Excellencies, Distinguished Guests, Ladies and Gentlemen,
I must thank you World Policy Institute for providing me an opportunity to share my thought on the challenges that revolve around the economic, regional and global implications of how Thailand will make its way through a period of transition and change.
We all know that no society in the twenty-first century can sustain any form of “progress” in the well-being of its people without at least two basic foundations:
The first one is political stability. The second one is the ability to create economic activities that allow growth and readiness to shift its creativities to sustain wealth.
Ladies and Gentlemen,
Let me tell you the tale of the two cities, which is not written by Charles Dickens. It is the tale of parallel progress of Washington D.C. and Beijing. Each has its own history, pain and loathing. As the years go by, the two cities have been seen as rivals which offers competing models for growth and prosperity.
One is Free Market-Capitalism with the so-called “Open Democracy” as the foundation of its economic model. The other one is State-Led Capitalism with the central control system by one party.
Both of the models have proven to be successful in a very dramatic way from the past to the present. Admitting that the Chinese model was fitting to the change of attitude among the leadership of the country at that time, in parallel with the change of economic model in the West, in which the definition of “free trade” benefits China’s shifting position from a close market to a semi-open market.
But we must admit also that both models are now having to adjust itself to the new reality; the reality of dramatic change in speed and character of technology for industrial production; the change from “a country-based product” to “network of global design, global sourcing,and global production for just one product”. This extraordinary change upends the “normal” internal economic adjustment of the country and made it very difficult to find a simple economic adjustment.
We must recognize that advancement in the wealth management technique and technology also upend the normal linkage between capital and changes in production. However, we probably agree, that one common threat for survival in this present so-called “New Normal” is either you have the ability and willingness to change or you don’t. Thailand, like the other countries, cannot get away from this New Normal in the international context.
Ladies and Gentleman,
There is a tale of a poor English teacher in China who soared to the list of the world’s wealthiest people. He neither built a big factory nor invested in any production facility. But, people paid for his service simply to reach the network of supply and demand on a grand scale. I believe, he must feel thank you to the internet.
Ladies and Gentleman,
Amid the global economic slowdown, the pattern of trade has significantly changed. Due to the development of information technology infrastructure and increasing number of population who is able to access to the internet, e-commerce has become a new engine that sustains growth for both developed and developing economies. According to UNCTAD’s report last year, the value of global business-to-business (B2B) e-commerce in 2013 exceeded $15 trillion USD. While global business-to-consumer (B2C) e-commerce still accounted for an estimated $1.2 trillion USD, this segment has grown at a rapid pace; especially in the Asia and Oceania region where B2C segment is expected to surge from 20 to 37 percent between 2013 to 2018. Due to the incremental growth of cross-border e-commerce trade, international postal deliveries of small packets and parcels have risen by 48 percent between 2011 to 2014 globally.
For both Asia and the West, I believe these numbers provide us with clues for the new growth opportunities where “access to networks” is the key: meaning, the networks of consumers and factors of production across geographical boundaries. Unlike the economy of twentieth century when “access to centers” is the rules of the game, today, businessmen who do not have big factories and are not the owners of multinational corporations, can manage to reach and satisfy the needs of their customers worldwide through networks of production and distribution with an assist of the new communication technology. Today’s economy is increasingly decentralized. Consumption and production are more and more dispersed. We could imagine that an American producers can sell their products online directly to consumers in the western part of China without having to spend business hours in Beijing or Shanghai. Vice versa, a Chinese producer can bypass New York to offer their products to customers in New England and Mid-Atlantic states. The network economy has provided the people, both in small and large businesses, with the ability to produce and access to consumers at lower costs. We, as a global community, must put special emphasis on how each country can invest and share risk with the people to create growth collectively.
Ladies and Gentleman,
Another tale is about the rebirth of a road that nobody cares since the Portuguese discovered a possible sea route from Europe to Asia. The Portuguese did offer an alternative trade route with substantial margins for the goods carried. Although you might lose half of the cargoes on the way, you still did not lose your shirt. Since the demand for spices were overwhelming, the merchant marines heavily charge everybody.
Ladies and Gentleman,
The heavy-load transport through the sea has been with us till now, and the land routes from Asia to Europe have been neglected. If the world’s economy is thriving like the good old days, probably, not so many people would be interested in finding an alternative in life. But, since the situation goes awry, I believe, any country should consider all possibilities.
