美國人工智慧國家安全委員會(NSCAI)7/13首度舉辦 #全球新興科技峰會 (Global Emerging Technology Summit),講到科技議題,台灣的數位政委 #唐鳳 當然是不二人選,她以預錄影片方式發表演說,征服(增幅)群眾。
🔹談到 #數位民主
唐政委講到數位有「透明」的概念,但是透明像斯斯一樣有兩種;在台灣,數位民主的「透明」基礎是 #互信,讓政府對人民透明,但對數位威權而言,「透明」則是讓人民對國家透明,用數位工具來 #監控 人民。
🔹談到 #應對假訊息 及 #科技抗疫
唐政委也向來賓分享台灣用「幽默戰勝謠言」應對假訊息,以及「口罩地圖」、「1922簡訊實聯制」等科技防疫方式,她也指出台灣遵循數位治理民主模式,政府也與私部門合作,在人工智慧、半導體產業、打擊假訊息及先進基礎建設網絡上都有優勢,是美國及民主國家的可靠夥伴。

Taiwan’s Digital Minister Audrey Tang was among the speakers at the #US National Security Commission on Artificial Intelligence’s recent Global Emerging Technology Summit.
In a pre-recorded speech, Minister Tang described how emerging technologies have been used to improve #DigitalDemocracy in #Taiwan, and how the government has built trust with the public through transparency of governance. She also talked about the ways Taiwan has been tackling disinformation with a fast, fair and fun “humor over rumor” strategy to tackling the #infodemic.

1. Hong Kong police arrested lawmaker Lam Cheuk Ting for rioting, just because Lam tried to mediate the situation one year ago when HKers were assaulted by pro-Beijing mobs after making 24,000 emergency calls, without response.
2. Police are found rewriting history today. A year ago when #Hkers were attacked by mobs, police publicly admitted they came 39 minutes late, the same figure in the police watchdog report, but police claimed the delay should be 18 minutes.
3. When cops were caught by media cameras patting the white-clad mobs’ shoulders, police claimed they were pushing him at that time.
4. More than just turning lies into truths with disinformation, today’s incident sends a worrying signal to how Hong Kong Government will enforce national security law in the city, where even basic facts can be rewritten to suit the official narrative and justify the future repression.

PTT is one of the most open social media platforms in the Chinese language. Though it’s not more populous than Facebook, it’s arguably more impactful than Facebook here in Taiwan. It’s a reflection of Taiwan's spirited democracy, and it’s used heavily as a source for local journalists.
We speak with two INDSR researchers on a year-long project, “A Pilot Study on PTT in the Context of Influence Operations” (批踢踢影響力作戰前導研究)which attempts to identify CCP state actors on the platfor. The researchers are Oddis J.F. Tsai (Policy Analyst at the Division of Defense Strategy and Resources) and Dr. Jui-Ming Hung (Assistant Research Fellow at the Division of Defense Strategy and Resources).
The paper lays out mechanics and - through quantitative analysis - identifies types of suspect behavior on the world’s largest non-commercial, forum-based, open-source online bulletin board system in the Chinese language. This interview was recorded in January 2021 after the paper was published by INDSR.

“Democracy is a failure” - that’s the narrative the Chinese Communist Party has been trying to plant over the past year and hopes to take root in international discourse and in the minds of its 1.4 billion citizens. This disinformation has heavy implications for democracy in Taiwan, and it’s never been as serious as it is now.
CCP disinformation methods are detailed in a report issued late last year titled “Deafening Whispers” by Doublethink Lab, a Taiwanese organization whose mission is to strengthen democracy through digital defense. The report has just been made available in English.
This interview was recorded in January 2021 when the Chinese-version of the report was first published.
Online disinformation and influence operations affect offline real-world defense and security. Fake news is a global issue and this is The Taiwan Take. Today’s guest is Dr. Puma Shen (沈伯洋), chairman of Doublethink Lab (台灣民主實驗室) and an assistant professor at National Taipei University.
