseas have customised it to incorporate the local tastes and textures from the communities they have settled in.
The Nyonya Bak Chang is a fragrant, sweet-salty iteration of the Bak Chang created by the Peranakan people - it combines marinated pork, candied wintermelon and steamed mushrooms to achieve the wonderful blend of flavours you get with every bite. Our version uses lean pork shoulder meat instead of the fatty pork in traditional rice dumplings, as well as cekur root, or sand ginger, that gives the meat a more intense flavour that goes oh-so-well with the lightly salted glutinous rice.
The sweet blue tinge in the rice from the blue pea flowers is a traditional Peranakan touch, that makes this dish not only good to eat but great to look at!

For this video, we headed back to Neo’s Kitchen to complete a 6KG Ichiran Ramen Challenge! Ichiran Ramen is a popular Fukuoka Ramen chain almost exclusively based in Japan, with limited outlets in Taiwan, USA and Hong Kong. They specialise in Tonkotsu-style Ramen, which is pork-based. As they do not have a physical location in Singapore, we opted for their own Instant Ramen brand that is supposedly very close to the in-store Ichiran Ramen in flavour. For our convenience and to take advantage of their exclusive discount on Ichiran Ramen, we ordered most of our ingredients from Qoo10 and had them delivered to our doorstep. Here is what we got from Qoo10:

The Ichiran Ramen box came elegantly designed and packed while the char siew and eggs had straightforward instructions for preparation. After some time in the kitchen and a speedy assembly process, we ended up with a massive 6KG bowl of Ichiran Ramen. 10 portions of noodles were piled into our Giant Bowl, which was then filled to the brim with the Tonkotsu broth. 6 sliced eggs and 2 blocks of char siew were gingerly placed on top to round off the dish. The bowl was delicately garnished with spring onions, seaweed and rehydrated fungus. Unfortunately, we had difficulty cutting the char siew, so we opted to leave 1 intact.
Flavour-wise, it is probably one of the best Instant noodles I have ever had. It was rich with the deep and intense pork flavour you come to expect from Tonkotsu Ramen from restaurants. The noodles had a clean flavour without any taste of preservatives and retained their springy texture even after sitting in the broth for some time. It also came with a topping of chilli powder, which adds a strong spicy kick for those who enjoy it. The eggs were well-marinated and gooey in the middle. The char siew was moist and tender with the signature savoury pork flavour of good char siew.
All in all, it was an enjoyable challenge because it was homemade, delicious and convenient thanks to Qoo10. We tend to find ourselves needing instant noodles eventually, usually in the dead of the night or as comfort food, and you would be hard-pressed to find any better than this Instant Ichiran Ramen.