Ladies and Gentlemen,
Today, there are two major initiatives that, I think, have great potential to accelerate growth and leverage “quality of growth” that brought into being by the emergence of network economy. One is the China-led “One Belt, One Road” (OBOR) plan to develop transport and logistics connectivity encompassed some 60 countries, which include about 50 percent of the world’s GDP. And, the other is the US-led Trans-Pacific Partnership Agreement (TPP) between 12 Pacific Rim countries, which account for more than 40 percent of the world’s GDP. I have not seen these two initiatives as antagonistic, but rather a kind of two parallel processes that, at a certain point, will create mutual economic benefits for Asia and the West.
We must overcome the stereotype that perceive China and the US as merely the two opposing political superpowers. In reality, the economic development during the past decade has shown us how far these two major economies are interdependent. China is the largest foreign holder of US government securities with $1.24 trillion USD worth. With the total trade volume of $521 billion USD in 2014, the US is China’s biggest trade partner. Total US foreign direct investment (FDI) in China stood at $65.77 billion USD at the end of 2014, while the Chinese FDI in the US is estimated to have reach $11.9 billion USD.
Given this interdependence in mind, I believe Southeast Asia- the region that sits in between the two great initiatives of the two major economies- must put special emphasis on how to enhance the mutual economic benefits with its counterparts. For Southeast Asia in the twenty-first century, the geopolitics should be about how to reinforce the networks of wealth creation for the people that stretch across national and regional borders.
Ladies and Gentlemen,
Let me tell you the last tale about a Thai restaurant. No matter how many times the master chef tries to teach his protege, the young man keeps making mistakes in mixing the ingredients. Customers are kept waiting, hungry and mad. Once the customers are served, half of them get diarrhea afterward. The moral of this tale is one must make the written recipe right.
Ladies and gentlemen,
While some people may underline the unique characteristics of Thailand in terms of its history and developmental path, the country itself cannot avoid to come to terms with the global challenges of the twenty-first century. For half a century, the Thai economy has incrementally integrated into global economy. Values of Thailand’s exports per GDP and FDI in the country have shown us clearly how far the growth of Thai economy has been interwoven with the fate of global economy.
Against this context, we shall consider Thailand’s draft constitution with a very simple question: will the latest draft constitution “enable” the country to grow and become stronger in the present world? Or, will the latest draft constitution provide Thailand with a sufficient institutional infrastructure for investment, production, cooperation, and businesses?
Ladies and Gentlemen,
Due to the framework set out by the latest draft constitution, it is difficult to foresee a government that is responsive to the people and the challenges of the twenty-first century. According to the new draft, the 200-seat upper house, or Senate, will be appointed by the so-called “experts”. The Senate will also have greater powers to block legislation. Regarding the Constitutional Court, its scope of jurisdiction will be expanded. The Court will have the power to examine cases based on petitions filed directly by individuals, without the requirement that an actual dispute being brought by political organs or other courts.
If we consider the doctrine of separation of powers as the foundation for growth and stability, the critical issue that we shall examine is whether the judicial power will trespass the provinces of legislature/ and executive or not? For a government to be able to manage the economy against the global slowdown, I do hope that there will be no over-enforcement of the judicial power. Experiences of several countries show us that, if unchecked, judicial review can be inappropriately used as “delaying tactic”; thus, in turn, become an impediment to economic policy implementation.
Ladies and Gentlemen,
I believe that the foundation for the country to create growth and prosperity is to build trust in the global community. The constitution shall protect the rule of law and provide at least a minimum level of freedom of speech that facilitates economic cooperation between the people and the global community. Trade and investment cannot flourish if there is no certain degree of confidence provided by the rule of law. Against the transition and change, Thailand must reevaluate its strength and weakness. The country shall find a sensible way to regain its political stability and economic dynamism. I have only proposed the way of how should we think of the phenomena that is the world today.

🎀 Q: Xin chào hai Thủy Tiên và Ngọc Bảo, hai bạn có thể giới thiệu đôi chút về mình cho mọi người được không?
