The recent SAF training incidents have attracted a lot of attention and concern. I thought it would be useful to share my views on them. – LHL
近年发生的几起新加坡武装部队军训事故受到大家的关注,也引起公众强烈反应。希望在此与大家分享我的看法。请在以下英文稿之后阅读中文稿。– 李显龙

The recent SAF incidents have been very painful, because they cost precious lives. I know how heartbreaking this is to all of us, and especially the families. When it happens to a well known figure like Corporal (First Class) Aloysius Pang, the emotional impact on the public is greater, and the loss is even harder to take.
The SAF has put enormous emphasis on training safety. It aims to achieve zero fatalities. After every incident, we make sure the injured get the best medical care. When a soldier dies, the SAF grieves deeply. His comrades understand how his family feels, because they feel the loss keenly too. But they try to put aside their emotions to take care of the bereaved family, and continue carrying out their SAF duties.
At the same time, the SAF will investigate the incident and identify its causes. We will improve SAF processes and training, so that it does not happen again. We know zero fatalities is extremely hard to achieve. But we will strive for it, because every life is precious to us.
I speak from personal experience. As a unit commander, I was responsible for my men’s training, safety, and welfare. In a way, I was standing in for their parents.
Later, serving on the General Staff, I had to deal with training incidents, decide what needed to be fixed, whether anyone should be punished, what we must keep on doing and what we must stop. I had to account to the bereaved families, and think hard how to keep servicemen safe while still fulfilling the SAF’s mission.
As Prime Minister, I have made sure that the Ministry of Defence has capable leaders, and that when a training accident happens, the government answers, not only to the family, but also to all our NSmen and the public too. That is essential for the SAF and national service to retain public confidence and support.
I can therefore assure you that I and the SAF leadership take safety with utmost seriousness. It was so when I was there, and I am confident it is even more so today.
In war, we will have to put servicemen in harm’s way to defend the country; but in peacetime training, we owe it to our servicemen never to compromise their safety and endanger their lives.
The SAF has to carry on training and fulfilling its operational duties. We cannot outsource our security and defence to anyone else; we have to defend Singapore ourselves. Because we have a strong and well-trained SAF, Singapore enjoys peace and security, and can maintain friendly relations with other countries.
I thank Singaporeans for supporting the SAF and national service. Your support has helped us to build a strong and professional SAF, with a comprehensive order of battle, and well-equipped, well-trained, and well-motivated soldiers.
