AIT and Taiwan’s Ministry of Foreign Affairs co-hosted 45 participants from 24 Indo-Pacific partners for a Global Cooperation and Training Framework Workshop on Network Security and Emerging technologies. Along with Taiwan’s President Tsai Ing-wen, Director Christensen opened this year’s session of Computex, Taiwan’s largest information and communications technology expo, where he discussed U.S. concerns about Chinese-made telecommunications equipment and recognized Taiwan as a close partner in the digital economy. And Deputy Director Greene and U.S. Small Business Administration Advisor Bryan O’Byrne spoke at the APEC O2O Summit, highlighting Taiwan’s transition to an innovation-based society and how the United States can work with Taiwan and other Indo-Pacific economies on startups and digital transformation.

臺泰正式簽署科技創新協議，共組 TTSTAI聯盟

臺灣 (Taiwan)與泰國(Thailand)過往在各種產業合作上均相當密切，而在英文名稱上，都有AI ( Artificial Intelligence, AI人工智慧)兩個字，可說是全球少有的『 AI 兄弟』，本次簽署科技新創協議就是由AI等資料經濟開始由民間發起的合作計畫。

本次係由臺灣方的臺灣防災產業協會領銜，並包含開放資料聯盟、民生公共物聯網產業聯盟、臺灣人工智慧學校等產學研等超過一百家公司。泰方則是由百家新創公司組成的科技新創協會(Thailand Tech Startup Association)為代表。雙方代表共同簽訂合作備忘錄，成立臺泰科技創新聯盟 Thailand Taiwan Science & Technology Alliance for Innovation (TTSTAI)。

會場共超過60位臺灣與泰國的新創科技界人士參加，見證簽約儀式，並由臺泰雙方進行專題演講及閃電創新媒合活動。

預計 TTSTAI聯盟將進行臺泰合作界接，創造產業合作及臺泰產業發展生態系的可能性，例如使用物聯網的新技術來解決空氣污染、水資源及災害等相關民生問題。未來將定期舉辦視訊座談，每年舉辦一次臺泰TTSTAI研討會，2020年3月25-27日臺北智慧城市展中，將舉辦TTSTAI聯盟研討會，透過雙邊與多邊合作關係，提供臺泰合作的機制與機會。並針對臺泰共同發生的空氣污染、水、災害、交通、氣候、農業等領域進行探討與相互合作學習，尋找出商業模式共同發展延伸的機會。

本次簽約將由臺灣方 臺灣防災產業協會理事長 彭啟明博士，他在臺灣也是氣象專家，天氣風險管理公司總經理，開放資料聯盟會長。彭啟明表示，臺泰早在2004年開放資料一開始就一起合作向前，每年雙方的資料科學家、政策科學家都有互動進行雙向合作，同時舉辦黑客松，讓許多臺泰年輕朋友一起互動，這次是希望能夠更深入的合作，尤其臺泰產業相互聯手，共同來解決彼此的生活問題，共創產業的機運，一起走向亞洲與國際市場，相信很有機會。

泰方是由泰國科技新創聯盟理事長 Dr. Phanachit Kittipanya-gam代表，Dr. Phanachit 也是創業者，在泰國新創界相當有代表性，Dr. Phanachit 表示，泰國在新創發展速度很快，也很歡迎臺灣相關人才可以來泰國投資或合作，尤其這是新的領域，透過新的平台，可以更創造雙方的機會。

協議的見證人中華民國駐泰國代表童振源大使表示，臺泰合作相當密切，本次由民間發起的合作，是多年來臺泰合作的成果，未來希望能讓更多年輕創業家合作更深化，讓AI 兄弟可以在未來發揮空間。

長期推動泰國科技發展泰國國會議員Klaikong Vaidhyakarn也共同見證，他表示泰國與臺灣在科技領域上，有許多互補之處，尤其在許多民生問題上有許多共通之處，透過臺泰合作，可以幫助許多創業家更容易進行創新之路。

