MOFA’s Dr Joseph Wu was in session yesterday, giving a talk on his experiences of diplomatic efforts in the #Taiwan-#US relationship on invitation from National Chung Hsing University in a series of lectures held to celebrate the 10th anniversary of the founding of the university’s College of Law and Politics. We’ve summarized some of the highlights for you below!
🔹Diplomatic Strategies: Make a lot of friends.
The biggest challenges for Taiwan in its diplomacy, according to Minister Wu, are those brought by the cross-strait issue, specifically the military threat to Taiwan, the attempt to shut down Taiwan’s opportunities for international diplomacy, and domestic security concerns. For this reason, one of the biggest objectives of Taiwan’s diplomatic strategy has been to make a broad range of good friends, building trust with diplomatic allies and like-minded countries and regions, such as the US, Japan, the EU, Australia, New Zealand and Canada.
🔹Building hard-won trust:
After 4-5 years of effort, we’ve seen significant progress in our relationship with the US and European countries, but this foundation of trust was hard won, and because of this, our discussions with top-ranking foreign leaders should not be taken as media fodder so that real results can be derived from these discussions. That way, the public can be reassured that the ministry is doing its job well.
🔹Ever-closer ties in Taiwan-US cooperation:
Through the Taiwan-US Education Initiative we’ve established a communication mechanism for Mandarin education programs, signed an agreement with Harvard University, and invited many figures from the political world to study Mandarin in Taiwan. Through the Taiwan-US Economic Prosperity Partnership Dialogue, we’ve also strengthened our economic cooperation, and the Global Cooperation and Training Framework has transformed Taiwan into a hub for the management of non-traditional security issues.
🔹Seeking understanding and gathering support:
No country has a duty to help Taiwan, so we must be proactive in convincing the international community that Taiwan is a trustworthy partner and that it has a positive contribution to make within this international community.
We must also get the international community to understand that Taiwan is on the front line in the fight against authoritarian expansionism, and that if Taiwan is lost, an important #BeaconOfDemocracy is lost with it.
Before US President Joe Biden took office, the US referred to Taiwan as a “democratic success story”, “a reliable partner” and “a force for good in the world.”
Since President Biden took office, the US has referred to Taiwan as “a leading democracy” and “a critical economic and security partner.”
In closing, Minister Wu stated that the successes achieved are not solely a result of the Ministry of Foreign Affairs’ efforts, but also of a common belief held by society in Taiwan, and he encouraged the students at the talk to join the ministry’s ranks in the future.

【大使館發言人批評意大利國會邀請我作聽證 外交部長反駁斥捍衛言論自由】
感謝意大利國會議員邀請,日前我藉視像通話方式,參與意大利國會外交及人權委員會的聽證會,呼籲意大利支持香港實現民主普選,停止出口衝鋒車予香港警察,亦鼓勵他們參考《香港人權民主法案》醞釀制裁機制。
聽證結束以後,本來當地關注尚算有限,但中國駐意大利使館發言人高調發表聲明批評意大利國會議員「執意與黃之鋒搞視頻通話,為港獨分子撐腰」,就令到香港議題再度進佔輿論版面。
根據「中國外交Bingo紙」,聲明內文中了至少9個關鍵詞,包括斥我「竭力 #顛倒黑白,#美化暴力,詆毁一國兩制……是個徹頭徹尾的港獨 #跳樑小丑」,還有「#極其錯誤、#不負責任」,表示 #強烈不滿、#堅決反對,呼籲有關人士 #尊重主權(???),多做有利中意友好與合作事宜,這只反映中國外交系統何等「玻璃心」。
據意大利記者告知,中國駐意大利大使館發言人的取態,導致意大利外交部長及國會議員先後回應,表明捍衛言論自由,反對中國政府阻礙交流;同時,政界與傳媒亦深深體會到中共威權擴張的可怕,相信此舉只會有助香港令國際社會明白,為何與香港同行就是捍衛自由。
作用曾遭中共駐多國使館均曾批評人士,我已對一切批評見怪不怪,也由衷感謝中國外交系統的批評,往往本來聽證會也沒有甚麼關注,但只要大使館發言批評,就令到香港議題再度進佔輿論版面。我會繼續努力,讓世界看見香港,與香港同行。

Italy Senate Foreign Relations Committee
Testimony by Joshua Wong
Good afternoon,
May I first express our heartfelt gratitude to the Senate’s generous invitation to give testimony before the honourable Senators and Congressmen, even though I’m not allowed to fly to Italy. The very moment I was rejected by the court to travel, I felt that it was even worse than deciding my sentences in jail as I would not be able to meet with friends in Europe to explain our cause for democracy and freedom.
