我與市府參訪團拜會馬賽市政府，與負責歐洲地中海計畫業務的第一副市長堤安(Dominique TIAN)及博論副市長(Roland BLUM)交流港灣城市轉型經驗。
拜會中堤安副市長提起20年前舊港區嚴重衰敗，佈滿廢棄工廠與倉庫，並有高牆與市區阻隔。馬賽市府提出國家級的歐洲地中海計畫，獲得中央大力支持，雖然中央與地方屬於不同黨派，但仍密切合作。
聽完堤安副市長的分享，讓我感受到高雄和馬賽實在太像了！高雄過去也因港市分治與軍事管制，整體空間發展受阻，加上長期南北失衡、資源不均，讓高雄難以擺脫工業港埠及環境污染的難題，因此市府主動提出為期50年的「亞洲新灣區計畫」，推動港灣水岸更新再造，充分顯現舊港區轉型的成效與方向的正確性。 儘管政黨可以不同，但是人民的幸福與城市的未來，中央與地方都必須加以思考，並且攜手合作。正因為全球港灣城市多面臨相似的難題，透過國際平台交流有助於經驗的分享與傳承，這正是高雄舉辦「2016全球港灣城市論壇」的目的。
接著，我們也拜訪總部設於馬賽，世界第三大航運集團—達飛航運（CMA CGM）執行長梭藍(Farid T. Salem)，瞭解航運業界如何參與港區再造計畫。達飛航運表示對高雄港的整體發展十分感興趣，希望不久的未來有機會到高雄投資，參與高雄港的開發營運。我向馬賽市政府及達飛航運提出邀請，期望明年能在高雄主辦的「全球港灣城市論壇」再次見面。
