APYE is a leading youth empowerment platform in Asia-Pacific. The program aims to "Empower Youth to Achieve Sustainable Development Goals", with a specific focus on social innovation and entrepreneurship.
The 3rd APYE Thailand program will be held at the United Nations Conference Centre in Bangkok, Thailand from 14-26 January 2018, hosted by Urban Youth Academy, in collaboration with UNDP Thailand and UNESCAP Asia-Pacific.
Through the program, youth delegates can have hands-on engagement with local communities, and gain necessary skills about social entrepreneurship. January 2018 program expects the participation of 180 international delegates from 20+ countries around the world.

Sáng sớm nay một bạn Schofans cùng tên có inbox nhắn cảm ơn chị Hoa Dinh và Page Scholarship for Vietnamese students. Bạn ấy mới đi Kuala Lumpur về theo chương trình CIMB Young ASEAN Leaders được tài trợ toàn phần. Cơ hội ra nước ngoài không mất phí là chuyện nhỏ nhưng quan trọng hơn chỉ trong thời gian ngắn Hoa đã làm quen được với rất nhiều bạn bè quốc tế và đã học hỏi được rất nhiều điều bổ ích cho bản thân. Chị tin rằng đây chỉ là bước khởi đầu, chắc chắn bạn ấy sẽ giành được rất nhiều học bổng khác trong tương lai. Cùng chúc mừng Hoa và Schofans nhà mình cùng cố gắng thêm nha. À bật mí là trong đoàn Việt Nam còn có 1 bạn Volunteer của page mình đó. Schofans chịu khó Like, See First page để không bỏ lỡ cơ hội nào ha.

為喚醒國際社會對城市行動的重視,自2014年起,聯合國將每年10月31 日指定為「世界城市日(World Cities Day)」。透過「城市與SDG」系列文章,看見全球邁向永續發展的過程中,城市如何發揮關鍵角色及影響力,實踐美好的未來。
「城市是男人和女人,女孩和男孩居住的地方,也是他們為生活打拼並實現夢想的所在。這裏亦是解決貧窮及不平等、提供健康與教育服務、保護生態體系、以及保障人權的地方。-SDG Cities Guide」
「城市化(Urbanization)」正為世界帶來巨大變革與影響。據聯合國統計,全球已有一半以上人口居住於城市,到2030年將超過6成,人數增加至50億。
高樓林立的都會叢林,不僅是人們搭乘夢想翱翔、揮灑繁華的所在,同時也可能是貧窮、失業、社經落差、不可持續消費及生產方式的淵藪之地。僅佔全球土地面積3%左右的城市,在為全球創造高達八成GDP的同時,也產生了70%以上的能源消耗和碳排放、並使用超過六成以上資源。
面對失控的地球暖化與氣候緊急狀態,城市開始被視為國家主體之外,所謂「非國家體系(non-state actor)」的重要行動者。如同2015年紐約世界城市高峰會暨市長論壇開幕時,聯合國副秘書長Jan Eliasson所呼籲:「城市將是這場永續發展之戰的決勝之地。」
城市雖然僅佔世界的極小領域,但其所影響的社會、經濟與環境範疇卻十分巨大。因此,對於永續發展的追求不僅是城市首長的重要政治行動,也將成為左右全球氣候變遷戰役成敗的關鍵節點。
從城市開啟美好生活:SDG11與永續城市
面對又熱又平又擠的世界,城市如何變得更好?
聯合國永續發展目標(Sustainable Development Goals, SDGs)提供了具體指引,幫助城市領導人擘劃更公平美好的發展藍圖,讓每一座城市都成為永續願景之城。
其中,SDG11「永續城市」訴求「建立具包容性、安全、韌性及永續的城市與人類社區」( Sustainable Cities and Communities : Make cities inclusive, safe, resilient and sustainable),例如:改善貧民窟&提供負擔得起的住房和基本服務、打造便民的公共運輸系統、減少城市廢棄物與空污問題、提供安全且具包容性、可及性的公共場所及綠色空間等,讓每一位居住在城市的居民都能獲得更有品質的生活。
