ตอนนั้นเกิดกลุ่ม 10 มกรา ดำเนินกิจกรรมทางการเมืองอย่างเป็นเอกเทศ ไม่ฟังพรรค กลุ่ม 10 มกรานี้ ลงมติไม่สนับสนุนพระราชบัญญัติลิขสิทธิ์ ที่รัฐบาลเสนอเข้าสภา จนทำให้ พ.ร.บ.ฉบับนี้ไม่ผ่าน !

พรรคประชาธิปัตย์แสดงความรับผิดชอบโดยการถอนตัวจากการเป็นพรรคร่วมรัฐบาล ป๋าเปรมจึงประกาศยุบสภา

พอเลือกตั้งเสร็จกลุ่มพรรคการเมืองต่างๆ ยังไปขอให้ท่านมาเป็นนายกฯ ท่านบอกว่า " ผมขอพอ "

ป๋าพ้นตำแหน่งนายกฯ 3 สิงหาคม 2531 ในหลวง รัชกาลที่ ๙ โปรดเกล้าฯ ให้เป็นองคมนตรี วันที่ 23 สิงหาคม 2531 จากนั้นในวันที่ 29 สิงหาคม 2531 ได้รับโปรดเกล้าฯ ยกย่องให้เป็นรัฐบุรุษ

และอีก 10 ปีต่อมา พ.ศ. 2541 โปรดเกล้าฯ ให้เป็นประธานองคมนตรี จนถึงรัชกาลที่ ๑๐
