Excellencies, Distinguished Guests, Ladies and Gentlemen,
I must thank you World Policy Institute for providing me an opportunity to share my thought on the challenges that revolve around the economic, regional and global implications of how Thailand will make its way through a period of transition and change.
We all know that no society in the twenty-first century can sustain any form of “progress” in the well-being of its people without at least two basic foundations:
The first one is political stability. The second one is the ability to create economic activities that allow growth and readiness to shift its creativities to sustain wealth.
Ladies and Gentlemen,
Let me tell you the tale of the two cities, which is not written by Charles Dickens. It is the tale of parallel progress of Washington D.C. and Beijing. Each has its own history, pain and loathing. As the years go by, the two cities have been seen as rivals which offers competing models for growth and prosperity.
One is Free Market-Capitalism with the so-called “Open Democracy” as the foundation of its economic model. The other one is State-Led Capitalism with the central control system by one party.
Both of the models have proven to be successful in a very dramatic way from the past to the present. Admitting that the Chinese model was fitting to the change of attitude among the leadership of the country at that time, in parallel with the change of economic model in the West, in which the definition of “free trade” benefits China’s shifting position from a close market to a semi-open market.
But we must admit also that both models are now having to adjust itself to the new reality; the reality of dramatic change in speed and character of technology for industrial production; the change from “a country-based product” to “network of global design, global sourcing,and global production for just one product”. This extraordinary change upends the “normal” internal economic adjustment of the country and made it very difficult to find a simple economic adjustment.
We must recognize that advancement in the wealth management technique and technology also upend the normal linkage between capital and changes in production. However, we probably agree, that one common threat for survival in this present so-called “New Normal” is either you have the ability and willingness to change or you don’t. Thailand, like the other countries, cannot get away from this New Normal in the international context.
Ladies and Gentleman,
There is a tale of a poor English teacher in China who soared to the list of the world’s wealthiest people. He neither built a big factory nor invested in any production facility. But, people paid for his service simply to reach the network of supply and demand on a grand scale. I believe, he must feel thank you to the internet.
Ladies and Gentleman,
Amid the global economic slowdown, the pattern of trade has significantly changed. Due to the development of information technology infrastructure and increasing number of population who is able to access to the internet, e-commerce has become a new engine that sustains growth for both developed and developing economies. According to UNCTAD’s report last year, the value of global business-to-business (B2B) e-commerce in 2013 exceeded $15 trillion USD. While global business-to-consumer (B2C) e-commerce still accounted for an estimated $1.2 trillion USD, this segment has grown at a rapid pace; especially in the Asia and Oceania region where B2C segment is expected to surge from 20 to 37 percent between 2013 to 2018. Due to the incremental growth of cross-border e-commerce trade, international postal deliveries of small packets and parcels have risen by 48 percent between 2011 to 2014 globally.
For both Asia and the West, I believe these numbers provide us with clues for the new growth opportunities where “access to networks” is the key: meaning, the networks of consumers and factors of production across geographical boundaries. Unlike the economy of twentieth century when “access to centers” is the rules of the game, today, businessmen who do not have big factories and are not the owners of multinational corporations, can manage to reach and satisfy the needs of their customers worldwide through networks of production and distribution with an assist of the new communication technology. Today’s economy is increasingly decentralized. Consumption and production are more and more dispersed. We could imagine that an American producers can sell their products online directly to consumers in the western part of China without having to spend business hours in Beijing or Shanghai. Vice versa, a Chinese producer can bypass New York to offer their products to customers in New England and Mid-Atlantic states. The network economy has provided the people, both in small and large businesses, with the ability to produce and access to consumers at lower costs. We, as a global community, must put special emphasis on how each country can invest and share risk with the people to create growth collectively.
Ladies and Gentleman,
Another tale is about the rebirth of a road that nobody cares since the Portuguese discovered a possible sea route from Europe to Asia. The Portuguese did offer an alternative trade route with substantial margins for the goods carried. Although you might lose half of the cargoes on the way, you still did not lose your shirt. Since the demand for spices were overwhelming, the merchant marines heavily charge everybody.
Ladies and Gentleman,
The heavy-load transport through the sea has been with us till now, and the land routes from Asia to Europe have been neglected. If the world’s economy is thriving like the good old days, probably, not so many people would be interested in finding an alternative in life. But, since the situation goes awry, I believe, any country should consider all possibilities.
