超大型貨櫃船之"罩門"

商人追錢,立法者追(規範)商人,三者繞圈追著跑,永遠追不上!
自從船東們發現亞歐線20,000teu的貨櫃船比14,000teu的貨櫃船,在成本上有USD500/teu的優勢之後,就有人開始對22,000teu的ULCs連下9條訂單.

法令趕不上實際!在全球超大型貨櫃(ULCs)兩個有關"安全"的議題上:
(1)虛報或謊報貨重,導致船舶縱向結構之強度不足,進而導致斷裂.雖然SOLAS隨後以VGM之規定(貨櫃之過磅取證),NK船籍協會也以加強縱樑作為彌補,但實際效果仍有待實戰之驗證.
(2)火災. 多數問題是出在貨物代理業對於貨品之認知與申報
生活中我們經常用的東西，比如手機電池、卸妝水、修正液、染髮噴霧劑、指甲油、打火機等，雖然未必含有有害物質，但是卻都屬於危險品。　多數乒乓球是用一種叫“賽璐珞”的易燃材料做的，屬於4類危險貨物，這類乒乓球不僅易燃而且燃燒速度非常快！賽璐珞裡面硝化纖維佔了70%，而硝化纖維是製作TNT炸藥的原料！ “賽璐珞”材質的乒乓球熔點僅為110℃，一塊放大鏡就能點燃，從點著到猛烈燃燒僅需幾秒，而且燃燒時像噴火一樣。運輸這類乒乓球一定要進行危險貨物申報！
重點在於:貨櫃船在大洋,沿岸,或港口中發生火災時,因為甲板貨太高,消防船水柱之揚程已追趕不上頂層甲板貨之高度,所以在大洋中或是近岸航行發生火災時,就靠老天爺了.
(3)我的感覺,船上火災還是要靠船員自己救
10月3日,一艘由 Tanjung Pelepas開往鹿特丹的超大型貨櫃船"MSC London",長度/399米,總噸位/176490,船寬/54米,在西班牙外海甲板貨起火!
船員海上救火三原則: 宜早(瞭望仔細);宜快(平時多演練);宜全力(殺雞必用牛刀).
問題是"工具夠不夠"(這就是需要IMO在SOLAS中另章規範),機艙中超大型幫浦,加上主甲板上的加壓幫浦,及覆蓋全船的"滅火槍". 以目前的工程技術來說,救火設備之不足,應該是不為,而不是不能.
