หลายๆ คนอาจจะนึกถึงเกม SimCity 4 ของค่ายเกม Maxis อันโด่งดังในอดีต
แต่หลังจากที่เกม SimCity มีภาคต่อออกมา
กลับไม่ได้สร้างความประทับใจให้กับคอเกมสร้างเมืองกันสักเท่าไหร่
จนเมื่อมีเกม Cities Skylines ของค่ายเกม Paradox แห่งประเทศสวีเดนออกมาในปี ค.ศ. 2015
เกมนี้เรียกได้ว่าเป็น สุดยอดแห่งเกมสร้างเมืองเลยค่ะ
ในเกมจะให้เรารับบทเป็นนายกเทศมนตรี มีหน้าที่ดูแลความเป็นไปของเมือง
ตั้งแต่วางผังเมือง จัดโซนที่อยู่อาศัย โซนร้านค้า เกษตรกรรม อุตสาหกรรม
เมืองไหนมีป่าไม้ ก็ทำอุตสาหกรรมป่าไม้ เมืองไหนมีแร่ธาตุ อาจทำเหมืองแร่
จัดหาทรัพยากรไฟฟ้าและน้ำประปาในเมือง ซึ่งโรงไฟฟ้าก็มีให้เลือกหลากหลายแหล่งพลังงาน เมืองไหนมีบ่อน้ำมัน ก็สร้างโรงไฟฟ้าจากน้ำมัน
เมืองไหนมีแม่น้ำขนาดใหญ่ ก็อาจเลือกสร้างเขื่อนเพื่อผลิตไฟฟ้า
รวมไปถึงการสร้างบริการต่างๆ ในเมือง ทั้งสถานีตำรวจ ดับเพลิง โรงพยาบาล สวนสาธารณะ ไปจนถึงจัดการศึกษา ซึ่งก็ต้องวางแผนให้ดี
หากประชาชนในเมืองมีการศึกษาน้อย ธุรกิจบางอย่าง หรือออฟฟิศก็จะเกิดได้ยาก
ในทางกลับกัน หากมีประชาชนที่มีการศึกษาสูงจำนวนมากเกินไป ร้านค้า หรืออุตสาหกรรมบางอย่างก็อาจเจ๊งได้
แต่ทีเด็ดของเกมนี้ อยู่ที่ “การจัดการจราจร” ค่ะ
เพราะเราจะต้องออกแบบถนน วางผังถนน ออกแบบสี่แยกให้รถติดน้อยที่สุด
รวมไปถึงการวางระบบขนส่งมวลชน ทั้งรถเมล์ รถไฟ รถไฟใต้ดิน ให้ครอบคลุมและลดการใช้รถยนต์ส่วนตัวให้มากที่สุด
เรียกได้ว่า ใครเล่นเกมนี้แล้วบริหารเมืองให้รถไม่ติดได้ แนะนำให้ลองลงสมัครนายกเทศมนตรีได้เลยค่ะ
เพราะที่ประเทศนอร์เวย์ ผู้ลงสมัครเลือกตั้งท้องถิ่นจากเมือง 3 เมือง
คือ Hamar, Narvik และ Molde
เค้าใช้วิธีเสนอนโยบายด้วยการเล่นเกม Cities Skylines ให้ประชาชนได้รับชมผ่านโทรทัศน์ค่ะ !
เมื่อวันที่ 30 สิงหาคม ที่ผ่านมา
รายการ Valgspillet จากช่อง NRK สถานีโทรทัศน์หลักของนอร์เวย์
ได้มีการเชิญผู้ลงสมัครนายกเทศมนตรีของทั้ง 3 เมือง มาในรายการ โดยได้จำลองแผนที่ของทั้ง 3 เมือง ลงในเกม Cities Skylines ให้ผู้สมัครเลือกตั้ง เล่นเกมให้ประชาชนได้ชมนโยบายกันอย่างชัดเจน
ในรายการก็มีการเชิญท่านนายกรัฐมนตรีหญิงแห่งนอร์เวย์ เออร์นา โซลเบิร์ก มาเป็นแขกรับเชิญด้วย ซึ่งท่านนายกฯ ก็ได้ให้คำแนะนำ และได้ร่วมเล่นเกมกับผู้สมัครจากเมือง Hamar ด้วย
นับว่าเป็นการประยุกต์การเล่นเกมให้กลายเป็นการนำเสนอนโยบายที่สร้างสรรค์มากๆ
หันกลับมามองที่การเลือกตั้งท้องถิ่นในประเทศไทย
หากมีการนำเสนอนโยบายผ่านเกมสร้างเมืองให้ประชาชนได้รับชมกันบ้าง
ก็คงจะดีไม่น้อยนะคะ