人工智慧( Artificial Intelligence, AI) 近年發展大幅躍進，隨著全球數據資料量日漸增加，電腦運算、深度學習、處理數據的能力及新方法等均大幅度突破，儼然成為未來帶動全球創新革命的重要驅動力。
世界各國均重視數位經濟發展，數位經濟(Digital Economy)泛指透過數位產業帶動的經濟活動，以及非數位產業運用數位科技之創新活動。在技術領域上，經由開放資料、大數據、人工智慧、物聯網等新技術整合，可針對多種領域，如空氣污染、交通、淹水、乾旱、農業、旅遊、健康、能源及銀行商業等，產生變革性的進展，衍生創造出新的營運模式，更能帶動年輕世代的創業潮與工作機會。
臺灣政府在2016年提出「數位國家‧創新經濟發展方案」(2017-2025)（簡稱DIGI+），希望在硬體與軟體建設並重原則下，透過建構有利數位創新之基礎環境，鞏固數位國家基磐配套措施，打造優質數位國家創新生態，以擴大我國數位經濟規模，達成發展平等活躍的網路社會，推進高值創新經濟並建構富裕數位國家之願景。而在前瞻基礎建設計畫當中，民生公共物聯網計畫，則是以廣價偵測設備，藉由物聯網方式來量測環境參數，可針對水、空、地、災等天災問題，用新的方法來解決。
泰國政府在2016年也宣布「泰國4.0」計畫，希望轉型以提高產能創新與科技產業為其重點扶植對象，進而加強社會福利的建構與人民相關產業升級；提升整體生產力和知識水平，達到「泰國引導，東協製造」的長期目標；藉由泰國優越的地理位置，串接北東協五國對投資貿易的需求，引進外資、基礎建設及工業園區的投入，將泰國打造成東南亞經濟成長的領導者，以及區域人流、物流、金流的中心。

Thailand-Taiwan are AI brothers to make Science & Technology Alliance for Innovation, officially sign MoU, organize the TTSTAI innovation alliance

Taiwan and Thailand have cooperated closely in many industries in the past years. Also, they both have “AI” in English name. We can say, it is an “AI brother” that is rarely seen in the world. Look into the future, we should strengthen the new cooperation on technology more, with data economy such as AI and IOT. The signing of science and technology innovation agreement is as a cooperative project originated by private sectors and NGOs.

This MOU signing ceremony is led by Taiwan’s Taiwan Association of Disaster Prevention Industry, including Organization for Data-driven Application, Civil IoT Alliance, Taiwan AI Academy and more than a hundred companies. And Thailand is represented by the Thailand Technology Innovation Association which consists of hundreds of startups. The representatives of the two sides signed a memorandum of cooperation to establish the Thailand Taiwan Science & Technology Alliance for Innovation (TTSTAI).

There are more than 60 startups technology and innovation participants from Taiwan and Thailand, witness the signing ceremony together. Both Taiwan and Thailand sides give keynote speeches about traffic, startups Smart City and a short matchmaking time in lightning talk.

The cooperation between Taiwan and Thailand creates the possibility of industrial cooperation and the development of the ecosystem of Thai-Tai Industry, such as solving the household issue like air pollution, water resources and disaster with the new technique of IoT. There will be a routine video conference and a TTSTAI seminar every year. There will be a TTSTAI conference on March 25th to 27th, 2020 during Taipei Smart City Summit and Expo. By cooperating through bilateral and multilateral, it gives Taiwan and Thailand a procedure and opportunities of cooperation. Also explore and discuss the air pollution, water, disaster, transportation, climate, and agriculture, etc. that happened in both Taiwan and Thailand to find the common development way and business models.

The MOU are signed by Dr. Chi-Ming, Peng, the President of Taiwan Association of Disaster Prevention Industry. He is also a professional meteorologist in Taiwan, the general manager of WeatherRisk Explore Inc., President of Organization for Data-driven Application. Chi-Ming, Peng indicated that Taiwan and Thailand had cooperated in open data since 2004. Every year, data scientists and policy scientists from both sides interact and cooperate. At the same time, they hold the event called “Hackathon”, hoping that the young people from Taiwan and Thailand can have an interaction. This time we hope to have a deeper cooperation, especially the industrial cooperation between Tai-Thai. Hoping to solve the life problems and create opportunities for industries. We believe it is a high opportunity to access to the Asian and international markets together.