So when something goes wrong, I hope you will see things in perspective. We must never gloss over shortcomings and failures. But neither should we forget the SAF’s progress and achievements, and its contributions to Singapore’s peace and security.

近期发生的军训事故,让人格外难过,宝贵的生命就这样结束。我非常清楚失去亲人的悲痛,对父母来说,他们失去最疼爱的儿子。如果事故涉及公众人物,如冯伟衷一等中士,民众的反应就更强烈了,更难以接受他们的离世。
武装部队非常重视军训安全, 我们会尽全力让军训达到“零死亡率”的目标。每一次发生事故后,我们都会关心受伤士兵的伤势,给他们最好的医疗照顾。对于不幸去世的战友,我们感到伤心难过,我们能体会家属失去至亲的悲痛心情,对同袍们来说也失去了出生入死的兄弟。但我们必须强忍悲伤,为他们的家人提供最好的安排,给他们最佳的照顾,并继续执行我们武装部队的使命。
同时,武装部队也会一一展开调查,找出事故发生的原因。之后,武装部队一定会加强安全体系和运作程序,确保类似事故不再发生。我知道这非常不容易。可是我们必须全力以赴,因为每个生命都是非常珍贵的。
在这方面,我有深刻的体会。身为一名前军官,我很了解需要为自己部下的军训水平、个人安全以及军中福利负责,代替父母照顾他们。
后来,身为参谋长,每当发生军训事故时,我都要出面处理,纠正过失,决定处分,对整个运作程序作适当的调整,应该改的就去改,应该做的就去做。我有义务向遇难者的家属交代。我必须想尽办法,在士兵履行使命时,保障他们的安全。
身为总理,我必须确保国防部有能干的领导团队。在军训事故发生时,政府必须向遇难者的家人交代,也要向所有国民服役人员和所有人民交代。这样,民众才会继续支持武装部队,继续支持国民服役。
所以,我可以郑重的告诉各位,我和武装部队的领导,非常重视军训安全,他们会认真对待一切事情。当年我在武装部队和国防部的时候,便是这样,我有信心现在更是如此。
战乱发生时,我们的士兵必须冲锋陷阵,他们在保卫国家时,可能身处危险,必须奋不顾身,勇往直前。不过,在和平时期展开军训时,我们必须保障士兵们安全。
武装部队必须坚持使命,不能停止军训和执行军事任务。我们不可能把新加坡的安全和国防外包给其他人,或者另外一个国家。我们的国家要由自己来保卫。有了强大的防卫,新加坡才能享有今日的和平及稳定,和其他国家保持和睦。
我由衷感谢各位给予武装部队和国民服役的支持。你们的支持,让我们建立了一个强大又专业的武装部队。我们的军队拥有完整的编制,士兵们也拥有完善的个人装备, 个个训练有素,有着坚定的意志,保卫国家。
发生事故时,我希望人们可以站在另一个角度来看待问题。政府不会敷衍了事,草率处理任何过失。不过,我们也不该忽视武装部队这些年来,所取得的进步和成就。以及他们对我国的繁荣与稳定所做出的贡献。

校長、教授、以及在螢幕前的各位同學,大家好。非常感謝臺大給我這個機會。我是韓哈斯,來自美國華盛頓特區。我會以自身的真實經驗出發,來跟大家分享臺大帶給我的收穫。
我當初為什麼選擇來台灣求學呢?我小時候非常喜歡看武打片,然後我十歲的時候去看了一部電影叫做「功夫熊貓」。這部電影成為了我最喜歡的電影,主角「阿波」的故事跟我的故事很像。我看完了之後就決定要開始學功夫,所以去了「美國武術學院」。那個時候我每天都聽旁邊的人講中文,到了高中我就決定開始學中文。當時我遇到了一位貴人,她是從台北到美國來教書的中文老師,她教的課是我當時最喜歡的課,我每天去她的教室跟好朋友練習。到了高中畢業時,我是全高中中文最好的非母語人士。同時,我第二喜歡的課程是電腦科學,那時候我是程式能力數一數二的學生。後來在成功錄取夢寐以求的學校:臺灣大學之後,我感到雀躍不已,因為我既可以繼續學習中文,也可以持續在世界頂尖的學府中,往電腦科學的方向精進自我。
不過老實說,當我回顧大一的時期,我也曾迷失自我。雖然我修了很多很多的中文課,但是我那時只聽得懂大概一半的課程內容。跟大家對美國人的印象不同,我其實很害羞,也很害怕舉手提問,我甚至不太敢參與社交,所以當時朋友也很少。我開始想家,也變得有一點憂鬱。那時籃球是我唯一的紓壓方式。
但更不幸的是,我在打籃球時弄傷了我的前十字韌帶,做了兩次手術,需要一年半才能恢復。許多的負面情緒壓得我喘不過氣。我被困在人生的低谷,不知如何是好。我覺得我的中文不夠好,我也被診斷出失眠跟ADHD,另外,美國高中的數學太簡單了,來這邊不夠用。種種壓力讓我足不出戶,找不到自己的人生方向。後來,我向臺大心輔中心以及我的心理醫師尋求協助,然後我也開始跟系上有更多互動。有一位教授叫徐宏民跟我說,"Never give up",雖然那時候我覺得這句話太過於簡化了我的問題,不過,在我仔細思考了一個禮拜之後,我下定決心,發誓不讓自己被這些事擊敗。我決定要克盡全力,認真做好每件事。這是我人生的轉捩點,我開始變得異常自律。當時廖世偉教授和洪士灝系主任帶我進入它們的研究室鑽研學術。這重燃了我對資訊工程的熱忱,提醒了我當初會愛上這個領域的原因。我開始研究人工智慧以及區塊鏈,也開始跟其他系上同學交朋友,一起成立臺大人工智慧應用社NTUAI。NTUAI現在是校內頗具規模的技術研究社團,致力於推廣人工智慧給任何對該領域有熱忱的學生。歡迎加入NTUAI,可以掃描我們的QR CODE。
最近,由於疫情的緣故,我已經一年半沒回美國了。但是沒關係,因為我已經找到了我第二個家。我很愛臺大,以及台灣的人事物。雖然我經歷了人生的低潮,但這裡的一切總是給我滿滿的祝福與協助。最後,我想送給大家「功夫熊貓」裡的一句台詞: "You just need to believe"。只要用樂觀的態度去面對困難,就有能力改變自己,甚至改變身旁所愛的人。就像阿波的父親說的,"心誠則靈,只要你相信,點石就能成金。根本沒有什麼秘笈。只有你。"謝謝大家。

President, professors, and classmates, I'm very honored to be here. Thank you to NTU for giving me this opportunity. My name's Seth Austin Harding, and I'm from the D.C. metropolitan area. I'm going to tell a real story that's personal but that's relatable and what I see as the real me.