Ladies and Gentlemen,
Today, there are two major initiatives that, I think, have great potential to accelerate growth and leverage “quality of growth” that brought into being by the emergence of network economy. One is the China-led “One Belt, One Road” (OBOR) plan to develop transport and logistics connectivity encompassed some 60 countries, which include about 50 percent of the world’s GDP. And, the other is the US-led Trans-Pacific Partnership Agreement (TPP) between 12 Pacific Rim countries, which account for more than 40 percent of the world’s GDP. I have not seen these two initiatives as antagonistic, but rather a kind of two parallel processes that, at a certain point, will create mutual economic benefits for Asia and the West.
We must overcome the stereotype that perceive China and the US as merely the two opposing political superpowers. In reality, the economic development during the past decade has shown us how far these two major economies are interdependent. China is the largest foreign holder of US government securities with $1.24 trillion USD worth. With the total trade volume of $521 billion USD in 2014, the US is China’s biggest trade partner. Total US foreign direct investment (FDI) in China stood at $65.77 billion USD at the end of 2014, while the Chinese FDI in the US is estimated to have reach $11.9 billion USD.
Given this interdependence in mind, I believe Southeast Asia- the region that sits in between the two great initiatives of the two major economies- must put special emphasis on how to enhance the mutual economic benefits with its counterparts. For Southeast Asia in the twenty-first century, the geopolitics should be about how to reinforce the networks of wealth creation for the people that stretch across national and regional borders.
Ladies and Gentlemen,
Let me tell you the last tale about a Thai restaurant. No matter how many times the master chef tries to teach his protege, the young man keeps making mistakes in mixing the ingredients. Customers are kept waiting, hungry and mad. Once the customers are served, half of them get diarrhea afterward. The moral of this tale is one must make the written recipe right.
Ladies and gentlemen,
While some people may underline the unique characteristics of Thailand in terms of its history and developmental path, the country itself cannot avoid to come to terms with the global challenges of the twenty-first century. For half a century, the Thai economy has incrementally integrated into global economy. Values of Thailand’s exports per GDP and FDI in the country have shown us clearly how far the growth of Thai economy has been interwoven with the fate of global economy.
Against this context, we shall consider Thailand’s draft constitution with a very simple question: will the latest draft constitution “enable” the country to grow and become stronger in the present world? Or, will the latest draft constitution provide Thailand with a sufficient institutional infrastructure for investment, production, cooperation, and businesses?
Ladies and Gentlemen,
Due to the framework set out by the latest draft constitution, it is difficult to foresee a government that is responsive to the people and the challenges of the twenty-first century. According to the new draft, the 200-seat upper house, or Senate, will be appointed by the so-called “experts”. The Senate will also have greater powers to block legislation. Regarding the Constitutional Court, its scope of jurisdiction will be expanded. The Court will have the power to examine cases based on petitions filed directly by individuals, without the requirement that an actual dispute being brought by political organs or other courts.
If we consider the doctrine of separation of powers as the foundation for growth and stability, the critical issue that we shall examine is whether the judicial power will trespass the provinces of legislature/ and executive or not? For a government to be able to manage the economy against the global slowdown, I do hope that there will be no over-enforcement of the judicial power. Experiences of several countries show us that, if unchecked, judicial review can be inappropriately used as “delaying tactic”; thus, in turn, become an impediment to economic policy implementation.
Ladies and Gentlemen,
I believe that the foundation for the country to create growth and prosperity is to build trust in the global community. The constitution shall protect the rule of law and provide at least a minimum level of freedom of speech that facilitates economic cooperation between the people and the global community. Trade and investment cannot flourish if there is no certain degree of confidence provided by the rule of law. Against the transition and change, Thailand must reevaluate its strength and weakness. The country shall find a sensible way to regain its political stability and economic dynamism. I have only proposed the way of how should we think of the phenomena that is the world today.

โดยกว่าครึ่งของพื้นที่ทั้งหมดนั้นเป็นการทำเหมืองแร่ดีบุก
และการที่อุตสาหกรรมนี้ต้องการแรงงานอย่างมาก จึงมีชาวจีนจำนวนมากเดินทางเข้ามาทำงานที่ภูเก็ต
ต่อมาจักรวรรดิโปรตุเกสได้เดินทางมาทำการค้ากับประเทศในแถบเอเชียตะวันออกเฉียงใต้ พร้อมทั้งเอาศิลปะ วัฒนธรรม และสถาปัตยกรรมเข้ามาด้วย เมื่อมาผสมผสานกับศิลปะ วัฒนธรรม และสถาปัตยกรรมของชาวจีนที่อาศัยอยู่ ทำให้เกิดสถาปัตยกรรมชิโน-โปรตุกีส ที่ภูเก็ตขึ้น
อุตสาหกรรมเหมืองแร่ดีบุกนั้นมีความสำคัญต่อภูเก็ตมาจนถึงปี 1980 ก่อนที่จะเริ่มเสื่อมคลายลงเนื่องจากกฏระเบียบด้านสิ่งแวดล้อม
แต่หลังจากนั้น อุตสาหกรรมใหม่ก็ได้เติบโตขึ้นในจังหวัดภูเก็ต นั่นก็คือ อุตสาหกรรมการท่องเที่ยว..