Dr. Phanachit Kittipanya-ngam, the President of Thailand Tech Startup Association, will represent Thailand. Dr. Phanachit is also an entrepreneur and a representative of new ventures in Thailand. Dr. Phanachit indicated that the new venture grows rapidly in Thailand, they also welcome talented people in Taiwan to invest or cooperate, especially this whole new field about AI and IOT. Creating more opportunities for both sides via the new platform.

The witness of the ceremony, Representative of Taipei Economic and Cultural Office in Thailand, Dr. Chen-Yuan Tung indicated, the cooperation between Taiwan and Thailand is very close. This cooperation originated by private sectors and NGOs are the result of Tai-Thai for many years, hoping to give more young entrepreneurs chance to cooperate, giving “AI brothers” full play in the future.

Member of Parliament Thailand, Mr. Klaikong Vaidhyakarn who promoted the development of technology and Open Data in Thailand for a long time, also be the witness of this signing. Mr. Klaikong indicated that there are many complementarities in the technology field of Thailand and Taiwan, and there are many similarities in household issues. By the cooperation of Thai-Tai, it will help more entrepreneurs innovate easier.

In recent years, the application of Artificial Intelligence (AI) has developed substantially. With the increase of global data, computing ability, deep learning, data processing, and new method, etc. have significant breakthroughs, which has become an important driving force for the global innovation revolution in the future.

Countries all over the world place importance on the development of the “Digital Economy”. Digital Economy refers to the economic activities promoted by digital industries and innovative activities of digital technology applied by non-digital industries. In the technical field, by integrating the new techniques such as open data, big data, AI and IoT, it can in connection with various fields and topics, such as air pollution, transportation, flood, drought, agriculture, travel, health, energy, and commerce. With the transforming progress, new business models, it will drive the entrepreneurship number and job opportunities for the young generation.

Taiwan announced the "Digital Country‧Innovative Economic Development Program" (DIGI+, 2017-2025) in 2016, hoping to consolidate the foundation of digital countries by constructing an advantageous environment for digital innovation under the rule of emphasizing hardware and software constructing equalization. Creating a high-quality innovative nation to expand our digital economy, to achieve a social network develops equally and actively, to promote the high economic value of innovation and to build a digital country.

Thailand also announced a “Thailand 4.0” project in 2016. Hoping the transformation can focus on improving the capacity innovation and technology industry, and then enhance the welfare of society and upgrade the citizen-related industries, increase the productivity and knowledge level to reach the long-term target of “Thailand guide, ASEAN manufacture”. With the great location and the investing and trading demand of the five countries of ASEAN, the Thai government introduced foreign investment, infrastructure and industrial park, makes Thailand into a leader of Southeast Asia economic growth, as well as the center of man-flow, logistics, and financial-flow.

สานความร่วมมือด้าน AI ระหว่างไทย-ไต้หวันเพื่อพัฒนาโครงการพันธมิตรด้านวิทยาศาสตร์และเทคโนโลยีเพื่อนวัตกรรมระหว่างไทย-ไต้หวัน มีการลงนามบันทึกความเข้าใจอย่างเป็นทางการเพื่อก่อตั้งพันธมิตร TTSTAI

ไต้หวันและไทยมีความร่วมมืออย่างใกล้ชิดในหลายอุตสาหกรรม ในช่วงหลายปีที่ผ่านมา ทั้งสองดินแดนต่างมีคำว่า “AI” ในชื่อภาษาอังกฤษ อาจจะบอกได้ว่าเราต่างเป็น “พี่น้องตระกูล AI” ซึ่งมักไม่ค่อยเกิดขึ้นในโลก สำหรับอนาคตภายภาคหน้า เราควรกระชับความร่วมมือใหม่ ๆ ด้านเทคโนโลยีให้มากขึ้น รวมทั้งด้านเศรษฐกิจข้อมูล เช่น AI และ IOT การลงนามในความตกลงเพื่อนวัตกรรมด้านวิทยาศาสตร์และเทคโนโลยี เป็นโครงการที่เกิดจากความร่วมมือระหว่างภาคเอกชนกับเอ็นจีโอ