Implications of Local Election result
As you may aware of Hong Kong’s local election record-high turnout, almost 3 million Hong Kong people, in a community and policy-based election, had cast ballot to express our discontent to the government and huge distrust to the Beijing authorities. Democrats went up to 385 seats, but the largest pro-Beijing party DAB, who owned 119 seats in the last term, had reduced to 21 seats.
The significance of this election to the world is that HK's current political crisis must be resolved by political solution, instead of policing force. The implications of this election are more than the number of seats in the council, but a sharp political message to the world that Hong Kong people stand with fellow protestors, and our resolve to free elections and a thoroughly independent investigation on police brutality. These humble demands are denied by China since 1997.
Civil Liberties Denied
Unfortunately, I have the most frequent encounters of civil liberties deprivation recently. At first, I went protesting against the controversial extradition bill, exercising my freedom to assembly. The government arrested me and charged me of inciting people taking part in an unlawful assembly. Then I went contesting in this local election, yet the government banned me from running for office because of my political stance. I turned to international advocacy, planning to fly to Italy explain to friends in Europe our democratic and peaceful cause. Regrettably, the court thought this Senate hearing is not important and rejected my travel application. Following the court decision, it's clear now I'm deprived of the right to election, freedom of movement, freedom of assembly (not allowed to appear on designated area), and freedom of speech. The civil liberties guaranteed in the constitution are however no longer applicable to me.
The principle of ‘One Country, Two Systems’ is a fragile ruling philosophy defining China-Hong Kong relations, guaranteeing the global financial city its autonomy. But in the past 22 years, Beijing intervened on many fronts already. Since 2014, Hong Kong’s civil society, particularly student leaders, had become the target of revenge in the past 5 years. I was arrested for 3 times, prosecuted and later imprisoned for my leading role in the Umbrella Movement. My colleague, Nathan Law, the youngest Councillor in HK’s history, was unseated and later imprisoned for the same reason. So this time people learnt from the experience and not to rely on particular ‘leading activists’ in order to prevent them from exposing to political prosecution. Besides, In the past three years, altogether Six elected legislators are disqualified for ridiculous reasons and led to an uninvited constitutional re-interpretation by Beijing.
Most recently in last week, Chinese troops, not only ready to be deployed, they have actually deployed soldiers near university area with an excuse to 'clear the barricades' of the streets. It is important to voice out to the global community, which is an attempt to coerce China's aggressive behavior using international pressure.
Trusted and Self-correcting protestors VS Abusive Police Power
In the past five months, I took a lot of interviews from journalists all over the world who are interested in reporting Hong Kong. They often find it difficult to understand why a social movement can be led without a leader, why protestors’ use of force is tolerated by fellow Hong Kong people and whether there is foreign forces behind this movement. Behind all these questions, I would like to appeal to you two messages:
firstly, the police brutality is far more serious than what is reported. Pregnant women also got beaten by police; young female (who is not a protestor) was gang raped inside the police station and many others
Secondly, there is strong and mutual trust among protestors. Certainly, protestors always have different tactical viewpoints. But there are apparently some principles guiding protestors’ decision-making, to name a few: to achieve the five demands, to prevent casualty, to avoid being arrested and to achieve mass support. These principles are essential, although we have suffered a lot of notorious police brutality in the past five months, making us more determined to fight for the five demands in solidarity.
As I mentioned the above, I realise these features are the important elements when practising democracy - mutual trust, transparency, people’s mandate, checks-and-balance. It is just ironic that Hong Kong is far from practising full democracy and free election under the authoritarian rule of Xi Jinping.
Another Frontier: International Advocacy
International advocacy is another frontier that Hong Kong people are keen on taking part in. It is the reason why I find compelled to travel and explain our cause and demands to the world. Before testifying in this committee, I attended an assembly an hour ago to yield for international support and to express our acknowledgement to advocacy efforts on the Hong Kong Human Rights and Democracy Act. The bill is signed by the US President today to coerce and prevent further human rights violation in Hong Kong. I also wrote to several Italian papers to share the viewpoints of the protestors during this period. To enhance the understanding of Hong Kong and deteriorating human right situation in China is essential for world leaders to make an informed choice in their collaboration with the Chinese authorities too.
Why Italy should care about Hong Kong?
However, I have to say I'm quite disappointed reading the Italy Foreign Minister’s Luigi Di Maio indifferent remarks on the dire human rights situation in Hong Kong. Prolonged police brutality since June this year, what protestors facing are live round bullets. Not to mention the fact that some Italian car factories like IVECO did play a part in the brutality of Hong Kong police by supplying police vehicles. I believe a responsible state like Italy should take the conscience of human dignity into consideration.