城市作為回應全球氣候倡議及行動的積極角色,可透過彼此串連、促進城市治理模式的經驗學習,從而加速全球城市轉型。以下,將簡要介紹國際上重要的城市組織網絡與資源。
(1)「地方政府永續發展理事會」(ICLEI):
全球最早共同承諾推動永續發展的地方政府網絡「地方政府永續發展理事會(ICLEI- Local Governments for Sustainability,ICLEI)」成立於1990年,截至2020年已有超過124個國家、1750個地方政府串連為夥伴城市,成為引領城市轉型的重要國際地方政府網絡。
其中包含12個巨型城市、100個超級城市和都會區、450個大型城市,以及450個中小型城市及城鎮。目前,台灣也有11個城市加入成為會員城市(包含:屏東縣、高雄市、台南市、嘉義市、雲林縣、台中市、新竹縣市、桃園市、台北市、新北市。其中ICLEI東亞地區高雄環境永續發展能力訓練中心也是德國波昂總部以外唯一的能力訓練中心)。
ICLEI積極倡議全球性的地方政府運動,並致力推動地方社區與城市計畫,達成公平、安全、韌性、活力經濟及健康環境之目標。其主要採取五大發展路徑推進城市達成SDG目標:(1)基於自然的發展;(2)韌性發展;(3)低碳發展;(4)循環發展;(5)公平及以人為本的發展。
(2)「城市氣候領導聯盟」(C40):
2005年成立的對抗氣候變遷網絡「城市氣候領導聯盟(C40 Cities Climate Leadership Group,C40)」以城市結盟型態和舉辦「城市氣候高峰會(C40 Large Cities Climate Summit)」等方式,促進各城市對抗氣候變遷議題的行動經驗與交流。迄今有97個城市會員,總計產出約1萬個應對氣候變遷的城市行動方案。
2018年,C40曾發布一份《我們不想要的未來》報告書(註:其名稱回應2012年里約Rio+20大會後通過的報告書:《我們想要的未來》),其中指出面對氣候災害的影響下,幾乎所有城市都暴露在危險之中。
城市所面臨的6大脆弱性問題包括:酷熱、高溫與貧窮、水的可及性、糧食安全、海平面上升與能源供應。
這份研究表明,全球城市面臨共同且廣泛的威脅風險,身處其中的城市居民將受到影響最劇烈的氣候災難。此外,報告書中也強調都市「熱島效應」所導致的極端高溫與空氣污染與健康風險,將使得某些弱勢人群(兒童、老人、病人及窮人)特別容易蒙受其害。
因此,地方領導及決策者除了必須致力邁向永續城市發展,以因應日益加劇的氣候風險及城市治理挑戰。更重要的是,城市領袖也應當關注氣候災害下,市民如何因為種族、性別、年齡或健康狀況而遭遇不同程度的衝擊,才能落實更具公平性與韌性的城市未來。
(3)「聯合國永續發展解決方案網絡」(SDSN):
2012年,聯合國秘書長潘基文建立「聯合國永續發展解決方案網絡」(The UN Sustainable Development Solutions Network ,SDSN),連結全球科學與技術專家,尋求解決方案以實踐永續發展目標。
為了評估聯合國193個會員國家在SDG方面的總體進展,SDSN除了發布各國在17項SDG的總體進展排名,也繪製地圖呈現所有國家在各別SDG項目上的得分。
除此之外, SDSN也幫助改善城市治理,並自2013年起SDSN發起「城市永續發展目標運動」( Campaign for an Urban Sustainable Development Goal)形成獨立專責的城市永續發展項目,透過與地方政府&利害關係人合作,共同支持SDG11的實施及推廣。
其中幾項重點城市方案:美國永續城市倡議(USA-SCI)和里約永續城市倡議(Rio Sustainable Cities Initiative),不僅見證典範城市的成功經驗,也分享相關政策工具及資源,藉以帶動更多永續城市發展。
(4)「全球氣候與能源市長聯盟」(CGoM):
2016年全球兩大主要氣候倡議城市聯盟:「全球市長聯盟(Compact of Mayors)」與「歐洲市長盟約(Covenant of Mayors)」進一步擴大結盟,共同組成「全球氣候與能源市長聯盟(The Global Covenant of Mayors for Climate & Energy,CGoM)」。
截至目前,該聯盟已成功結合139個國家、1萬個城市及地方政府的承諾進行城市自願性氣候行動,影響超過9億人口,成為規模最大的城市行動聯盟。
「全球氣候與能源市長聯盟」的使命與目標是:透過具體的氣候及能源行動,幫助城市與社區人民帶來更健康、綠色及具韌性的未來。主要從「減少溫室氣體排放」、「調適氣候變遷影響」及「發展可負擔的再生能源」3大主軸來促進城市永續發展。
這條城市永續轉型的旅程,將包含幾個階段:提交承諾、評估影響及風險、設定溫室氣體減量目標、制定計畫、實行、監控與報告、驗證成果、定期更新資料。
在此過程中,每個城市都可能有不同的路徑,但GCoM將透過提供資源串連,協助建立知識、數據、金融及氣候服務共享的全球夥伴關係,加速這場世界城市轉型運動的進展。
城市與我們的未來
城市的未來,取決於今日的行動並將影響下一個世代。如同「未來倫理:氣候變遷與政治想像(Future Ethics: Climate Change and Apocalyptic Imagination)」一書所提醒,氣候問題的背後事實上涉及了世代正義、哲學與道德等深層意涵。
如何面對「我們不想要的未來」,並且開創「我們想要的未來」,這場永續發展的戰役正在城市展開。或許,每一位穿梭在大城小鎮中,為了美好生活而努力著的你我,也都將無法置身其外!