พิธีลงนามบันทึกความเข้าใจระหว่าง Taiwan Association of Disaster Prevention Industry ซึ่งมีสมาชิกประกอบด้วย Organization for Data-driven Application, Civil IoT Alliance, Taiwan AI Academy และอีกร้อยกว่าบริษัท ส่วนประเทศไทยมีตัวแทนมาจากสมาคม Technology Innovation Association ซึ่งมีสมาชิกประกอบด้วยสตาร์ทอัพหลายร้อยแห่ง ตัวแทนของทั้งสองฝ่ายลงนามในบันทึกความเข้าใจเพื่อจัดตั้ง Thailand Taiwan Science & Technology Alliance for Innovation (TTSTAI)

ความร่วมมือระหว่างไต้หวันกับไทย ทำให้เกิดโอกาสของความร่วมมือระดับอุตสาหกรรม และการพัฒนาระบบนิเวศสำหรับอุตสาหกรรมไทย-ไต้หวัน เพื่อแก้ปัญหาพื้นฐาน ทั้งปัญหามลพิษทางอากาศ ทรัพยากรน้ำ และภัยพิบัติ โดยใช้ประโยชน์จากเทคโนโลยีใหม่ ๆ ของ IoT โดยจะมีการจัดประชุมผ่านวีดิโออย่างสม่ำเสมอ และจะมีการจัดสัมมนาในนาม TTSTAI ทุกปี โดยจะมีการประชุมของ TTSTAI ระหว่างวันที่ 25-27 มีนาคม 2563 ในระหว่างการประชุมสุดยอดและงานแสดงสินค้าสมาร์ทซิตี้ไทเป ความร่วมมือระดับทวิภาคีและพหุภาคี จะช่วยให้ทั้งไต้หวันและไทยมีกระบวนการและโอกาสของความร่วมมือ เพื่ออภิปรายเกี่ยวกับปัญหามลพิษทางอากาศ น้ำ ภัยพิบัติ การขนส่ง สภาพภูมิอากาศ และการเกษตร ฯลฯ ซึ่งเป็นปัญหาร่วมกันระหว่างไต้หวันกับไทย ทั้งนี้เพื่อให้สามารถค้นหาแนวทางการพัฒนาและแม่แบบทางธุรกิจร่วมกัน

ดร.พณชิต กิตติปัญญางาม ประธานของสมาคม Thailand Tech Startup Association จะเป็นตัวแทนของประเทศไทย ดร.พณชิตยังเป็นผู้ประกอบการและตัวแทนวิสาหกิจใหม่ ๆ ในไทย ดร.พณชิตชี้ว่า มีการเติบโตอย่างรวดเร็วของวิสาหกิจใหม่ในไทย ซึ่งยอมรับให้บุคลากรที่มีความสามารถจากไต้หวัน เข้ามาลงทุนหรือร่วมมือ โดยเฉพาะในอุตสาหกรรมใหม่อย่าง AI และ IOT เพื่อสร้างโอกาสใหม่ ๆ ให้กับทั้งสองฝ่ายผ่านแพลทฟอร์มใหม่นี้

พยานในพิธีลงนามได้แก่ Dr. Chen-Yuan Tung ผู้แทนจากสำนักงานเศรษฐกิจและวัฒนธรรมไทเปประจำประเทศไทย ซึ่งระบุว่า ทั้งไทยและไต้หวันต่างมีความร่วมมืออย่างใกล้ชิด ซึ่งเป็นความร่วมมือที่เริ่มจากภาคเอกชน โดยเป็นผลมาจากโครงการไต้หวัน-ไทยในช่วงหลายปีที่ผ่านมา ทั้งนี้เพื่อให้โอกาสกับผู้ประกอบการรุ่นใหม่ ที่จะร่วมมือ และเพื่อให้โอกาสกับ “พี่น้องตระกูล AI” ในการร่วมมืออย่างเต็มที่ในอนาคต

นายไกลก้อง ไวทยการ สมาชิกสภาผู้แทนราษฎร ของไทย ซึ่งส่งเสริมการพัฒนาเทคโนโลยีและโอเพนดาต้าในไทยมาเป็นเวลานาน ยังเป็นพยานในการลงนามครั้งนี้ด้วย นายไกลก้องระบุว่า มีความร่วมมือมากมายด้านเทคโนโลยีระหว่างไทยกับไต้หวัน และทั้งสองประเทศต่างมีปัญหาพื้นฐานร่วมกัน ความร่วมมือระหว่างไต้หวัน-ไทย จะช่วยให้ผู้ประกอบการเกิดความริเริ่มสร้างสรรค์มากขึ้น