รู้ไหมว่า ในปัจจุบันภูเก็ตเป็นจังหวัดที่มีจำนวนชาวต่างชาติเข้ามาอาศัยเพิ่มขึ้นกว่าเท่าตัว ในรอบ 10 ปีที่ผ่านมา
ปี 2009 จำนวนชาวต่างชาติ 37,338 คน
ปี 2019 จำนวนชาวต่างชาติ 77,793 คน
ขณะที่เศรษฐกิจและการท่องเที่ยวที่เติบโตของภูเก็ต จึงทำให้รายได้ต่อหัวของประชากรในภูเก็ตเพิ่มขึ้นอย่างต่อเนื่อง
ปี 2010 รายได้ต่อหัวของประชาชนต่อปีเท่ากับ 186,737 บาท
ปี 2017 รายได้ต่อหัวของประชาชนต่อปีเท่ากับ 388,559 บาท
วันนี้ภาพของภูเก็ตคือ 1 ใน 22 เมืองหลักของประเทศและเป็นหนึ่งในจังหวัดที่สำคัญของการท่องเที่ยวของไทย
ปัจจุบัน ท่าอากาศยานนานาชาติภูเก็ต เป็นสนามบินที่มีผู้มาใช้บริการมากสุดเป็นอันดับที่ 3 ของประเทศ รองจากท่าอากาศยานนานาชาติสุวรรณภูมิ และดอนเมือง โดยในปี 2019 มีจำนวนผู้โดยสารมาใช้บริการจำนวน 17.8 ล้านคน
ในปี 2019 จำนวนนักท่องเที่ยวต่างชาติทั้งหมดที่มาเมืองไทยนั้น 27% จะเดินทางมาที่ภูเก็ต
ปี 2018 จำนวนนักท่องเที่ยวต่างชาติ 10.3 ล้านคน มีรายได้จากการท่องเที่ยวจากนักท่องเที่ยวต่างชาติ 397,000 ล้านบาท
ปี 2019 จำนวนนักท่องเที่ยวต่างชาติ 10.6 ล้านคน มีรายได้จากการท่องเที่ยวจากนักท่องเที่ยวต่างชาติ 419,000 ล้านบาท
พอเรื่องเป็นแบบนี้
ทำให้ภูเก็ตนั้นมีรายได้จากการท่องเที่ยวจากนักท่องเที่ยวต่างชาติถึง 22% ของรายได้จากการท่องเที่ยวจากนักท่องเที่ยวต่างชาติของไทยทั้งหมด
พูดง่ายๆ ว่า ถ้าการท่องเที่ยวของภูเก็ตมีปัญหา จะสะเทือนถึงการท่องเที่ยวในภาพรวมของประเทศไทยอย่างแน่นอน
และตอนนี้การระบาดของ Covid-19 ตั้งแต่ปลายปี 2019 กำลังส่งผลกระทบอย่างหนักต่อจังหวัดภูเก็ต
เดือนกุมภาพันธ์ ปี 2019 จำนวนนักท่องเที่ยวมาภูเก็ตเฉลี่ยต่อวัน 19,085 คน
เดือนกุมภาพันธ์ ปี 2020 จำนวนนักท่องเที่ยวมาภูเก็ตเฉลี่ยต่อวัน 11,850 คน
จำนวนนักท่องเที่ยวที่ลดลงไป 38% ในตอนนี้
ทำให้ธุรกิจโรงแรม ธุรกิจขนส่ง ธุรกิจร้านอาหาร ร้านค้าและสถานที่ท่องเที่ยว กำลังเดือดร้อนอย่างหนัก หลายธุรกิจกำลังขาดสภาพคล่อง และเกิดความเสียหายทางเศรษฐกิจต่อภูเก็ตอย่างมาก
ที่ผ่านมาภูเก็ตเจอกับหลายเหตุการณ์ร้ายแรงที่ส่งผลกระทบต่อการท่องเที่ยวของจังหวัดอย่างมาก
ตั้งแต่โรคซาร์สในปี 2002 เหตุการณ์สึนามิในปี 2004
แต่ภูเก็ตก็สามารถฟื้นตัวจากวิกฤตได้และการท่องเที่ยวก็กลับมาฟื้นตัวได้เสมอ
เหตุการณ์โรคระบาดที่กำลังเกิดขึ้นในครั้งนี้ก็เช่นกัน ที่ทำให้ภูเก็ตกำลังเจอความท้าทายอย่างหนัก
แต่ด้วยศักยภาพของภูเก็ตทั้งการมีชายหาดที่สวยงาม มีจำนวนโรงแรมที่มีศักยภาพในการรองรับนักท่องเที่ยว รวมทั้งมีแหล่งท่องเที่ยวและแหล่งชอปปิงที่มีชื่อเสียงหลายแห่ง
พวกเราคนไทยทุกคนเชื่อว่า
อีกไม่นานภูเก็ตจะกลับมาต้อนรับนักท่องเที่ยวต่างชาติจำนวนมาก เหมือนที่ผ่านมา..

