March 6 - Canadian former secretary of state David Kilgour: “Excluding Taiwan from contact with WHO makes COVID-19 more dangerous for its nationals and the rest of the world.”

提供「充足有效」的疫苗是中央執政者責任！

簡單的說就是三個重點:

1.採購疫苗是中央政府的法定權責，豈容卸責。

2.此刻把救命的疫苗當成商業藥證的許可，令人擔憂。

3.民進黨不用急著抹紅、抹黑，政府若已取得足夠有效的疫苗，民眾自然安心，在野黨也不必費心。

疫情蔓延，民眾對於疫苗的的需求與呼喊升高。但是我們目前實際疫苗取得的數量，距離公衛覆蓋率遙不可及。對照民進黨政府的氣定神閒，不著邊際，只是更加深國人對於疫苗政策的憂慮。

🔺指揮中心說， #可以開放地方政府購買。

但事實上，五個小時之後陳時中就轉彎，從頭到尾疫苗就是中央政府的職權。從政策制定、許可規範，到施打範圍，甚至預算編列，都在中央政府。指揮中心希望防疫能夠說法一致、標準一致認，腳步一致，在疫苗政策上，卻又是另一套說法，令人疑惑。

🔺指揮中心說， #沒有收到疫苗進口的申請。

但事實上，指揮中心是疫苗許可的管理單位，也是疫苗資源統籌的負責單位。當全球都在積極想要購買疫苗的時候，我們的指揮中心還在被動希望收到進口申請，把救命的疫苗當成商業藥證的許可，令人擔憂。

根據傳染病防治法第5條規定，中央主管機關負責訂定傳染病防治政策及計畫，包括預防接種、傳染病預防、流行疫情監視、通報、調查、檢驗、處理、簡易、演習、分級動員、訓練及儲備防疫藥品、器材、防護裝備等措施，地方政府再依據中央訂定之政策，擬訂執行計畫。

第17條更明定中央主管機關得視疫情程度，成立「中央流行疫情指揮中心」，統一指揮、督導及協調各級政府機關、公營事業、後備軍人組織、民間團體執行防疫工作；第51條更授權中央主管機關得緊急專案採購藥品。

疫苗是國家現階段阻斷疫情的重要工具，採購疫苗是中央政府的法定權責，豈容卸責。

我要再次呼籲，當人民願意信任指揮中心的時候，疫情指揮中心的的職責就是是全面的，不能只選擇自己想做的事情來做，更不能只想掌握防疫管理的權利，不願意負責防疫問題的責任。

然而，目前我們仍舊看到疫情指揮中心的疫苗政策依舊緩慢，仍舊是國產七月底問世，少量國外疫苗積極爭取。這樣的說法能否滿足國人的期待，能否趕上疫情的控制。指揮中心有義務要說明清楚。民進黨也不用急著抹紅、抹黑積極主動想要爭取疫苗來源的人。因為，如果政府做得好，取得足夠的疫苗，民眾自然安心，在野黨自然不需要操心。

我更要提醒我們的執政黨：在全球疫情中，疫苗已經是國家戰略層次的議題。

以色列總理納坦雅胡(Benjamin Netanyahu)，早在去年三月，就打了11通電話給輝瑞總裁，願意以最貴的價格最快取得疫苗。去年12月，以色列率先施打疫苗，目前全國16歲以上民眾，有超過60%已經完整接種兩劑輝瑞(Pfizer)疫苗。還把數據給輝瑞作臨床實驗，繼續研發。

清明連假，以色列也正度過逾越節(Passover)假期，超過200萬人湧入國家公園風景區；3月底更有數千人戴著口罩、聚集哭牆前參與祈禱儀式，接受祭司祝福；更在4月18日正式宣布，民眾上街不再需要戴口罩。

對照我們的蘇貞昌院長，在二月底與綠委餐敘時公開表示，「臺灣沒有施打新冠肺炎疫苗的急迫性。」

接連彭博社、BBC、時代雜誌都接連點出，台灣防疫過度自滿、缺乏遠見的問題。這樣的結果就是，既使加上昨天到貨的第2批40萬劑AZ疫苗，臺灣總共也僅取得70萬劑疫苗。如果以2350萬人，必須至少有六成民眾，完整接種兩劑疫苗，才能越過群體免疫的「基本門檻」。臺灣必須至少取得2,820萬劑疫苗，我們手中擁有的抗疫武器，僅有2.5%。

面對疫情的下一步，執政黨應該放下只想抹黑抹紅在野的政治算計。政府更要亡羊補牢，積極佈局更長遠的戰略。

1. Benjamin Netanyahu kini merupakan penjenayah perang yang paling dikehendaki.

Penting bagi kita mengambil perhatian dan melihat mengapa Netanyahu berkelakuan sedemikian dan mengambil pengajaran daripadanya.