ในช่วงหลายปีที่ผ่านมา การใช้ประโยชน์จาก Artificial Intelligence (AI) พัฒนาขึ้นมากมาย เมื่อข้อมูลระดับโลกมีมากขึ้น จึงทำให้มีพัฒนาการที่สำคัญ ทั้งในด้านความสามารถในการคำนวณ deep learning การประมวลผลข้อมูล และวิธีการใหม่ ๆ ซึ่งเป็นพลังผลักดันที่สำคัญของการปฏิวัติเพื่อนวัตกรรมระดับโลกในอนาคต

ประเทศต่าง ๆ ทั่วโลกต่างให้ความสำคัญกับการพัฒนา “เศรษฐกิจดิจิทัล” ซึ่งหมายถึงกิจกรรมด้านเศรษฐกิจที่มุ่งส่งเสริมอุตสาหกรรมดิจิทัลและนวัตกรรมของเทคโนโลยีดิจิทัล ซึ่งนำมาประยุกติ์ใช้กับอุตสาหกรรมอื่นที่ไม่เกี่ยวกับดิจิทัล ในแวดวงวิชาการ การผสานของเทคโนโลยีใหม่ ทั้ง open data, big data, AI และ IoT ทำให้สามารถเชื่อมโยงกับประเด็นปัญหาที่หลากหลาย ทั้งเรื่องมลพิษทางอากาศ การขนส่ง อาหาร ความแห้งแล้ง เกษตรกรรม การท่องเที่ยว สุขภาพ พลังงาน และการพาณิชย์ ด้วยความก้าวหน้าของแม่แบบทางธุรกิจใหม่ ๆ จะทำให้เกิดผู้ประกอบการใหม่ ๆ และโอกาสในการทำงานเพิ่มขึ้นสำหรับคนรุ่นใหม่

ไต้หวันได้ประกาศ “โครงการประเทศดิจิทัล-โครงการพัฒนาเศรษฐกิจนวัตกรรม ("Digital Country‧Innovative Economic Development Program" - DIGI+ 2017-2025) ในปี 2016 เพื่อช่วยสร้างรากฐานของการพัฒนาเป็นประเทศดิจิทัล โดยการสร้างสภาพแวดล้อมที่เกื้อหนุนให้กับนวัตกรรมด้านดิจิทัล ภายใต้หลักเกณฑ์ที่เน้นความเท่าเทียมด้านฮาร์ดแวร์และซอฟต์แวร์ เป็นการสร้างประเทศที่มีนวัตกรรมคุณภาพสูง เพื่อขยายเศรษฐกิจดิจิทัล เพื่อสร้างเครือข่ายทางสังคม เพื่อพัฒนาอย่างเท่าเทียมและเข้มแข็ง เพื่อส่งเสริมคุณค่าเศรษฐกิจระดับสูงของนวัตกรรม และเพื่อพัฒนาประเทศดิจิทัล

ประเทศไทยเองก็ได้ประกาศโครงการ “Thailand 4.0” ในปี 2016 คาดหวังให้มีการเปลี่ยนแปลง เพื่อเพิ่มศักยภาพของอุตสาหกรรม นวัตกรรม และเทคโนโลยี และส่งเสริมสังคมสวัสดิการ โดยเน้นการสนับสนุนอุตสาหกรรมที่เกี่ยวข้องกับพลเมือง การเพิ่มผลิตภาพและความรู้ เพื่อบรรลุเป้าหมายในระยะยาวของการเป็น “Thailand guide, ASEAN manufacture” เนื่องจากมีที่ตั้งเหมาะสมและมีความต้องการในการลงทุนและการค้าจากทั้งห้าประเทศสมาชิกอาเซียน รัฐบาลไทยจึงสนับสนุนการลงทุนของต่างชาติ การพัฒนาโครงสร้างพื้นฐานและสวนอุตสาหกรรม เพื่อให้ไทยเป็นผู้นำด้านการเติบโตทางเศรษฐกิจในเอเชียตะวันออกเฉียงใต้ และเป็นศูนย์กลางของโครงข่ายเชื่อมโยงบุคลากร การขนส่งและการเงิน
