สำนักงาน กสทช. เรียกโอเปอเรเตอร์ทุกค่ายหารือแก้ปัญหา SMS หลอกลวง โดย SMS ที่มีเนื้อหาชัดเจนว่าเป็นการหลอกลวง เว็บพนันออนไลน์ หรือลามกอนาจารให้บล็อกทันที เริ่มพรุ่งนี้ (23 ก.ย.)

เมื่อวันที่ 22 กันยายน นายไตรรัตน์ วิริยะศิริกุล รักษาการแทนเลขาธิการคณะกรรมการกิจการกระจายเสียง กิจการโทรทัศน์ และกิจการโทรคมนาคมแห่งชาติ (กสทช.) เปิดเผยว่า วันนี้ สำนักงาน กสทช. ได้เชิญโอเปอเรเตอร์ทุกราย ได้แก่ AIS TRUE DTAC NT และ 3BB ร่วมประชุมหารือผ่านระบบออนไลน์เรื่อง “การแก้ไขปัญหา SMS หลอกลวง”

โดย กสทช.กำชับให้เร่งตรวจสอบและกำกับดูแลกันเองอย่างเคร่งครัดในลักษณะ Self Regulation โดยในวันพรุ่งนี้ให้โอเปอเรเตอร์ทุกรายทำการ “บล็อก SMS” ที่มีเนื้อหาชัดเจนว่าเป็นการหลอกลวง เว็บพนันออนไลน์ หรือลามกอนาจาร ทันที และให้มีมาตรการเพิ่มเติมร่วมกันระหว่างโอเปอเรเตอร์ โดยจะมีการแชร์ข้อมูล SMS หลอกลวงระหว่างกัน และกำหนดเป็น Blacklist เพื่อให้ทุกค่ายดำเนินการบล็อก SMS ดังกล่าวจากผู้ส่งรายเดียวกัน

สำหรับผู้รับใบอนุญาตประกอบกิจการโทรคมนาคม ที่ให้บริการขายต่อ SMS กับผู้ให้บริการด้านเนื้อหา (Content Provider) หากสำนักงาน กสทช. ได้รับแจ้งจากโอเปอเรเตอร์ว่าบริษัทของท่านเป็นผู้ส่ง SMS ที่มีลักษณะเนื้อหาเป็นการหลอกลวง เว็บพนันออนไลน์ หรือลามกอนาจาร สำนักงาน กสทช.จะดำเนินการตรวจสอบและพิจารณาลงโทษทางปกครอง ตั้งแต่เตือน ปรับ พักใช้ใบอนุญาต กับบริษัทของท่าน โดยโทษสูงสุดคือการเพิกถอนใบอนุญาตประกอบกิจการ และจะดำเนินคดีตามกฎหมายกับบริษัทของท่านควบคู่ไปด้วย

นายไตรรัตน์กล่าวว่า หลังจากนี้สำนักงาน กสทช.จะนำข้อมูลเกี่ยวกับ SMS หลอกลวง ไม่ว่าจะเป็น ชื่อผู้ส่ง SMS เนื้อหา ตัวอย่างข้อความ SMS หลอกลวง เว็บพนันออนไลน์ สินเชื่อออนไลน์ หรือเนื้อหาที่มีลักษณะลามกอนาจาร เผยแพร่บนเว็บไซต์ของสำนักงาน กสทช. www.nbtc.go.th เพื่อให้ประชาชนสามารถตรวจสอบชื่อผู้ส่ง SMS ข้อความที่น่าสงสัยด้วย เพื่อเป็นการป้องกันไม่ให้ประชาชนถูกหลอกลวงจาก SMS ลักษณะดังกล่าวจนอาจถูกแฮก หรือขโมยข้อมูล หรือสูญเสียทรัพย์ไปได้

“สำนักงาน กสทช.ได้ย้ำให้ค่ายมือถือทุกค่าย ให้เร่งตรวจสอบและจัดการไม่ให้มีข้อความ SMS ส่งไปยังประชาชนที่เป็นลักษณะหลอกลวงให้สูญเสียทรัพย์ หรือเว็บพนันออนไลน์ และสินเชื่อออนไลน์ ซึ่งคาดว่าแนวทางการดำเนินการที่ทุกฝ่ายร่วมกันทำนั้นจะช่วยแก้ไขปัญหาดังกล่าวให้กับประชาชนได้” นายไตรรัตน์กล่าว