What motivated and guided me to take my undergraduate studies in Taiwan? When I was very young, I really loved watching kung fu movies, and when I was 10 years old, I went to the theater to watch "Kung Fu Panda". This became my favorite movie as I felt like the story of the main character Po was one to which I could very much relate. After watching this movie, I decided that I wanted to start learning kung fu, so I went to the United States Wushu Academy. At the time, I began hearing Mandarin on a daily basis, so when I was in high school, I decided to begin formally studying Chinese. It ended up being my Chinese teacher from Taipei who was my favorite teacher who taught my favorite class, so I decided I'd hang out in the Chinese classroom every day and practice lots. By the time graduation came around, I had attained the highest proficiency in Chinese among any non-native speaker in my school. My second favorite class was computer science, and I ended up attaining among the best coding skills in my school. After getting accepted to the school of my dreams -- National Taiwan University -- I felt honored, humbled, and excited; I could now spend time at among the world's finest universities studying Chinese and at the same time advancing my knowledge of computer science.
But when I look back at my freshman year, to be honest with you, I didn't know what I was doing. Despite having taken very many Chinese classes, when I went to the NTU lectures, I understood only about half of what the teachers were saying. Contrary to most people's impressions of an American, I was actually too shy to raise my hand, to ask questions, or to even meet with teachers after class, so I had very few friends at the time. I started to become homesick and depressed. At that time, I found that basketball was the only way I knew of relieving my stress. However, while playing basketball, I had torn my ACL and it would take two surgeries and a year and a half in time to fully recover. At this point, I felt caught between a rock and a hard place. In fact, this was the lowest point of my life, and I didn't know what to do. I felt like my Chinese wasn't good enough, I had been diagnosed with insomnia and ADHD, and I felt like the math taught in America was too simple to allow for me to keep up with my classmates. I was under immense pressure, and at this time, I lost any sense of purpose or direction. Later on, I went to seek help from NTU counseling, from my psychiatrist, and from my department. I reached out to Professor Winston Hsu from CSIE, and he told me this: "Never give up"; it was such an oversimplified way to approach such a complex series of problems, I had thought. However, I pondered these words intensely for one week, and by the end of that week, I had made a firm decision. This would NOT be another example of me giving up. I decided to go all out, to work diligently and passionately on all tasks at hand. This was the turning point of my life; I started to discipline myself to a very high degree. At this time, I met my then-to-become advisors Professor Shih-Wei Liao and Professor Shih-Hao Hung and entered their labs to begin research. Finally, the passion that I had for computer science that I had previously held in high school was kindled again, and I was finally reminded why I loved this field. I began my research life in blockchain and AI, and at the time I entered the lab, I also began creating NTUAI. NTUAI is now a large and highly successful NTU club that is dedicated to the research and public understanding of AI. Welcome one and all to join us; please scan our QR code here.
For a year and a half I haven't returned to America because of covid. But not to worry; I have found my second home, away from home. I love it here in NTU and I cherish all of the things I've had the privilege to experience in Taiwan. I've gone through the most difficult of struggles in my life here, but I've also had the most fortunate and blessed of experiences. To conclude, I'd like to quote a line from "Kung Fu Panda": "You just need to believe". As long as you are willing to adopt an optimistic attitude in facing challenges and hardships, you may become a positive force in changing the lives of those around you as well as your own life. It all depends on how you view it; just like what Po's father says, "there is no secret ingredient. It's just you." Thank you, everyone.

