美國在台協會經濟組副組長邵藹帝女士昨出席由AIT與國立交通大學科技法律學院、台灣科技法協會共同主辦的「資本市場與國家安全-我國投資審議法制之革新研討會」，邵副組長指出，美國想要和台灣合作，因應外人投資所帶來的國家安全風險，以確保我們共享的經濟榮景。邵副組長和與會者分享了美國最近實施的《2018年外人投資風險審查現代化法案》，並從美國與盟國和貿易夥伴合作的經驗中，提供如何強化投資審查機制的觀點供台灣各界參考。 邵副組長也在會中分享了一份美國司法部的公開案例，顯示中國如何利用各種不同的管道，透過美國企業和學術機構進行非法的技術移轉。#真朋友真進展 #RealFriendsRealProgress
The United States is interested in collaborating with Taiwan to address national security risks from foreign investment in order to ensure our shared economic prosperity, AIT Economic Section Deputy Chief Arati Shroff highlighted yesterday at the AIT co-hosted forum with NCTU School of Law and Taiwan Technology Law Institute on “Capital Markets and National Security: Reforming Taiwan’s Foreign Investment Review Mechanism.” Ms. Shroff shared with Taiwan the U.S. recently enacted FIRRMA legislation and provided insights on how to strengthen investment review mechanisms based on U.S. experience with allies and trading partners. Ms. Shroff also presented a U.S. Department of Justice case study that illustrates how the Chinese government used multiple means to illegally transfer U.S. technology from U.S.-based companies and academic institutions.