A: Chào mọi người tụi mình là Bảo và Tiên tụi mình vừa thi IELTS sau khi hoàn thành lớp B120 của thầy Thạch (cơ sở 3/2 IELTS Fighter) với mức điểm cũng khá ổn là 7.5 Overall.
Trước đây tụi mình cũng từng học qua IELTS nhưng kết quả không khả quan lắm, với mong muốn đi du học cùng nhau nên cả hai đã cùng đăng ký một khóa học tại trung tâm và thật vui vì giờ đây chúng mình đã có đủ điều kiện để thực hiện ước mơ đó.
🎀 Q: Có thể thấy band điểm của cả 2 rất ấn tượng, Thủy Tiên 8.0 Writing còn Bảo thì 8.5 Listening. Hai bạn có thể bật mí phương pháp học của bản thân được không?
A: Ngọc Bảo: Bảo thì cao điểm phần Listening và Reading còn Tiên thì giỏi phần writing vậy nên Bảo sẽ chia sẻ phần Listening và Reading còn Tiên sẽ chia sẻ phần Writing nha.
Đầu tiên là phần nghe đây là phần mình tự tin nhất (8.5), thì các bạn cố gắng tìm cho mình 1 nguồn động lực để mình cảm thấy việc nghe tiếng Anh là thoải mái, giải trí hơn là học, với mình thì ban đầu mình nghe nhạc, các bạn không cần phải viết lại lời hay học thuộc từng chữ mà chỉ cần nghe kĩ để quen dần thôi, vì theo mình thì khi hát người ta cũng không phát âm chuẩn đâu.
Cách tiếp theo là nghe YouTube, ban đầu mình tìm những channel YouTuber nổi tiếng về documentary như brightside, improvement pill, infographicshow, những channel này thường nói rất chậm và dễ nghe vì họ làm video dưới dạng documentary các bạn có thể tìm những chủ đề mình thích để cảm thấy việc nghe nó giải trí hơn là học.
Tiếp theo nữa để quen dần với cách nói chuyện của người bản xứ thì các bạn có thể theo dõi những youtuber đơn lẻ, như những bạn chơi game như captain souce, grind this game,... Họ sẽ nói kiểu gần gũi với ngôn ngữ đời thường hơn, mà cứ vậy sau thời gian việc nghe sẽ trở nên đơn gian hơn với các bạn, còn về phần nghe plural nouns thì lại khó hơn vì nó phụ thuộc vào ngữ cảnh và cấu trúc nữa chứ không đơn thuần là nghe mà ra được.
Còn về phần đọc thì các bạn có thể tìm sách best sellers để đọc chẳng hạn như mình vừa đọc xong cuốn boundaries when to say yes and how to say no, mình cũng ko phải là fan của việc đọc sách nhưng mình cố gắng đọc những cái mình cảm thấy giúp ích cho mình, hoặc nó làm mình thấy thú vị thì sẽ có động lực đọc hơn còn bình thường giở sách ra đọc được vài trang là mình ngủ gục òi 😃.
Tiếp theo là mẹo để làm bài thì các bạn có thể tìm hiểu thêm trên Youtube có khá nhiều YouTuber và kênh Youtube chia sẻ sinh nghiệp như ielts liz, IELTS Fighter, hana's lexis, Fast track IELTS. Họ sẽ chia set những kinh nghiệm đáng giá cho mọi người.
A: Thủy Tiên: Về writing, thật sự mình cũng không có nhiều tips lắm, nên chủ yếu là chia sẻ mình đã học writing như thế nào nhé. Khi mới bắt đầu viết, mình tập trung diễn đạt được chính xác ý mình muốn nói thay vì cố dùng các từ ngữ hay ngữ pháp cao siêu. Và mình đặc biệt chú trọng việc giải thích cụ thể cho ý mình muốn nói.
Ví dụ khi đưa ra 1 luận điểm (topic) gì, mình sẽ đưa thêm explanation (reason or why is it important), fact và nếu đươc example cụ thể. Điều này sẽ làm cho structure của bài viết được mạch lạc và rõ ràng hơn. Sau khi đã vững về diễn đạt ý, mình bắt đầu upgrade bài viết của mình bằng cách chọn upgrade 1 số từ ngữ (thường hay bị dùng lặp đi lặp lại). Bạn có thể search synonym của từ bằng Google, nhưng bắt buộc phải double check lại nghĩa (meaning) và cách sử dụng (usage) bằng từ điển uy tín (mình hay dùng Cambridge) để có thể đưa vào bài một cách chính xác nhất.
