剛才我們參訪了AAV7兩棲突擊車，台灣共向美購入54輛AAV7，於2006年在左營海軍總部舉行成軍典禮。AAV7 以陸上突擊為主要訴求，機動打擊力強大。在2009年莫拉克颱風期間，AAV7兩棲突擊車於第一時間挺進災區協助受困洪水的百姓。美台除了在軍售方面長期合作外，更持續在人道救援以及災害救助方面做出貢獻，也讓台灣成為印太地區不可或缺的一員。#USTaiwanRelations #SecurityCooperationMonth#AITat40
We have just visited the AAV7 Assault Amphibious Vehicle! Taiwan acquired 54 AAV7 from the United States, and held a ceremony at Zuoying Naval Base in 2006. The AAV7 provides strong land assault capabilities and mobility. During Typhoon Morakot in 2009, AAV7 supported disaster relief in the flooded areas. In addition to providing arms sales, the United States continues to work with Taiwan in the field of humanitarian assistance and disaster relief. Taiwan’s HA/DR contributions to the region have made it an indispensable player in the Indo-Pacific region.

美國在台協會（AIT）23日指出，美台之間的安全合作包括選送台灣優秀的菁英赴美受訓
，例如2004年的台灣海軍陸戰隊余奎麟上尉，就是台灣史上第一位完成美國海豹特種部隊
訓練的軍官。此外，AIT近期與我國軍事交流頻頻，顯見美台合作關係密切。
美國海豹特戰隊直屬美國海軍的特種部隊，亦是世界知名的特種三棲部隊，根據《軍事時
報（Military Time）》報導，海豹特戰隊隊員必需有極佳的體力素質和精神耐力，高強
度的訓練並非常人所能承受。
余奎麟目前已升任上校，據《Taipei Times》報導，余奎麟28歲於陸官官校畢業後，就以
排長的身分開啟了海軍軍旅生涯。余的長官羅志剛說：「余奎麟非常努力，在軍隊中的成
績也相當出眾。」因此被選中參加美國海豹特戰隊的訓練。參訓前，余奎麟也已完成所有
海軍訓練，成為蛙人。
參與美國海豹特戰隊訓練的都是自願者，余奎麟也並非第一位參與訓練的台灣軍官。當年
要成為海豹特種部隊成員，必須先通過為期30周的基礎水下爆破訓練（US Navy SEAL
BUD/S course）。
憶及海豹特戰隊訓練，余奎麟說光第一周的「地獄周」長達112小時不間斷的體能訓練，3
天不眠不休的橫渡科羅納（Coronado）的小島，就讓85位受訓者退出。在接下來的訓練中
，受訓者每日都在濕冷、極度疲勞的情況下度過，每天消耗的卡路里高達5000大卡。
余奎麟最後成功在123名受訓者者中脫穎而出，成為被錄取的11人之一，並且是當中唯一
的外國人，也是台灣首位通過訓練的軍官。余奎麟返台後也獲前總統陳水扁接見，讚揚「
對余上尉在美國海豹特種部隊訓練的表現，非常感佩。」
除讚許我優秀軍官外，AIT處長酈英傑20日還南下到高雄海軍基地，登艦參觀台灣噸位最
大的作戰艦艇基隆級飛彈驅逐艦，並強調美國除了根據《台灣關係法》軍售台灣防衛性武
器外，也提供各種人員交流與培訓機會，和台灣一同維護海上航行自由與安全。（24日陸

It’s AIT@40 Security Cooperation Month! U.S.-Taiwan security cooperation
includes sending Taiwan’s best of the best to the United States for
training. In 2004, Taiwan Marine Captain Yu Kuei-lin (余奎麟) became the
first Taiwan military officer to complete the rigorous U.S. Navy SEAL
training course. Yu, now a colonel, has gone on to a distinguished career in
Taiwan’s military. “Yu was the only foreigner among a total of 11 to
matriculate from the course from the 123 who signed up for the special BUD/S

不知道回來好台灣軍方會如何利用這個人才
藉機引入國外的制度與經驗
西點畢業的都沒有好下場
要有袁世凱那種手段才能大量引用留外才吧
