不久之前,當我們遇到國際疫苗供貨過慢的困境時,是日本首先援助台灣,從6/4到今天,日本已經迅速援贈我國三批疫苗,數量共超過330萬劑,大幅提高我國國民的疫苗覆蓋率,也帶給我們無比的溫暖與鼓勵。

日本政府が台湾に供与するアストラゼネカ製ワクチン第三弾、約100万回分が本日午後2時ごろ、桃園国際空港に無事到着しました。6月4日からの短期間内に日本政府が台湾に提供したワクチンは合計3回、330万回分を超えます。日本政府の情のある行動と、時宜を得た支援に対して、外交部は台湾の政府と住民を代表し、改めて心から感謝します。
東京オリンピックが間もなく開幕します。このオリンピックは、新型コロナウイルスに決して屈さないという人類の不撓不屈の精神を示すだけでなく、日本にとっては東日本大震災からの復興加速という重要なマイルストーンとなるものです。台湾の政府と住民は、東京オリンピックの成功を心から祈っています。

A third batch of donated vaccines from #Japan arrived in #Taiwan earlier today, making a grand total of over 3.3 million. MOFA would like to thank Japan on behalf of the government and people of Taiwan for their continued solidarity and acts of kindness to other nations amid this pandemic. Japan’s solidarity is a demonstration of the understanding that no country can be left unvaccinated if we are to #EndThisPandemic.

#傷痕的力量 🇯🇵
「傷痕,是『那一天』存在的證明。」日本有冰上王子之稱的奧運金牌花式滑冰選手——羽生結弦——在今天311東日本大地震十週年的時刻,公開了一篇傳達給日本社會大眾的訊息。仙台市出身的羽生也是311震災的災民,地震發生當下還在滑冰場練習的羽生雖然沒有受傷,但老家近乎全毀的狀態也一度讓羽生的職業生涯面臨危機。十年過去了,羽生如何從震災記憶中找到力量、想要傳達何種心意?

羽生結弦1994年出身宮城縣仙台市,在東日本大地震發生的2011年,16歲的羽生已經是眾所矚目的花式滑冰新星,同年2月奪下四大洲花式滑冰錦標賽的銀牌,創下四大洲賽史上最年輕的得獎紀錄。不斷努力苦練的羽生,怎麼也沒想到311的發生,對他的滑冰生涯造成如此大的衝擊。

地震發生的當下羽生還正在仙台的溜冰場練習,劇烈搖晃的大地震讓羽生措手不及,腳上還穿著溜冰鞋匆忙逃出,所幸沒有受傷。但羽生的仙台老家卻未能躲過震災的無情突襲,房屋近乎全毀,一家四口只能到臨時避難所安置。

「還能繼續溜冰嗎?還是從此放棄?」羽生的命運在此面臨考驗,因為震災而歸零的人生,該如何踏出下一步?當時的羽生千頭萬緒,找不到答案。羽生事後回憶,在避難所生活的日子相當煎熬,不僅一餐只能吃一個小飯糰,夜裡入睡還時常被地震景象和溜冰場崩壞的噩夢糾纏。

正當羽生對於未來充滿焦慮與困惑之時,幸運地得到貴人相助,得以離開災區進行滑冰商演,藉此機會繼續重拾滑冰練習,然而離開家鄉的羽生,雖然因為能重返冰上而感到歡欣,但是另一方面卻也感到自責:「為什麼是我呢?大家都還在災區避難,我卻逃去溜冰了。」羽生曾在2012年震災週年時向媒體如此回憶,當時的自己惶恐不安,彷彿是丟下了苦難的故鄉,一個人在溜冰場上獨自開心。

羽生後來更取得機會移訓加拿大,磨練滑冰技術,而他淬鍊的才能也沒有背叛羽生的努力,在2011年的11月底GP花滑大獎賽系列的俄羅斯站拿下金牌,往後數年之間的賽季更是開啟了羽生「冰上王子」傳說的新一頁。

滑冰場上是孤獨的。站在滑冰場的羽生,原本以為這是一場又一場「孤獨的冰上之戰」,但沒想到個人不斷創造的賽事佳績,傳回老家仙台卻是掀起一股旋風、帶給故鄉極大的感動——因為羽生的勝利,正是象徵人們能從震災苦難中重新站起;羽生的故事,也是仙台人的故事。過去曾指導羽生的教練田中總司,向《共同社》回憶道:

