The Global Cooperation and Training Framework (GCTF) workshop on building the resilience of nations and communities to disaster was held today, co-hosted by #Taiwan, the #US, #Japan and first-time co-host the #UK.
Minister Wu stated that it was fitting to hold the event on the eve of the 10th anniversary of the Tohoku earthquake and tsunami that hit Japan in March 11, 2011. He added that the workshop was aimed at sharing the hard-won experience of Japan and Taiwan in resilience training and preparedness for #DisasterRelief with third country practitioners across the #IndoPacific region.
AIT director Brent Christensen praised Taiwan’s work to become a model for disaster preparedness since the large earthquake that struck here in September 1999 and its willingness to help other countries in need of assistance in the wake of disasters.

The death toll (死亡人數) from Nepal’s (尼泊爾的) worst earthquake in 80 years rose to about 3,800 yesterday, with 6,500 injured, as rescuers struggled to reach remote hill villages while Kathmandu’s small airport was overwhelmed by flights carrying relief supplies (救援物資).
Nepalese media said rescue teams had failed to reach (不能/未抵達) some villages in northern Gorkha, near the earthquake’s epicenter (震中心), by yesterday afternoon, more than 48 hours after the 7.8 magnitude earthquake (7.8級地震) struck on Saturday. Overnight rain and fresh landslides (山崩) had further hindered rescue attempts (妨礙了人們的救援努力).
However, international efforts to assist the stricken (受災的) Himalayan nation were gathering momentum (積聚力量). Search-and-rescue teams (搜救團隊) from India, China, Pakistan, the US, Israel and the Netherlands are on the ground, with more from the UK, Finland and Japan expected shortly. The squads are carrying emergency relief supplies and using specially trained dogs to search for people trapped in the rubble (困在瓦礫中的人們).
Aerial surveys (空中勘察) of the worst affected valleys, carried out jointly by Indian Air Force helicopters and Nepali military officials, revealed widespread devastation (大面積的受災情況). Helicopters found village after village in remote Himalayan valleys completely flattened by the quake (被地震夷為平地的村莊). Tens of thousands of people are without shelter and in urgent need of medical attention (失去住所,急需醫療救助).”
More than 900 of the deaths have occurred in or near Kathmandu, according to police, who are waiting for earthmoving equipment (挖掘設備) to arrive so they can begin digging in the rubble (挖開瓦礫) in the hope of finding more survivors (倖存者).
Thousands have been injured across Nepal, and the UN Development Programme estimates more than 40 per cent of the country’s land mass (土地) has been affected. About 6.6m of Nepal’s 28m people live in the earthquake zone (地震帶).

__福島菊次郎,90歲
日本攝影家福島菊次郎生於1921年,現年90多歲的他從二次世界大戰後開始攝影,至今仍不停歇,拍攝超過25萬張照片,舉辦過超過600場攝影展。他一生反對國家暴力,總是用手中的相機,揭露權力之下的陰暗面,勇敢站出來質疑政府的所作所為。記錄下戰後日本的快速變遷:原子彈轟炸、成田機場迫遷、反安保條約、水俁病、女性解放運動等。更重要的是,他也是唯一一位經歷了廣島核爆和福島核災的攝影家。
2011年日本「311大地震」後發生了福島核災,他立刻動身前往福島第一核電廠尋找真相。從廣島到福島,從生命到土地,本片記錄了菊次郎的傳奇人生。

__Kikujiro Fukushima (1921-)
Fukushima has started his shooting career in Hiroshima right after the World WarⅡ. He has aimed his camera to rapidly changing post war Japan: atomic bombing, the fights over the forced building of Narita Airport, the struggle over the US-Japan Security Pact, Minamata disease, woman’s liberation movement and so on. Through his 250 thousands photographs, he reveals what has been hidden by power. And we will come to know the real face of Japan. At the age of 90, yet he doesn’t stop questioning his country. When he heard about the nuclear accident after the earthquake in 2011, he headed to Fukushima No.1 nuclear power plant right away for pursuing the truth. From Hiroshima to Fukushima, the life of an old photographer now becomes Japan’s legend.