In the past, tin mining was one of Phuket's important economic activity.
By over half of the whole area is tin mining
And the industry desperately needs labor, so a lot of chinese people come to work in Phuket.
The Portuguese Empire traveled to trade with Southeast Asia and mixed with art, culture and architecture in combination with the arts, culture and architecture of Chinese residents, making Chino-produces architecture in Phuket.
The tin mining industry was important to Phuket until 1980 before it started decreasing due to environmental regulations.

Today, the photo of Phuket is 1 of the 22 main cities of the country and is one of the important provinces of Thai tourism.
Phuket International Airport is currently the 3nd largest airport in the country. Secondary from Suvarnabhumi International Airport and Don Mueang. In 2019, there are 17.8 million passengers to service.
In 2019, the total number of foreign tourists in Thailand 27 % will come to Phuket.
Year 2018, the number of 10.3 million foreign tourists earn money from foreign tourists 397,000 million baht.
Year 2019, the number of 10.6 million foreign tourists earn money from foreign tourists 419,000 million baht.
When things are like this
Make Phuket earn 22 % of foreign tourist tourism income from all Thai foreign tourists.
It's easy to say that if Phuket's tourism has a problem, it will surely be a tourism in Thailand's overview.
And now the Covid-19 outbreak from the end of 2019 is making a big impact on Phuket.
In February 2019, the average number of 19,085 travelers come to Phuket.
In February 2020, the average number of 11,850 travelers come to Phuket.
The number of tourists is down to 38 % now.
Hotel business, transportation business, restaurants, shops and attractions are in trouble. Many businesses are missing liquidity and economic damage to Phuket.
In the past, Phuket has experienced many serious events that greatly impact the tourism of the province.
Since SARS in 2002, Tsunami incident in 2004
But Phuket can recover from crisis and tourism can always come back to recovery.
This upcoming plague event is the same that makes Phuket going through a heavy challenge.
But with the potential of Phuket, having beautiful beaches, there are a number of hotels that have the potential to support tourists, including several famous attractions and shopping areas.
We all Thai people believe that
Soon Phuket will be back to welcome as many foreign tourists as before..

Welcomed another foreign visitor to the Istana today. Despite the ongoing pandemic, it’s a good feeling to return to some semblance of normalcy.
Had a fruitful meeting with Communist Party of China Politburo member and Central Commission for Foreign Affairs Office Director Yang Jiechi. As you would expect, we discussed our respective COVID-19 situations. Despite the pandemic, both sides have kept up contacts through phone and video calls. Singapore and China had earlier agreed on a “fast lane” for essential business and official travel between both countries. At the moment this covers six Chinese provinces and municipalities, and hopefully this list will grow if the situation stays under control.
This year marks the 30th anniversary of Singapore-China diplomatic relations. Our ties with China are substantial and multi-faceted. I am confident that by working with each other and with the international community, we can make more progress in the post-COVID world. – LHL

Sandworms cleaned, prepared, and cooked with young chives.
Sipunculus nudus is a species of unsegmented marine worms, also known as peanut worms. The body of the adult worm is around 15 centimetres (5.9 in) in length but can reach up to 25 cm (9.8 in) in some cases.
The worm is commonly found on subtidal zones of sandy shores to seabeds 900 metres (3,000 ft) in depth in temperate or tropical waters. The worm hides in sand burrows which it makes by itself during the day and may extend its tentacles out of the burrow to feed at night. Its diet consists of plant or animal tissue fragments and any surrounding sand it may ingest with it.