【外國月亮不是特別圓】
投入國際連結工作好一段時間,有時覺得大家也會期望「外國月亮總是特別圓」,但其實西方國家政治人物支持香港,從來不是理所當然,當中亦會涉及不少商業利益考慮和國際壓力,以及部份左傾政客仍會不知何故地,對中國共產政權抱有良好幻想,這種情況在歐洲較為明顯。
德國左翼黨的國會議員,竟在國會發言表示「理應支持我們在北京的共產朋友」固然讓人大跌眼鏡,尤其是中共從根本地就是循從威權主義和國家資本主義的極右政黨。
有時對於國際政客不理解香港,也是有點無奈,但我們香港作為國際大都會,對於世界各國的抗爭運動,又何嘗不是缺乏足夠理解,只盼在抗爭持續的情況下,香港人能夠繼續努力,讓世界理解我們,與香港同行。
早前睇一份德國國會內嘅辦論,有位Die Linke嘅議員話要支持中共,因為大家都是左翼共產主義支持者,不用分得那麼細。我見內容有所偏頗就寫左篇文。中文翻譯見下文。
Recently, a MP from Die Linke made some remarks about HK, and say they should support CCP as they are friend of Coummunism. I find the claims rather inaccurate hence I wrote this article to provide some rebuttals. Please scroll down for the English translation.

近日德國國會內, 一位Die Linke的國會議員Stefan Liebich對香港的事作出評價,這些評價實在令人難以茍同。
Liebich指「Die Linke理應支持我們在北京的共產朋友」。但中國共產黨除了名字內有「共產」兩個字外,其實際行動與共產理念差天共地,實在不是Liebich想像中共產主義的好朋友。
中國共產黨是一個極權,除了擴張政治與經濟勢力外,中國共產黨什麼都不會理會。不論是無產階級的死活,或者是工人階級,對於中國共產黨來說只是擴張實力的工具,隨時可以為了經濟或政治利益犧牲或捨棄。 中國共產黨實質上是由一群搜刮民脂民膏致富而滿肚腸肥的黨員領導。中國共產黨甚至對自己的人民進行全天候的監控,打壓、拘捕異見人士。
由此可見,中國共產黨本質上是一個極右政黨,而非Liebich以為的左翼。 北京政府不是以共產理念管治中華人民共和國,反而是以物質主義操縱國民。中國背後並沒有一套穩固的價值觀支撐,唯有金錢才是中國人和中國政府信仰的理念。中國的任何行動,從來都不是由價值推動,而總是由金錢和利益推動。
中國共產黨只是一個「掛羊頭賣狗肉」的「共產」黨,它相當擅長扮演共產主義的支持者,與Liebeich想像中「馬克思主義的的同路人」相差甚遠。我們應該要小心分辨真正的共產主義者與打著共產主義旗號行惡的政權之間的分別。
Leibich亦在發言時提到八國聯軍與相關歷史,指「香港被英國以軍事手段從中國手中搶去。撇除對於中國的批評,我們樂見不公義的殖民主義完結」。但現實上,清朝是被當時被視為外族的滿洲人統治。當時的「中國」與今天我們認知的中華人民共和國並不是同一個國家。所以,Leibich所指的「香港被英國不公義的殖民」,其實嚴格來說是鴉片戰爭後,香港的管治權從滿洲人手中交到英國人手中。
清朝末期發生申亥革命,中華民國成立。及後因國共內戰,中華民國政府輾轉於1949年12月撤退至臺灣。如果按照Leibich的邏輯,香港主權理應是移交予中華民國政府,而非中華人民共和國。
另外,香港人本來擁有聯合國1960年在《給予殖民地國家和人民獨立宣言》中賦予非自治領土人民自決前途的權利。但因為中國強烈反對港澳被定義為殖民地,而應為「被英國和葡萄牙當局佔領的中國領土的一部分」。中國代表單方面宣稱港澳的地位,都屬中國主權範圍內,甚至指:「聯合國並沒有權討論這些問題。」最後才令香港再名單中被除名,失去前途自決的權利。
而觀乎而今情況,即使香港主權移交予中國後,不公義不但沒有消失,反而更加明顯與嚴重。Leibeich在發言時指「撇除對於中國的批評,我們樂見不公義的殖民主義完結」,我很希望,他不是指他將無視數以百萬計的少數民族關押在在教育營當中、六四屠城死去的學生、香港早前被實彈近距離射中的兩位男孩、被24小時監控的中國人、捨生取義爭取人權的香港人,而去支持中國共產黨只因其聲稱自己是「共產主義者」。
人權自由是人類文明近百年來的基石,中國共產黨的行為,與絕大部分我們珍視的政治價值並不相容。在任何情況下,我們都不可能支持一個獨裁的殺人政權。
Recently, in the German Bundestag, Stefan Liebich made a few remarks regarding Hong Kong. Mr. Liebeich says his party Der Linke should support their communist friends in Beijing. “Logisch, dass Der Linke Liebich seinen Kommunistenfreunden in Peking wieder den Rücken stärkt.(It is logical that Die Linke Liebich should again support his communist friends in Beijing.)” In my point of view, the Chinese Communist Party is just a party named itself as the “Communist”, what it does in China or in the world is in no way communistic.
