I spent a few days with my younger brother and mom in Hong Kong, a city she loves but has not visited in decades.

It was in the twenties before we came but it became a balmy thirty-four degrees Celsius when we landed.

Not for mother the glitzy and touristy attractions. No, mom sought out the wet markets of Nathan Road, and made us take her to the grungiest, grimiest bits of Hong Kong we could find.

Mom grew up in Chinatown, Singapore, so she was in her element here. We helped to carry her marketing, like dried seafood. If she could cart fresh meat and fish past customs, she would have bought the entire wet market too.

She also insisted on visiting Wing On Department Store and even though the brother and I thought it was very OG, it turned out to be quite well-stocked with decent brands.

We made a side trip to Chueng Chau island, and visited my 堂兄 (paternal cousin) in Discovery Bay.

At Cheung Chau, they were preparing for the Cheung Chau Bun Festival on their Vesak Day. My brother and I purchased matching fedoras because we were vain. It turned out to be the best decision we made, because of the heat and sun.

We took a bumboat to see a temple there, because mom is a temple nerd. Every temple also must see.

On the last day, mom wanted to see The Ten Thousand Buddhas Monastery in Sha Tin. In the mad heat and humidity, we climbed the hill. Only to realize it was the wrong temple. It was the Po Fook Ancestral Worship Halls next door.

Guagua.

It was still a lovely view from up there, but down the hill we went, to look for the right trail of Golden Buddhas. We did find it, but halfway up the hill, I decided the heat and exertion would be too much for my 76-year-old mother to reach the top, and declared Exercise Cut.

So we only managed to see One Hundred Buddhas.

It was great for spend time with my younger brother and mom, but next time I’m going to come to Hong Kong in a cooler season.

A few months ago, Hong Kong-ers are talking about which mask best guards us from teargas, after 7 months, we are still discussing about mask, but now about which one can guard us against a new pneumonia originating from Wuhan, China.

The deadly new coronavirus outbreak remind us of SARS in 2003, started in the Chinese city of Wuhan, and has entered the stage of transmission among families and hospital, it is a full-blown community epidemic. We are all terrified because this new virus reminds us of how the Chinese government covered up the severity of SARS (Severe acute respiratory syndrome) which infected 8,098 people and took away 774 lives across 30 countries in 2003.

In 2003, the outbreak of SARS was traced to the selling of wild animal, like snakes, civet cats and bats in wet markets in China’s Southern Guangdong province, and the first patient was infected after preparing for a meal of chicken, cat and snake, and later infected others. During the initial stages of the outbreak, the Chinese government concealed information from the public, limiting mitigation efforts and exacerbating the spread of SARS.

Chinese government did not notified the WHO of SARS until February 2003, allowing it to flourish and spread to Hong Kong, infecting 1,755 people and took away 299 lives. I was just a kid at the time, I remember school was cancelled and I was staring at the news everyday for updates on infection and death numbers, I can still recall how desperate we were.

Similar to SARS, the Huanan Seafood Market, which sells meat is sold alongside live animals like dogs, hares, and civets, in Wuhan is thought to be the starting point for the virus outbreak. A week earlier, Chinese government claimed the outbreak of the Wuhan-virus was “preventable and controllable” and this week it was forced to admit that the virus was able to spread person-to-person and there are cases of infection were reported by people who never set foot in Wuhan. However, Chinese were being arrested by authorities and were accused of spreading rumours about the Wuhan-virus, despite it was officially acknowledged.

More worryingly, the Chinese authorities have decided to shut down outbound transportation from Wuhan on Thursday morning, citizens of Wuhan were rushing to leave the city by trains or airplanes to go to other cities or countries despite having fever or other symptoms of pneumonia, suggesting a massive outbreak is imminent.

There are cases of Wuhan-virus infection reported in Hong Kong, Taiwan, Singapore, the US and France, scientists suspected that there may be 1,000 to 2,300 actual infections since December 2019, which are significantly higher than those 550 confirmed cases released by Chinese government so far. It is very likely that the Chinese government attempts to cover up the Wuhan-virus. It is the most irresponsible thing a government can do to its people and other states in the world. Lives of citizens and medical personnel are at stake because of the Chinese government’s attempt to cover up the severity of the virus, instead of protecting them.

It worries me to see this highly contagious Wuhan-virus have infected people in Europe, and I fear there will be more cases after Lunar New Year as many Chinese students will travel back to Europe from China after the holidays, increasing the risk of the virus being transmitted into Europe.

To protect yourself and your community from this epidemic, please wear a mask in public. The last thing I’d like to see is another similar outbreak of disease like SARS in anywhere in the world.

//政府早前宣布，所有由大陸來港的人都要強制檢疫。原來，所謂強制並非真的強制（compulsory、mandatory），而係靠自律（self-discipline）。

事實是，抵埗之後即可以自行乘車離開，基本上去哪兒都沒問題。After arrival, you can take any transport to go home or practically any other destination, unguarded.

《明報》有這樣的相關報道：「有人明言不會遵守檢疫令，照常上班；另有夫婦返家途中到街市買菜，未有於兩小時限期內返抵住所。」Some made it clear that they wouldn’t comply with the quarantine order, and would go back to work as usual; there was also a couple who went shopping at a wet market on their way, failing to get home within the two-hour time limit.

有官員解釋：It’s quarantine, not isolation，是檢疫，不是隔離。如此說來，所謂強制檢疫（mandatory quarantine），說到底不過是自律隔離（ self-disciplined isolation）罷了。也即是說，整個機制形同虛設：It's a sham mechanism.

Sham，a thing that is not what it is purported to be，並非如聲稱中真實的東西，一般會譯做虛幻，可作名詞或形容詞。另例：

* Hong Kong's pro-democracy protesters call the "one country, two system" promise a sham. 香港的民主抗爭者認為一國兩制承諾只屬虛幻。

視乎上文下理，用英文講形同虛設，另一些選擇是：

* It's a mere pretence. 不過是裝個樣子。
* It's a feigned setup. 這是一個騙局
* It exists in name only. 亦即等於中文的「有名無實」。

面對一場嚴重疫症，林鄭政府的取態給詬病為not preventive（ 非防禦性），not even interactive，甚至不是互動的，而是純粹reactive、passive（被動的）。出事了，就去回應、籌措一下，惹來一些嚴厲批評。《彭博商業周刊》網站一篇評論Hong Kong Is Showing Symptoms of a Failed State 有這兩句話：

* A fragile state is usually defined by its inability to protect citizens, to provide basic services and by questions over the legitimacy of its government. 脆弱政權的一般定義是：未能保護公民、未能提供基本服務，以及管治合法性受到質疑。

* After an epidemic and months of poorly handled pro-democracy demonstrations, Hong Kong is ticking most of those boxes. 經過一場疫症及連月來處理民主抗爭的失誤，香港政府符合大部分條件。

這篇評論的附圖，見一家超市內的貨架都被一掃而空，文字說明道：It's not Kinshasa or Caracas. But it doesn't look much like a global financial centre either.這不是（剛果首都）金沙薩，也不是（委內瑞拉首都）加拉加斯。但看起來也不像世界金融中心（香港）。//