「震災之後的羽生,從冰上起跳的高度增高了1.5倍。我就在想,究竟是『什麼』改變了這個孩子?」

日本社會輿論的評價裡,則流傳著這樣的答案:「羽生是因為災難而變強的,這是他不得不的成長。」十年來,羽生總是心念著老家仙台,關心溜冰場的重建與使用情形,2012年出版自傳《蒼之炎》後,也將所有版稅全數捐給仙台溜冰場。十年後,羽生公開了一份1,185字的文章,傳達他在震災十年的想法。

「該說些什麼好、傳達什麼才好,我還是不知道。那一天的事立刻就回想起來...,思考是否已經過了10年,想想也確實感受到已經過了10年。」

「...這份痛楚,是許多人心中的傷口,直至今天依然沒有消失的悲傷及苦痛。我想正因有傷口的存在,我們才沒有遺失任何東西。痛楚告訴了我們傷口的存在。所留下的傷痕,就是那一天存在的證明。這是在那一天發生之前,一切曾經存在過的證明。」

「...有人不想遺忘震災記憶,也有人想徹底忘掉。我不想要忘記,會持續向前、快步地邁進。」

「...我想,街道的傷、心靈的傷、疼痛的傷,都還是存在。但我認為還有許多必須要努力的事。這不是可以輕易說出口的話...,我自己就是最被這句話所鼓勵的人,這句話的意義和力量,我是最清楚的。所以請讓我說出口吧...

2011年(平成23年)3月11日(金)午後2時46分、マグニチュード9.0という巨大地震の東北地方太平洋沖地震(東北関東大震災・東日本大震災)があったときの様子です。このとき私は震度6弱の中バイク走行中でした。最初パンクしたのかと思ってしばらくふらふら走りましたがさすがに走行できないほどひどくなってきたので止まったら地震でした。電柱が大きく揺れ電線がたわみ、川の水が津波に似た感じで縦に波立っています(普通は風に対応して横に波がある)。川の壁にある濡れて黒い部分が地震の波で一部1m以上とかなり高くなっていました。地震の最中は立っていられないほどで、電線の金具が外れ電線が飛んできて当たったり感電したらどうしようかと思わせるほど強い地震でした。災害時に至急放送できるようあらかじめ録音していたものでしょうか取手市の防災行政無線がすかさず入りました。この日は晴天だったものの地震があった頃には積乱雲の地震雲が発生し15時くらいから取手市西部にて小雨が降りました。地震雲とか宏観異常現象とかいう説も・・・。急に起こった地震事象のためdocomo携帯電話SH-07Bでの撮影です。画質や色の悪さはご容赦くださいませ。撮影地は茨城県取手市山王(geo:lat=35.93102242356309 geo:lon=140.06527595221996・・・およそ北緯35度・東経140度付近)です。

10 THINGS YOU DIDN'T KNOW ABOUT THE JAPANESE EMPEROR 天皇
Just prior to Christmas, on the 23rd of December, it is the current Japanese Emperor, Akihito’s birthday. It is a national holiday in Japan (天皇誕生日).
1) WORLD'S OLDEST MONARCHY
The Japanese monarchy, The Imperial House of Japan, is the oldest, continuous hereditary monarchy in the world.
Compared to other monarchies, you have the British Monarchy starting at 1066 and the the Danish Monarchy at 935. For the Japanese Monarchy, we’re going back to 660BC, which started with the legendary Japanese Emperor Jimmu.
2) DESCENDENT OF GODS
Shinto is the largest religion in Japan, and the line of Japanese Emperors are said to be the direct descendants of several Shinto gods, the most notable being the Sun goddess, Amaterasu.
The Emperor is the ceremonial head of state in Japan, but it makes sense that with his divine ancestry, he is also officially the head of the Shinto religion itself.
3) TERRITORY-INDEPENDENT PHENOMENON
As odd as it may seem, the title of Emperor (or Tennō) has never really been about territorial designations. Contrast this with European monarchs who often wanted to conquer and control additional territory.
In fact, the position of Emperor is a territory-independent phenomenon. In other words, the Emperor is the Emperor regardless if he has followers in the whole of Japan or in only one province.
4) EMPEROR'S CAPACITY
From 1192 to 1867, the shoguns held the real power (Shoguns being the military commanders of the time). The Emperor still officially nominated the Shoguns to their positions, but this was largely ceremonial.
Today, the Japanese Constitution vests executive power in the Prime Minister and his Cabinet.
5) POLYGAMY
The Japanese imperial dynasty consistently practiced official polygamy.
Besides his empress, the Emperor could take several secondary consorts or concubines; which helped produce more offspring for the imperial clan
6) FIRST COMMONER WIFE
In the history of the Japanese Imperial Family, there was never an Emperor who had a commoner as wife or even concubine. That is, until now.
The current Emperor of Japan married Empress Michiko, a commoner! She was not from the former court nobility nor from one of the former branches of the Imperial Family. Michiko was the daughter of an industrialist
7) FISH SCIENCE
(Ichthyology = Fish Science)
The Emperor is a published ichthyological researcher, having written papers for several scholarly journals, and has specialised studies within the taxonomy of the family Gobiidae. Random
8) STOP GAP EMPRESSES
Generally, it has been males who have ascended Japan’s Chrysanthemum Throne. However, if a suitable male was not available, there have been times where women have ascended the throne; almost as a stop gap measure.
Of the 125 monarchs, there have been 8 women who have reigned on 10 different occasions. 2 of them reigned twice.
Once a suitable male descendant was considered old enough to rule, many Empresses, and even Emperors, abdicated or relinquished the throne
9) CHILD EMPERORS
Over a thousand years ago, a tradition started that an Emperor should ascend young. If he had passed his toddler years, he was said to be old enough. Being a child was apparently a fine property
10) ABDICATING TREND
Abdication was very common. Actually it was more frequent than death on the throne. The Emperors tasks involved so many repetitive rituals that after about ten years of service, it was deemed a reasonable compensation to live the rest of their lives in pampered retirement!