特別な許可をタカの上司から頂き、「ダディはどのような会社に勤めているのか」自分の目で見ることができました。アレックスはオフィス仕事が好きみたいです。家で、彼だけのオフィスを作らせられて、しかもアンパンマンのオフィスではなく、「黒いデスク(私のデスクよりかっこいい!)にして」って頼まれました(笑)。そこに、お描きグッズとかステッカーやのりを置いてあげて「自分だけの集中できる空間」を作ってあげました。それぐらいアレックスは「仕事」とか「会社」が好きです。なので今回、この貴重なチャンスを頂き、本当にタイムチケット様に感謝しています。

Hi everybody!
First of all, we really want to send out our love and prayers to everybody who has been affected in some way from typhoon and earthquake. It truly has been a difficult time for Japan.
We hope that today’s video can put a smile on everyone’s face and that you can enjoy it.
Last week Alex went to Taka’s office for a few hours. We got special permission from his manager and showed him what Daddy’s office looks like and what Daddy does. Now, Alex has always been interested in “offices” and “work stations.” We don’t know why! In fact, at home he asked us to make a work station for him (for his coloring and crafts) and he asked that we make it black! Seriously—his work station is cooler than mine! Anyways, given how much Alex is infatuated with “work” and “offices,” this opportunity to go visit his Daddy at work is something that I know he will cherish forever. We are thankful to Time Ticket (the company where Taka works) for giving him this opportunity and for being such good sports the whole time (even though Alex hung up on the boss!)

10 THINGS YOU DIDN'T KNOW ABOUT FUKUSHIMA NUCLEAR DISASTER 福島第一原子力発電所事故
The Fukushima Daiichi Nuclear Disaster was caused by the massive tsunami triggered by the Tohoku Earthquake on March 11th, 2011. This was a Level 7 nuclear event, comparable only to Chernobyl.
1. Unheeded Warning
Before the disaster even happened, there were industry experts who warned of mega tsunami-generating earthquakes hitting the area every 800 to 1100 years, with the next one being overdue. But those in charge dismissed such warnings.
2. No Good Robots
During the crisis at Fukushima, high radiation levels at the plant made it desperately hard for human workers to do what they needed to do.
Back in 2001, the Japanese had actually developed extremely capable robots that were deemed technical successes, but then a government task force concluded that a Chernobyl-scale disaster was never going to happen in Japan .
The program was shut down and the robots were dismantled or donated.
3. Onagawa Nuclear Power Plant
The Onagawa Nuclear Power Plant was the closest power plant to the earthquake epicentre, yet it successfully withstood the barrage.
While the Fukushima Plant had sea walls up to 5.7 meters, Onagawa had it up to 14 meters.
4. Wrongful Evacuation
Due to miscommunication between the evacuation authorities and the experts who were analysing the fallout, many residents were evacuated from pretty safe areas right INTO the radioactive plume.
5. Evacuation Deaths
More people were killed by the evacuation process in Fukushima
than by the actual earthquake and tsunami, the disaster itself.
People died of fatigue, exhaustion, illness, suicides - losing their homes, not knowing where they would end up, cramped evacuation centres; the whole ordeal was taxing.
6. Geiger-Counter Hobby
After the Fukushima disaster, random radiation hot spots were discovered in unexpected locations.
Radiation levels as high as those in the no-go zone were detected as far as some Tokyo suburbs. This prompted many Japanese residents to take up a new hobby - walking with Geiger-counters through their city or village in search for random radiation levels to report.
7. Animal Guardian
55 year old Naoto Matsumura is the only man brave enough to live in Fukushima’s no-go zone. After the initial evacuation, he returned back
to take care of the animals that were left behind. Not just his animals, but everyone’s.
8. Mutations
There were a few small scale Fukushima discoveries.
9. Human Radiation Effects
No one died from radiation exposure in Fukushima.
And contrary to a well-publicised, yet poorly-executed, study
that made the rounds in 2015, thyroid cancer rates in Fukushima children were actually lower than the national average.
10. Disobedient Hero
Masao Yoshida was the manager of the Fukushima Daiichi Nuclear Plant and on March 15th 2011, he lead a brave group, now dubbed ‘The Fukushima 50’ into the radioactive trenches.
With cooling systems crippled and having run out of fresh water, Yoshida decided they would pump seawater straight from the ocean into the damaged reactors.
Then corporate headquarters (TEPCO) ordered him to stop the seawater injection. They didn’t want the corrosive seawater to permanently damage their reactors.
Feeling his superiors were inept for risking a colossal radioactive fallout, Yoshida disobeyed the direct order and continued with the seawater injection.
Many experts now agree that his actions on that day
arguably prevented a much greater catastrophe.