In fact, Hong Kong can serve as a story to learn from. We were unaware of the Chinese regime's intention to gain influence and control over our economy in the early years. And our economy now is to some extent too reliant on China, which makes our battle for freedom and democracy harder. Italy should stay alert to the reliance on Chinese economic interests. There's no free lunch in the world.
Many would say I am over worrying or being too skeptical about China. But the truth is China is known for not playing by the rules and has a notorious track record for its human rights violations. The failure of 'One Country Two Systems' in Hong Kong represents the notorious track record of China not honouring the international treaty signed in 1984. Besides, there are hundreds of thousands of Muslim Uighurs have been detained in camps without trial now. Victims have come forth and said they are forced to take medicines that lead to infertility, young female Uighurs are forced into marriage with Chinese officials to exchange for the safety of their families. 30 years ago, the Chinese Government sent tanks against its own people on the 4th June despite the public and global attention. It almost happened last week in two universities lockdown and it is my view that the international pressure had prevented this massacre from happening.
Possible Actions by Italy
Finally, I understand that Business leaders and politicians worry that if they directly confront China on its human rights abuses, it could jeopardize future deals. Yet it is my humble wish Italy will also be truth-ful to the promises the European Union has made. EU have pledged themselves to defend and advocate for human rights in neighboring countries and the world and promised to never directly or indirectly encourage human rights violations. Italy and the rest of the free world should refrain from turning a blind eye to this.
Our position is clear: HK people are defending not only the civil liberties, democratic values and economic freedom of this international city. Standing up against the largest authoritarian regime after the Cold War, we shall continue our fight for democracy lest HK becomes a police state nor an authoritarian state. I appeal to you to stand with the people of Hong Kong.

One of the greatest players in NBA history played the final game of his illustrious career Wednesday night, not in the setting that he would have preferred but in a special atmosphere nonetheless. Jordan's final moment on the court ended with him receiving applause and a lengthy standing ovation from nearly everyone in the arena -- including the coaches and the other players.
He soaked it all up with a wide smile and a wave to the crowd after exiting for good with 1:44 remaining in the fourth quarter of a 107-87 loss to the Philadelphia 76ers.
``Now I guess it hits me that I'm not going to be in a uniform anymore -- and that's not a terrible feeling,'' Jordan said afterward. ``It's something that I've come to grips with, and it's time. This is the final retirement.''
Jordan finished with 15 points, four rebounds and four assists in 28 minutes -- drawing several adoring ovations from the last sellout crowd that will ever watch him play.
``The Philly people did a great job. They gave me the biggest inspiration, in a sense,'' Jordan said. ``Obviously, they wanted to see me make a couple of baskets and then come off. That was very, very respectful, and I had a good time.''
Jordan's final points almost looked scripted, with Eric Snow of the 76ers fouling him in the backcourt for no apparent reason except to send him to the line.
``Coach (Larry Brown) told me to foul him, get him to the line to get some points and get him out of there,'' Snow said.
Both foul shots went in, and the Wizards committed a foul one second later so that Jordan could be removed from the game and receive the proper send-off. In a rare scene, the 10 players who remained on the court turned to Jordan and applauded, too.
The 40-year-old Jordan would have preferred to end his career in the playoffs, but the Wizards never clicked during his two years in Washington and finished 37-45 in both seasons.
But that was merely a footnote on this stirring night, the last time the basketball public was treated to one of the greatest athletes in history playing the game one last time.
Jordan finished his career with 32,292 points -- the third-highest total in league history, behind Kareem Abdul-Jabbar and Karl Malone. His final career average of 30.12 goes down as the best in NBA history, just ahead of Wilt Chamberlain's 30.07.
``I never, never took the game for granted. I was very true to the game, and the game was very true to me. It was just that simple,'' Jordan said.
With the Sixers ahead by 21 points with 9 1/2 minutes remaining, the crowd began chanting ``We want Mike.'' The chant grew louder as the period progressed with Jordan remaining seated, and fans ignored the game to stand and stare at the Wizards' bench, wondering why Jordan wasn't playing.
This being Philadelphia, they eventually booed.
Jordan finally pulled his warmups off and re-entered the game with 2:35 left for his brief final appearance.
``I played here. I told him I at least have to be able to come back (to Philadelphia),'' Wizards coach Doug Collins said. ``I told him to go back in for a minute. He said, 'I'm stiff.' I said, 'Please. They want to see you.' He said, 'Larry Hughes is going to foul out soon, so put me in then.'''