Tiếp đến, mình sẽ tập upgrade cả câu, bằng cách combine các câu đơn thành 1 câu ghép bằng relative clause chẳng hạn. Và để bài nghe high level hơn, mình thường cố gắng để thêm các trạng từ bổ nghĩa cho động từ trong bài. Ví dụ, strongly believe, dramatically increased, etc. Một mẹo nhỏ để tiết kiệm được thời gian và giúp bài văn trôi chảy hơn khi làm bài thi, là mình sẽ học thuộc 1 số cụm nhất định mà bài nào cũng có thể áp dụng, ví dụ mình hay mở bài bằng "It is debatable whether...." và hay kết thúc bằng "Therefore, it is reasonable that..."
🎀 Q: Wao, nghe các bạn chia sẻ về tips học thật tuyệt, vậy thì trong suốt quá trình học các bạn đã dùng những tài liệu gì?
A: Thủy Tiên: Thực tế thì bọn mình không dùng quá nhiều tài liệu bên ngoài đâu. Chủ yếu luôn Cam và sách mà trung tâm phát thôi. Nhưng chính từ việc học và cẩn thận ghi nhớ kiến thức ngay tại lớp sẽ khiến bản thân cảm thấy nhẹ nhàng hơn khi học rất nhiều. Giáo viên của bọn mình, Thầy Huy Thạch lại còn cho bọn mình kha khá tài liệu bổ ích để bọn mình luyện tập thêm nữa.
Ngọc Bảo: Vì không có nhiều thời gian lắm cho việc học nên mình cũng không dàn trải ôn đề quá nhiều, như có chia sẻ ban đầu một số kênh Youtube luyện nghe thì mình cũng có xem một vài bài giảng và tài liệu trên trang của IELTS Fighter, vì nó hoàn toàn miễn phí mà. Thêm 1 điều mình khá thích ở đây là học viên được học miễn phí lớp bổ trợ Speaking và Writing vào mỗi thứ 7 và chủ nhật hang tuần nữa đấy. Cũng chính việc tham gia những lớp này mà mình có thêm nhiều kiến thức bổ ích và rèn luyện tốt hơn cho kì thi.
🎀 Q: Chia sẻ về dự định tương lai, hai bạn dự tính như thế nào sau khi có bằng IELTS này?
Ngọc Bảo: Mình và Tiên từ đầu dự tính sẽ đi du học cùng nhau nên quyết tâm chinh phục IELTS, vì thế giờ chỉ cần tìm một cơ hội du học thật tốt nữa là được. Bản thân mình thấy việc học IELTS không quá áp lực và căng thẳng như mọi người vẫn thường nghĩ đâu, chỉ cần chúng ta có mục tiêu để tự tạo động lực cho bản thân cũng như có người đồng hành thật “xịn”, chỉ cần cố gắng các bạn cũng sẽ làm được như tụi mình thôi.
Nhân tiện đây mình xin gửi lời cảm ơn đến trung tâm IELTS Fighter cũng như thầy Huy Thạch vì đã đồng hành và giúp đỡ cho tụi mình trong suốt thời gian qua. 在英國近期「脫歐」抉擇的歷史之年,也是愛爾蘭「脫英」武裝革命——1916年「復活節起義」——的一百周年,這場獨立行動雖告失敗,卻因最終催生了愛爾蘭共和國而成為歷史關鍵,今年在倫敦與都柏林皆有相關的紀念活動。梁秋虹在英、愛現場深度剖析這些歷史影像檔案的視覺展演,解讀革命符號與受難者影像中,攝影政治學幽微操作的記憶與神話。
「Q」單元專訪德國資深出版人Gerhard Steidl,他於1972年創立的「Steidl」以出版印工精緻的作品集聞名,並成為國際藝術出版界的指標之一,Steidl在訪談中與我們分享他的工作經驗,以及對紙本印刷工藝的觀察見解。本期附帶的別冊《SHOUT》則特別揭載中國藝術家孫彥初的《虛構集》系列,他自古玩市場蒐集中國上世紀七O至八O年代的素人生活照,以塗鴉拼貼重構造相,在影像的虛實映照之間轉動拉扯。
編輯台報告埋著頭寫著寫著,《攝影之聲》正式來到第五個周年,而我們仍在深入影像銀河悠悠無邊的光年裡緩緩推進。謝謝親愛的讀者、參與《攝影之聲》的藝術家、所有撰稿人和工作伙伴。這是一段長途旅行,我們將繼續往下一站前進。

In this volume of VOP, we see how “Nerhol” the creative duo made up of Japanese designer Yoshihisa Tanaka and sculptor Ryuta Iida put together layers of photographs with sculpturing and engraving, changing 2D photography to 3D images with multiple points of view, challenging the time-space limits of photographs. Also, we will also learn about how Dutch artist Anouk Kruithof selected official photographs from the Instagram accounts of 81 American organizations to create a series of photo-sculptures using multiple media, through which she explores the changes and construction processes of contemporary image information. In addition, we will see how Korean artist Osang Gwon with his vast number of photographs of objects taken in detail, combines these images into sculptures of various characters and structures, crossing the visual and thought boundaries of 2D and 3D.