PRC is a dictatorship that only takes the expansion of its economic and political power into regard, workers or its people are at its disposal whenever it sees fit. The “Communist” party cares neither about the people, nor the grassroots, it only cares about the economic benefit it gains from its business activities inside and outside PRC. The party leaders are all sitting in their offices with their pockets full of what they gain from exploiting the Chinese workers.
They carry mass surveillance 24/7 throughout China, arrests and detain descendants. Frankly speaking, the CCP is rather right than left.
The Peking Government is not running Communism, but materialism. The only thing the Chinese and the Chinese government worship is the dollar sign, nothing else. They do not take any values or ideology into account. The people are not motivated by values or beliefs, but by the economic benefits they see.
The CCP is not a communist party as Mr. Leibich conceived it is. The CCP is very good at creating the illusion that it represents the Marxist ideas. We should be very careful in examining the differences between those who claim to be communists and those who are communists.
Mr. Leibich also made reference to the history of the Eight-Nation Alliance in the late Qing Dynasty, saying that“ Auch Hongkong ist durch die britische Armee militärisch China abgepresst worden.(Hong Kong has been militarily squeezed out of China by the British army.)” and “Bei aller notwendigen Kritik an der chinesischen KP sagen ich: Es ist gut, dass dieses koloniale Unrecht zu Ende ist. (Despite all the necessary criticism of the Chinese Communist Party, I say: It is good that this colonial injustice has come to an end.)”
It is worth clarifying that during that time of History, China was ruled by the Manchus, who were considered as foreigners at the time. China at the time was not the Republic of China we know today. Therefore, Hong Kong was not military squeezed out of PRC but was being colonized by the British in substitution of the Manchus at that time.
Historically speaking, the successor of the Qing Dynasty is the Republic of China, which later was relocated to Taiwan due to the Civil War between 1927 and 1949. And Mr. Leibich’s claim that it is good that colonial injustice has come to an end is inaccurate, too. In this case, Hong Kong, ought to be returned to Taiwan (the Republic of China) but not China (People’s Republic of China), to end the colonial injustice.
What is more, Hong Kongers were supposed to be able to exercise our right to self-determination and really being able to be free from colonialism. Yet Hong Kong was actually removed from the U.N. list of Non-Self-Governing Territories upon PRC’s request.
And clearly, under PRC’s rule, injustice is more than just apparent in Hong Kong currently. Mr. Leibich’s remarks of “despite all the necessary criticism of the Chinese Communist Party”, I truly hope that he is not suggesting that one would neglect the millions of ethnic minorities being detained in re-education camps, those who died in the JuneForth Masaccare, the two young Hong Kong boys who were shot by live rounds, the Chinese who were placed under surveillance 24/7 and all my fellow Hong Konger who are fighting for fundamental rights with their lives, but support the CCP’s action because it claims to be a communist party.
I see of no reason, why anyone should support a dictatorship that would brutally murder its own people. CCP is totally going against what most political ideologies in the world stand for, and I do believe we can all agree on the fundamental rights of all members of the human family that ought to be respected as that is the foundations of human civilization.