In particular, S. nudus is collected, cleaned of its innards, and eaten as a delicacy in some areas such as Vietnam where it is sometimes used to cook pho stock. S. nudus is also considered nourishment food for the royal family. The Vietnamese gather S. nudus in islands in Quang Ngai. It is also sold and exported as a dried seafood product.
The worms are also consumed in the southern Chinese provinces of Guangdong, Hainan, Guangxi, and Fujian. The worms are local delicacies in Beihai, Guangxi, where Běihǎi shāchóng (北海沙虫, lit. "Beihai sandworm") is cooked by various methods. In Xiamen, Fujian, the species is called tǔsǔn (土笋, lit. "earth bamboo shoot") and served as a gelatin (土笋凍) in local restaurants.

In Indonesia, a pig roast is called babi guling, babi panggang or babi bakar; however it is rarely found in Indonesia, except in non-Muslim majority provinces, such as Hindu Bali and Christian Batak lands in North Sumatra, Minahasa people of North Sulawesi, Toraja in South Sulawesi, Papua, and also among Chinese Indonesians. In Bali, babi guling usually served with lawar and steamed rice; it is a popular dish in Balinese restaurants and warungs. In Batak people's tradition, babi guling is a prerequisite in wedding offerings for the bride's family. In Papua, pigs and yams are roasted in heated stones placed in a hole dug in the ground and covered with leaves; this cooking method is called bakar batu (burning the stone), and it is an important cultural and social event among Papuan people.
In various Chinese communities (especially in Southern China), a pig roast known as siu yuk is purchased for the sake of special family affairs, business openings, or as a ritualistic spiritual offering. For example, a tradition is to offer one or several whole roast pigs to the Jade Emperor to celebrate a Chinese film's opening with a roast pig; the pig is sacrificed to ward off evils in return to pray for the film's success. One garnish used to make the dish look more appealing is a circular slice of pineapple and cherry and is often placed in a red box for luck.
A pig roast or hog roast is an event or gathering which involves the barbecuing of a whole hog. Pig roasts in the mainland Deep South of the United States are often referred to as a pig pickin', although roasts are also a common occurrence in Puerto Rico and Cuba as well as the non-mainland US state of Hawaii (a luau), with roasts being done in the mainland states by descendants of other areas. A Pig roast is traditional meal in Serbia and Montenegro, often prepared for celebration events and family fests, and it can be usually find on the menu of traditional taverns and bars - kafana.
The tradition of the pig roast goes back millennia and is found in many cultures. There are numerous ways to roast pork, including open fire rotisserie style roasting, and "caja china" style box grilling. Many families traditionally have a pig roast for Thanksgiving or Christmas. In Miami and other areas with large Cuban, Puerto Rican, Honduran or other Caribbean populations pig roasts are often held on Christmas Eve by families and friends whereas families from Hawaii often hold a roast on memorial day.
Pig roast (lechon asado) is a part of Puerto Rico's national dish and is usually served with arroz con gandules. In Puerto Rico, pig roasts occur year round, but happen in greater frequency as part of New Year's Eve celebrations and especially Christmas. In the Dominican Republic, "puerco a la puya" is a traditional part of the Christmas Eve meal.
In the Philippines, the roasted pig is referred to as lechon baboy. It is traditionally prepared for Christmas celebrations but is also commonplace at birthday parties, weddings, debuts, and family reunions.
In the UK, the tradition of pig roasting, which is more commonly known in the UK as a Hog Roast, is popular on many occasions, particularly parties and celebrations.
In Spain, the locals call this a suckling pig or a "lechon asado". Hog roasts are becoming more popular across Spain and more so in Southern Spain due to the ex-pat community .
In a Hawaii-style pig roast, a large pit is typically dug into the ground and lined with banana leaves, as lava rocks are heated over an open flame until they are very hot. The heated rocks are placed into the pit, and a seasoned pig is placed inside and covered with additional banana leaves, which serve as insulation and for flavor.
In an American Cuban-style pig roast, the "caja china" is the most commercially popular method by which to roast a whole pig. In its more traditional form, a roasting box is commonly fashioned above ground out of concrete blocks and steel mesh. Another popular method is to use a pig roasting box, the oldest and best known brand of which is "La Caja China." It usually takes four to eight hours to cook the pig completely; the pig is often started "meat-side" down, and then is flipped one time once the hog has stopped dripping rendered fat. When the cooking is complete, the meat should ideally be tender to the point of falling off of the bone.