วันนี้หุ้น VGI บวกชนเพดาน (ซิลลิ่ง) หลังเคอรี่ประเทศไทย ยื่น Filing เข้าตลาดหลักทรัพย์
เมื่อไม่กี่ชั่วโมงที่ผ่านมา มีรายงานว่า เคอรี่ เอ็กซ์เพรส (ประเทศไทย)
ผู้ให้บริการส่งพัสดุรายใหญ่ในประเทศไทย กำลังเตรียมยื่นแบบ Filing
เพื่อเสนอขายหุ้นสามัญเพิ่มทุนต่อประชาชนเป็นครั้งแรก หรือ IPO

โดยเคอรี่เป็นหนึ่งในบริษัทนอกตลาดหลักทรัพย์
ที่เติบโตได้อย่างรวดเร็วตลอดระยะเวลาที่ผ่านมา

ปี 2560 รายได้ 6,673 ล้านบาท กำไร 733 ล้านบาท
ปี 2561 รายได้ 13,668 ล้านบาท กำไร 1,185 ล้านบาท
ปี 2562 รายได้ 19,895 ล้านบาท กำไร 1,329 ล้านบาท

รายได้เติบโตเฉลี่ย 73%
กำไรเติบโตเฉลี่ย 35%

โดยทางบริษัทจะเสนอขาย IPO ไม่เกิน 300 ล้านหุ้น คิดเป็นไม่เกิน 17.20%
ของจำนวนหุ้นสามัญที่ออกและจำหน่ายได้แล้วทั้งหมดของบริษัทฯ

หลังนักลงทุนรับรู้ข่าวคราวดังกล่าว ทำให้หุ้นของบริษัท วีจีไอ หรือ VGI
ที่เป็นบริษัทลูกของรถไฟฟ้า BTS และเป็นผู้ถือหุ้นใหญ่ของเคอรี่ ประเทศไทย พุ่งชนเพดาน Ceiling +14.29%

คิดเป็นมูลค่าที่เพิ่มขึ้นมากว่า 7,300 ล้านบาท ภายในวันเดียว..

Income grows on average 73 %
Profit grows average 35 %

The company will offer IPO for selling under 300 million shares, not over 17.20 %
of total number of common shares issued and sold by the company.

After investors know the news, it makes the shares of VGI or VGI companies.
The company of BTS and big shareholder of Kerry Thailand hit the ceiling ceiling Ceiling 14.29 %

【#廣告國際視野系列】其實，這不是廣告，因為在這時勢，很需要這種思維。人類歷史上第一場電視直播的戰爭，是半世紀前的越戰。此前，無論拍攝形式或內容都大不相同：二戰影像大多圍繞非戰區士兵的歡快氣氛，當時是進戲院觀看的娛樂一種。

越戰發生時，美國人民則是在晚飯時間，首次透過人造衛星在家中接觸到系統暴力（systematic violence）。各種公開處刑、流離失所境遇深入民心，繼而藴釀全國反戰運動一發不可收拾，the rest is history。

還記得大學undergrad數年，剛剛是美國出兵阿富汗和伊拉克之時，美國霍士（Fox）電視台日以繼夜，夜以繼日播放支持出兵的節目。儘管雙方軍力懸殊，戰況都是一面倒，但每日新聞還是被排山倒海的美軍英雄事跡「洗板」，頗為一言堂。後來那些主戰派電視台，也出現好些解僱事件，將批評布殊或質疑戰爭意義的記者滅聲。

如今流動直播技術盛行，「公民記者」、「Fact Check」的概念也毫不新鮮，既然我們已經了解到新聞機構「製造共識」的威力，何不直接取代它們？只因「求真」、「持平」和「公義」這些價值，至今仍是傳媒大多信守的專業精神。儘管此刻「後真相時代」的社會走向已難以逆轉，但每當社會動盪不安，掌權者企圖掩蓋真相時，新聞工作者總會為上述價值無私付出，不分晝夜，甚至以身犯險㬇醒大眾良知。

時代已變，假如仍抱著「大台」心態，妄想spoon feed大眾，結果只會自招人侮。一向走得很前的有線電視深明此道，近日推出全港首個24小時HDR直播新聞app，可以跨平台收看有線新聞之餘，結合「公民記者」feature，讓「線人」直接透過app內成為content provider，由下而上還原事實全貌。而且在這個危急時刻，開放登記用戶免費遊覽app內內容至年尾，實在值得欣賞。衷心希望他們熬得過各種壓力，保持不可多得的公信力。香港人加油！