We present a special in this issue’s Artist Showcase on Kenta Cobayashi, a visual artist of the digital media age born in 1992. Through his creative journey using free expression with the digital smudge in Photoshop, he re-formalizes the materiality and mechanism of traditional photography, immersing himself in a state of flux when images were born and highlights the technicalities behind visual creations. His work seems to have an affinity with Fluxus bringing this art movement back into the photographic conversation through his various experiments of intervention, destruction and noise in images. The work also reflects the trend of viewing in this time and age.
In this issue’s columns, Shih-Lun Chang touches on the issue of materiality between the grains of film photography and the resolution of digital photography, illustrating the inspiration that can be brought to the nature of photography by the imperfection of images; Zheng Gu critiques Fountain, the recent photography installation work by Chinese artist Dongdong Cai, which examines the practical language of ready-made art in the centennial anniversary of Dadaism’s emergence and influence. In addition, starting from this issue, we invite renowned Hong Kong photography academic Dr. Edwin K. Lai to pen a new column “Image Hong Kong”. He begins with sharing his journey of curating and participating in photography exhibitions in recent years, and will subsequently go on to bring us through the historical lineage of Hong Kong’s photography and its contemporary landscape, providing us with a new link point with East Asian photography.
This year where we witness “Brexit” also coincides with the 100-year anniversary of the “Easter Rising” of 1916 associated with Ireland’s military revolution in a bid to perform a “Brexit”. Although this bid for independence met with failure, it continued to hold key meaning in history for its eventual result in birthing the Republic of Ireland. This year, commemorative activities were held in both London and Dublin. Chiu-Hung Liang brings us in-depth reports of the visual displays of historical archival images from the two locations, interpreting the revolutionary iconography involved and the intricate influences exerted by photography politics on the images of victims, their memories and legacies.
The “Q” segment features an interview with long-time publisher Gerhard Steidl who founded the publishing house “Steidl” in 1972, well-known for its high quality publications which marks it out as a landmark of the international artistic publication circle. Steidl shares his work experiences as well as observations and opinions about the craft of the print with us in this interview. Also, in this issue’s supplement SHOUT, we present a special excerpt of Chinese artist Yanchu Sun’s Ficciones, where he presents a series of photographs of the everyday life of ordinary people from antique markets in China between the 70s’ and 80s’, employing the means of drawing and collage to recreate images, playing on the relations between the real and the fictional.
With this editorial we write, VOP enters its fifth anniversary. As we continue our slow but sure journey forward in the universe of photography, we want to thank our dear readers, artists, writers and contributors as well as others who have worked with VOP, onward we move!

Ever since I started this channel, I've always wanted to reach out to others through video. Now, I am starting a project, a 62 second short film project where once every two weeks, I will try to come up with a short film with the length of 62 seconds.
The focus of this project is to reach out to specifically youth.
Each short will either give a new perspective on something, make you laugh or even make you cry.
However the mood of the video, I wish to impart to the viewers something that could make the world a better place. To watch something with a meaning behind it and not for the sake of making videos.
Since this is a one man project, I would really hope to inspire some of you to help me such as acting, writing and camera work.
All this is without pay. Its not about the money, its about the future.