2. Sejak 4 pilihan raya dalam tempoh 2 tahun yang lepas, Benjamin Netanyahu masih bergelut untuk membentuk kerajaan yang sah.

Tempoh dan tarikh luput untuk Netanyahu membentuk kerajaan gabungan telah pun tamat dan kini kuasa kepimpinan berada di tangan pemimpin “centrist”, Yair Lapid.

3. Bukan sahaja Netanyahu hilang cengkaman pada kuasa tetapi Netanyahu juga menghadapi pelbagai tuduhan jenayah seperti rasuah, penipuan dan pecah amanah.

Netanyahu sudah berada di hujung perjalanan karier politiknya.

4. Netanyahu kini didakwa menerima pelbagai “hadiah” daripada Arnon Milchan, seorang penerbit filem Israel Hollywood dan James Packer, seorang jutawan Australia.

Kedua-duanya kemudian menerima pelbagai habuan dari Netanyahu sewaktu Netanyahu memerintah.

5. Bukan itu sahaja, Netanyahu juga dikaitkan dengan Arnon Mozes, seorang ahli perniagaan dan pemegang saham kawalan kumpulan media Yedioth Ahronoth.

Kedua-duanya bersetuju untuk saling membantu untuk memajukan agenda masing-masing.

6. Yang paling teruk, Netanyahu menggunakan kuasa sebagai pemerintah dan pihak berkuasa untuk mempromosikan perkara-perkara mengikut kehendak Shaul Elovitch- seorang taikun telekomunikasi.

7. Ini adalah individu yang terdesak dari segi moral untuk berpaut kepada kuasa dan ingin memastikan bahawa dia boleh terus melarikan diri dari mata undang-undang.

8. Oleh kerana kerajaan baru Yair Lapid sudah hampir boleh membentuk sebuah kerajaan, dan tidakpun menyenaraikan Netanyahu di dalam kerajaan baru – jelas sekali bahawa Netanyahu perlu melakukan sesuatu untuk survival politiknya.

9. Sebab itu Netanyahu mengarahkan rampasan lebih banyak tanah di Baitulmuqaddis. Ini mendorong tindak balas daripada rakyat Gaza dan organisasi Hamas.

10. Netanyahu mengambil kesempatan ini untuk meletakkan negaranya dalam keadaan darurat, menangkap mana-mana penunjuk perasaan yang tidak bersetuju dengan tindakan ketenteraannya semata-mata untuk terus kekal berkuasa.

11. Ini adalah seorang lelaki yang kehilangan kuasanya terdesak untuk menyelamatkan diri sendiri dan sanggup menggunakan nyawa rakyat Palestin yang tidak bersalah untuk berbuat demikian.

* Iran công bố 958 ca nhiễm, 63 ca tử vong mới. Hiện Iran có 9000 ca nhiễm, 354 ca tử vong

*Hàn Quốc: công bố 242 ca nhiễm, 7 ca tử vong mới. Hiện HQ có 7,755 ca nhiễm, 61 ca tử vong

*Tây Ban Nha có thêm 372 ca nhiễm, 11 ca tử vong mới. Hiện TBN có 2,067 ca nhiễm, 47 ca tử vong

* Đức công bố 57 ca nhiễm, 1 ca tử vong mới nâng tổng số ca lên 1,622, trong đó có 3 ca tử vong
Phát biểu tại một cuộc họp báo ở Berlin, Thủ tướng Angela Merkel dẫn lời các chuyên gia cho rằng hầu hết người dân sẽ nhiễm virus corona chủng mới và vì hiện nay không có cách chữa trị cụ thể nên mục tiêu của Đức là làm chậm sự lây lan. Hiện Đức xếp thứ 7 trong danh sách các quốc gia/vùng lãnh thổ có số ca nhiễm virus corona nhiều nhất thế giới.

* Hoa Kỳ: hiện có 21 ca nhiễm, 1 ca tử vong mới nâng tổng số lên 1,015 ca nhiễm bao gồm 31 ca tử vong
- 5 ca nhiễm mới ở Georgia,

- Michigan công bố 2 ca nhiễm đầu tiên tại Oakland and Wayne. Giới chức địa phương công bố tình trạng khẩn cấp.

*Bỉ công bố 47 ca nhiễm mới, nâng tổng số lên 314

*Bahrain công bố 79 ca nhiễm mới, nâng tổng số lên 189.
Bộ Y tế Bahrain, cho biết 77 người trong số 165 công dân vừa di tản từ Iran đã xét nghiệm dương tính. Đảo quốc này đã chứng kiến sự bùng nổ các ca nhiễm phần lớn có nguồn gốc từ Iran. Chính phủ Bahrain cho biết, không có trường hợp nào ở nước này là do lây nhiễm cộng đồng, nghĩa là tất cả những người bị nhiễm đều đến từ bên ngoài. Những người được xét nghiệm dương tính với virus sẽ phải nhập viện trong khi 88 người còn lại trên chuyến bay sẽ trải qua thời gian cách ly hai tuần. Chính phủ đã kêu gọi tất cả công dân tránh du lịch quốc tế trừ khi thực sự cần thiết. Các trường học cũng đã bị đóng cửa. Bahrain ra lệnh rằng sự kiện thể thao quốc tế hàng đầu của nó, cuộc đua Công thức 1, sẽ đi tiếp mà không có khán giả.