10 THINGS YOU DIDN'T KNOW ABOUT FUKUSHIMA NUCLEAR DISASTER 福島第一原子力発電所事故
The Fukushima Daiichi Nuclear Disaster was caused by the massive tsunami triggered by the Tohoku Earthquake on March 11th, 2011. This was a Level 7 nuclear event, comparable only to Chernobyl.
1. Unheeded Warning
Before the disaster even happened, there were industry experts who warned of mega tsunami-generating earthquakes hitting the area every 800 to 1100 years, with the next one being overdue. But those in charge dismissed such warnings.
2. No Good Robots
During the crisis at Fukushima, high radiation levels at the plant made it desperately hard for human workers to do what they needed to do.
Back in 2001, the Japanese had actually developed extremely capable robots that were deemed technical successes, but then a government task force concluded that a Chernobyl-scale disaster was never going to happen in Japan .
The program was shut down and the robots were dismantled or donated.
3. Onagawa Nuclear Power Plant
The Onagawa Nuclear Power Plant was the closest power plant to the earthquake epicentre, yet it successfully withstood the barrage.
While the Fukushima Plant had sea walls up to 5.7 meters, Onagawa had it up to 14 meters.
4. Wrongful Evacuation
Due to miscommunication between the evacuation authorities and the experts who were analysing the fallout, many residents were evacuated from pretty safe areas right INTO the radioactive plume.
5. Evacuation Deaths
More people were killed by the evacuation process in Fukushima
than by the actual earthquake and tsunami, the disaster itself.
People died of fatigue, exhaustion, illness, suicides - losing their homes, not knowing where they would end up, cramped evacuation centres; the whole ordeal was taxing.
6. Geiger-Counter Hobby
After the Fukushima disaster, random radiation hot spots were discovered in unexpected locations.
Radiation levels as high as those in the no-go zone were detected as far as some Tokyo suburbs. This prompted many Japanese residents to take up a new hobby - walking with Geiger-counters through their city or village in search for random radiation levels to report.
7. Animal Guardian
55 year old Naoto Matsumura is the only man brave enough to live in Fukushima’s no-go zone. After the initial evacuation, he returned back
to take care of the animals that were left behind. Not just his animals, but everyone’s.
8. Mutations
There were a few small scale Fukushima discoveries.
9. Human Radiation Effects
No one died from radiation exposure in Fukushima.
And contrary to a well-publicised, yet poorly-executed, study
that made the rounds in 2015, thyroid cancer rates in Fukushima children were actually lower than the national average.
10. Disobedient Hero
Masao Yoshida was the manager of the Fukushima Daiichi Nuclear Plant and on March 15th 2011, he lead a brave group, now dubbed ‘The Fukushima 50’ into the radioactive trenches.
With cooling systems crippled and having run out of fresh water, Yoshida decided they would pump seawater straight from the ocean into the damaged reactors.
Then corporate headquarters (TEPCO) ordered him to stop the seawater injection. They didn’t want the corrosive seawater to permanently damage their reactors.
Feeling his superiors were inept for risking a colossal radioactive fallout, Yoshida disobeyed the direct order and continued with the seawater injection.
Many experts now agree that his actions on that day
arguably prevented a much greater catastrophe.