Earlier in the game, Jordan showed his age.
There was a play in the first quarter when he looked like the Jordan of old, except for the result. Starting near the foul line, Jordan ducked his shoulder, lowered his head, stuck out his tongue and drove to his right, the ball rolling off his fingers ever so softly as it arched toward the net.
Rather than going in, though, the ball hit the front rim and missed -- one of several of his shots that came up a few inches short.
One of the exceptions was Jordan's final shot of the first half -- a one-handed dunk that came after he received a nice pass under the basket from Bobby Simmons.
Jordan hit his first two shots of the third quarter but didn't do much else positive in the period. On an alley-oop pass from Tyronn Lue, the ball hit him in the fingertips and bounced harmlessly away. A lazy crosscourt pass was picked off by Aaron McKie, leading to one of Philadelphia's 31 fast-break points. Jordan's final field-goal attempt was a missed layup with 8:13 remaining.
``I'm not embarrassed,'' Jordan said, ``but it's just not ... I've had better feelings in terms of playing a competitive game.''
The standing ovation that Jordan received lasted about three minutes, with Jordan smiling, nodding and chewing gum throughout. The group Boyz II Men sang ``It's So Hard To Say Goodbye'' between the first and second quarters as a montage of Jordan's career highlights was shown on the scoreboard.

This is my very first attempt to make kim chee myself and this tastes really nice! I'm so satisfied ;)

Ingredients:
2.5kg napa cabbage
150g salt
250g daikon radish (julianne)
100g apple (grated)
30g chinese chives (chopped into an inch long)
30g garlic (grated)
30g ginger (grated)
50g sweetener
5g kombu (thinly cut or sliced)
150g korean chili powder (Don't use normal chili powder. it's too hot to use.)
200g water
20g glutinous rice fllour
Instructions:
1. sprinkle salt between napa cabbage leaves and put a weight until water come out. flip over if necessary.
2. put water and glutinous rice flour together and heat it until it thickens.
3. put all the ingredients for seasoning together and pour glutinous rice mixture. mix well.
4. rinse napa cabbage thoroughly.
5. spread kim chee paste on every napa cabbage leaves.
6. put it in a container and let it sit for a day.
7. keep in a fridge and eat up within 30 days or so.

「材料」
白菜 2.5kg
塩 150g
韓国産唐辛子 150g
りんご 100g(すりおろし)
甘味料 50g
ニラ 30g
にんにく 30g(すりおろし)
生姜 30g(すりおろし)
昆布 5g(細長く切る)
水 200g
白玉粉 20g
「作り方」
1、白菜に塩をたっぷり塗り、重りを乗せて浅漬けにします。途中、ひっくり返すと早くできます。
2、水と白玉粉を鍋に入れてとろみがつくまで火にかけます。
3、2とキムチペーストの材料を準備して全て混ぜ合わせます。
4、白菜を水洗いします。
5、白菜にキムチペーストを塗り込みます。
6、容器に入れて常温で1日置きます。
7、そのあとは冷蔵庫で保存し、30日以内くらいに食べ切るようにします。(徐々に発酵してきて酸味が強くなってきます)

We tried molding the beautiful design of the Coca-Cola bottle with jelly, and making an actual size gummy Coca-Cola bottle out of it. Since it was our first try, and even though we tried to be calm, we were still a bit nervous and this may show in the video. We failed the first time as we poured the melted bottle-colored gummy liquid into the mold while it was still hot, so it stuck to the mold. We admit that we were hasty because we wanted to succeed badly. We calmed down and gave it another try. Check it out.
*Recipe*
Make the mold:
1. Melt 225g gelatin powder with 1500g hot water and let them chill.
2. Prepare a box that fits an entire Coca-Cola bottle.
3. Wash the empty cola bottle well, stuff it with plastic wrap, and screw on the cap. Turn it upside down and put it in the box prepared in step 2. (Since the bottom was not flat and unstable, we placed kitchen paper.)
4. Pour the chilled jelly mixture from step 1 into the box prepared in step 3.
5. Hold the bottle with your fingers in the center of the box while cooling it with ice water until it is fixed in place.
6. When the bottle is almost still, gently transfer it to the fridge and let it harden.
7. Take out the jelly.
8. Use a string to cut it down the middle. Use a knife for dents and kitchen paper.
9. Remove the bottle from the jelly.
10. Use scissors to cut off the bottle rim section of the jelly and the kitchen paper.
11. Put the jelly halves back together, and put them back in the box. Since the jelly is slippery, it is better to wrap it with parchment paper before putting it back in the box.