*Malaysia: công bố 20 ca nhiễm, nâng tổng số lên 149

*Úc công bố 11 ca nhiễm mới, nâng tổng số lên 127, bao gồm 3 ca tử vong.

*Canada: công bố 3 ca nhiễm, nâng tổng số lên 97 trong đó có 1 ca tử vong.

*Israel : công bố 1ca nhiễm, nâng tổng số lên 76
Các sự kiện lớn bị hủy bỏ, các cuộc tụ tập trên 2.000 người bị đình chỉ. Cảnh sát sẽ bắt giữ những người không tuân thủ kiểm dịch. Hàng trăm học sinh bị cách ly. Công dân Israel từ nước ngoài về sẽ bị cách ly, theo dõi sức khỏe.
Thủ tướng Benjamin Netanyahu hôm thứ tư đã công bố gói cứu trợ trị giá 2,8 tỷ đô la để ổn định nền kinh tế.
*Malta : thêm 1 ca nhiễm mới nâng tổng số lên 6.
Một người đàn ông Malta đang đi nghỉ ở miền bắc Italy đã thử nghiệm dương tính với coronavirus. Bệnh nhân thứ 6 là bác sĩ tại Mater DeiMedita nhưng đã tự cách ly sau khi trở về từ kỳ nghỉ. Con trai của người đàn ông, cũng đi nghỉ cùng cha và cả gia đình đang bị cách ly. Cho đến nay, không ai trong số các thành viên gia đình có triệu chứng. Tất cả 6 ca nhiễm ở Malta đều có lịch sử du lịch hoặc tiếp xúc với người từ Ý. Bộ Y tế Malta nhắc lại rằng bất kỳ ai ở Ý trong tuần qua đều phải tự cách ly. Công dân Malta đang ở Ý và được đưa đến sau khi lệnh cấm du lịch ban hành cũng bị cách ly. Chính phủ kêu gọi công dân bình tĩnh và có trách nhiệm.

*Việt Nam:
- Ca nhiễm thứ 35 là nhân viên siêu thị Điện Máy Xanh tại Đà Nẵng có tiếp xúc với hai du khách Anh (ca nhiễm 23 và 24) tự đi khám, được khuyến cáo cách ly tại nhà dù có triệu chứng ho khan, sốt. Sau đó mới tự đi nhập viên .
- Ca nhiễm thứ 36 - 37 -38 liên quan đến ca nhiễm 34 tại Bình Thuận
- Ca nhiễm thứ 39 là hướng dẫn viên du lịch tiếp xúc với du khách Anh trên chuyến bay VN54 từ Anh về Nội Bài và được phát hiện dương tính với virus tại Quảng Ninh. Hướng dẫn viên nam này tự đến bệnh viện và được xét nghiệm trong ngày 8/3 tại Bệnh viện Nhiệt đới TW 2. Ngày 11/3 dương tính.
- Ca nhiễm thứ 5 là tạp vụ tại Hà Nội dương tính vòng 1 do Chủ tịch Nguyễn Đức Chung công bố chưa thấy thông tin?
- Ca nhiễm thứ 18 là nam thanh niên về từ Bussan (Hàn Quốc) đến Vân Đồn được cách ly tập trung rồi xét nghiệm dương tính cũng không có thông tin về những người cách ly chung?
- Hai du khách Anh đang bị một số bạn kính đảng, yêu bác Hồ chửi vì dám chê khu cách ly của Việt Nam là dơ dáy, mất vệ sinh.

Tổng thống Moise cho biết một người nhiễm bệnh là một người đàn ông Bỉ 60 tuổi, đến Haiti từ châu Âu gần đây. Đây là điều hành một trại trẻ mồ côi ở Haiti. *Tổng thống Niger, ông Issoufou Mahamadou, đã công bố ca bệnh đầu tiên của nước này hôm thứ Năm.Trong một tweet, ông kêu gọi mọi người giữ bình tĩnh và tôn trọng mọi biện pháp để giúp ngăn chặn sự lây lan của virus. -Diễn viên Daniel Dae Kim công bố đã dương tính với virus Vũ Hán

*Việt Nam:
- Công an phường Thảo Điền, quận 2 đi cách ly
- Bộ Y tế đang có chiến lược trì hoãn, giới hạn số ca nhiễm mới công bố trong ngày để tránh làm công dân hoang mang. Tiểu ban truyền thông rất vất vả để làm việc vì phải đợi nửa đêm gà gáy mới có thông tin về số ca nhiễm trong ngày.
