10 October is World Mental Health Day. The World Health Organization (WHO) held an online advocacy event yesterday to raise awareness, and I shared a few words on what we are doing in Singapore.
Ensuring access to quality mental healthcare for every citizen is a major priority for us. COVID-19 has made this especially vital, as more people face stresses, pressures and disruptions to their lives and livelihoods. We’ve set up a National CARE Hotline (1800-202-6868) and a COVID-19 Mental Wellness Taskforce, to help all those who need it.
One of the biggest hurdles dealing with mental health problems is the stigma. But this is also why the best and most reliable support system is the people around us. If we know someone having a tough time, even a simple “how are you?” is a good way to show we care, and to reassure them it’s okay to talk about their problems.
In Singapore, 1 in 7 will suffer from a mental health condition at some point in their lives. Just as we take care of each others’ physical health by wearing masks, let us also work together to understand mental health better, to care for one another during these difficult times. – LHL

This morning, I sat down for a candid, lively, and sincere dialogue with Malay/Muslim religious and community leaders. Our subject was the tudung, specifically the Government’s deliberations on allowing nurses to wear the tudung.
The Government’s position on the tudung is not fixed. People’s attitudes, values and views have naturally evolved over time. In social and work settings, the tudung is now more common. There is reason to allow Muslim nurses to wear the tudung if they wish.
The government has been considering this move for some time now. We have been quietly engaging and consulting the community leaders. But we still need a bit more time to prepare the ground before we make the decision.
We must make sure that Singaporeans, both Muslims and non-Muslim, are ready to accept the move. Everyone must understand that this is a careful adjustment, not a wholesale change. They should also realise where the limits are, so that we don’t end up harming our religious harmony.
I’ve asked the community leaders to help us with this process. I aim to speak on this at this year’s National Day Rally in August. – LHL

Because it is Children's Day, I made Kashiwamochi. This is their favorite Anpanman and Baikinman. We generally celebrate May 5 as "Kodomo no hi (Children's day)", which is one of Japanese national holidays. I was able to form it well somehow. They were pleased.
レシピ:
材料
上新粉(300g)
白玉粉(75g)
片栗粉(75g)
ぬるま湯(230ml)
砂糖(130g)
あんこ(適量)
着色料(各色適量)
柏の葉(適量)
1.白玉粉を粉状にすり潰す。
2.粉状にした白玉粉・上新粉・片栗粉・お湯を混ぜる。
3.砂糖を加えて混ぜる。
4.レンジで加熱する。
5.混ぜて、まとめて、ラップをかける。
6.レンジで加熱する。(2度目)
7.混ぜて、まとめて、ラップをかける。(2度目)
8.レンジで加熱する。(3度目)
9.そのまま粗熱がとれるまで冷ます。
10.よく揉む。
11.切り分けて、食紅で各色に着色する。
12.あんこを丸めて、餅で包む。
13.それぞれのパーツを装飾する。
14.柏の葉で挟んで完成。
※お餅が柔らかすぎると手に付いて形成が困難なので、着色前は少し固め位がベストです。
Recipe:
Ingredients
300g rice flour
75g sweet rice powder
75g potato starch
230ml hot water
130g sugar
Red bean paste - Moderate amount
Food artificial coloring- Moderate amount(every color)
Oak leaf(kashiwanoha) - Moderate amount
1.The powdered the Shiratamako. (sweet rice powder)
2.Mix Shiratamako & Joushinko(rice flour) & potato starch & hot water.
3.Add the sugar, and mix.
4.Heated in a microwave oven.
5.After mixing, it is covered with Saran Wrap.
6.Heating again.
7.After mixing, it is covered with Saran Wrap.
8.Heating again.
9.Cool down a little as it is.
10.Knead.
11.Cut the required quantity, and coloring with a colorant.
12.Make a ball of the red bean paste, wrap it in a rice cake.
13.Decoration.
14.Covered with Kashiwa's leaves...Done!
※Because it remains in a hand when a rice cake is too tender, and the formation is difficult, some rice cake hardening before coloring it is good.

10 THINGS YOU DIDN'T KNOW ABOUT FUKUSHIMA NUCLEAR DISASTER 福島第一原子力発電所事故
The Fukushima Daiichi Nuclear Disaster was caused by the massive tsunami triggered by the Tohoku Earthquake on March 11th, 2011. This was a Level 7 nuclear event, comparable only to Chernobyl.
1. Unheeded Warning
Before the disaster even happened, there were industry experts who warned of mega tsunami-generating earthquakes hitting the area every 800 to 1100 years, with the next one being overdue. But those in charge dismissed such warnings.
2. No Good Robots
During the crisis at Fukushima, high radiation levels at the plant made it desperately hard for human workers to do what they needed to do.
Back in 2001, the Japanese had actually developed extremely capable robots that were deemed technical successes, but then a government task force concluded that a Chernobyl-scale disaster was never going to happen in Japan .
The program was shut down and the robots were dismantled or donated.
3. Onagawa Nuclear Power Plant
The Onagawa Nuclear Power Plant was the closest power plant to the earthquake epicentre, yet it successfully withstood the barrage.
While the Fukushima Plant had sea walls up to 5.7 meters, Onagawa had it up to 14 meters.
4. Wrongful Evacuation
Due to miscommunication between the evacuation authorities and the experts who were analysing the fallout, many residents were evacuated from pretty safe areas right INTO the radioactive plume.
5. Evacuation Deaths
More people were killed by the evacuation process in Fukushima
than by the actual earthquake and tsunami, the disaster itself.
People died of fatigue, exhaustion, illness, suicides - losing their homes, not knowing where they would end up, cramped evacuation centres; the whole ordeal was taxing.
6. Geiger-Counter Hobby
After the Fukushima disaster, random radiation hot spots were discovered in unexpected locations.
Radiation levels as high as those in the no-go zone were detected as far as some Tokyo suburbs. This prompted many Japanese residents to take up a new hobby - walking with Geiger-counters through their city or village in search for random radiation levels to report.
7. Animal Guardian
55 year old Naoto Matsumura is the only man brave enough to live in Fukushima’s no-go zone. After the initial evacuation, he returned back
to take care of the animals that were left behind. Not just his animals, but everyone’s.
8. Mutations
There were a few small scale Fukushima discoveries.
9. Human Radiation Effects
No one died from radiation exposure in Fukushima.
And contrary to a well-publicised, yet poorly-executed, study
that made the rounds in 2015, thyroid cancer rates in Fukushima children were actually lower than the national average.
10. Disobedient Hero
Masao Yoshida was the manager of the Fukushima Daiichi Nuclear Plant and on March 15th 2011, he lead a brave group, now dubbed ‘The Fukushima 50’ into the radioactive trenches.
With cooling systems crippled and having run out of fresh water, Yoshida decided they would pump seawater straight from the ocean into the damaged reactors.
Then corporate headquarters (TEPCO) ordered him to stop the seawater injection. They didn’t want the corrosive seawater to permanently damage their reactors.
Feeling his superiors were inept for risking a colossal radioactive fallout, Yoshida disobeyed the direct order and continued with the seawater injection.
Many experts now agree that his actions on that day
arguably prevented a much greater catastrophe.