12. Plastic wrap the box tightly to contain it so it does not become loose, then let it chill in the fridge.
Make the delicious cola gummy:
13. Soak 60g gelatin powder in 250ml (262g) cola.
14. Put 40g caster sugar (granulated sugar) and 100g water in a saucepan, and boil them down to make the caramel.
15. Heat the mixture from step 13 in a 600w microwave oven for 1 minute to melt the gelatin powder.
16. Add the mixture from step 15 to the caramel from step 14. Be careful because it may splatter. If it does not melt, heat it again and keep mixing until it melts.
17. Mix it with 150g room temperature cola and let it cool.
18. Put the mixture you chilled in step 17 (about 38 degrees) into the mold you prepared in step 12. Leave 4.5cm empty at the top. (You can check with a straw since you cannot see inside.) Chill in the fridge.
19. Prepare gummy with the same color as the bottle.
Mix 10g gelatin powder with 70g hot water. If it does not melt, heat it in a 600w microwave oven for about 30 seconds to melt it.
20. Add a small amount of shaved ice syrup to color it. Let it cool.
21. Put the colored jelly mixture from step 20 (about 38 degrees) into the mold from step 18. Chill in the fridge.
22. Take out the cola gummy. It is easier to take it out if you wet your hands with water.
23. Done! It also tastes great!
We reused the jelly from our first failed attempt to make the mold. We melted it in a saucepan, and made the mold for our second attempt out of it. We are noew eating the mold itself bit by bit!
美しいデザインのあのコカコーラの瓶を使ってゼリーで型取りし、実物大のコーラグミを作ってみました。初めてのチャレンジだったので『冷静に落ち着いて』と心では思っていても なんだかワチャワチャしてしまい、動画にもそれが出てしまっているかもしれません。瓶の色のグミ液を温度が高いまま注いでしまったせいで、型にグミがくっついてしまうというハプニングで1回目 失敗。成功したい気持ちが強すぎて、前のめりになっていたと反省。落ち着いて2回目のチャレンジをしました。どうぞご覧ください。
*レシピ*
型を作ります
1.お湯 1500gに粉ゼラチン 225gを入れ溶かし、冷ましておく。
2.コカ・コーラ瓶がすっぽり入る箱を準備する。
3.よく洗ったコーラの空瓶をラップなどを詰めて蓋をする。飲み口を下にして2に入れる。(入れ物の底が平らでなく不安定だったのでキッチンペーパーを敷きました)
4.3に冷ました1を注ぐ。
5.氷水で冷やしながら、瓶が中央で固定されるまで指で押さえながら冷やす。
6.瓶がほぼ動かなくなったら、そっと冷蔵庫に移し、しっかりと固める。
7.ゼリーを取り出す。
8.糸などを使って真ん中を切る。へこみ部分やキッチンペーパーはナイフを使う。
9.ゼリーから瓶を取り出す。
10.飲み口部分のゼリーとキッチンペーパーをハサミを使って切り取る。
11.ゼリーを元通りに重ね、入れ物に戻す。ゼリーの滑りが悪いので、オーブンペーパーに包んでから箱に戻すとよい。
12.箱が緩まないようにラップなどでキッチリと留め、冷蔵庫で冷やしておく。
おいしいコーラグミを作ります
13.コーラ 250ml(262g)に粉ゼラチン 60gを入れ、ふやかしておく。
14.鍋に上白糖(グラニュー糖)40gと水 100gを入れ煮詰めてカラメルを作る。
15.13を600wの電子レンジで1分加熱し粉ゼラチンを溶かす。
16.飛び跳ねに注意しながら14に15を入れる。溶けないときは再び火にかけ、かき混ぜながら溶かす。
17.常温のコーラ 150gを加え混ぜる。冷ます。
18.冷ました17(38度 程度)を12に入れる。上部分は4.5センチは入れない。(中が見えないのでストローなどを差し込んで様子を見てください)冷蔵庫で冷やしておく。
19.瓶の色のグミを作ります。
お湯 70gに粉ゼラチン 10gを加え混ぜる。溶け切らないときは600wの電子レンジで30秒ほど加熱して溶かしてください。
20.少量のかき氷シロップを入れ着色する。冷ましておく。
21.冷ました20(38度 程度)を18に入れる。冷蔵庫で冷やす。
22.コーラグミを取り出す。手を水で濡らすと取り出しやすい。
23.できた!味もいいね!
型に使ったゼリーは1度目で失敗したものを鍋で加熱し、2回目のチャレンジに再利用しました。使い終わった型のゼリーも少しずつ今食べてる最中です!
