哈佛大學的Graham T. Allison、艾利森教授，是政治與國際關係理論家，曾提出修昔底德陷阱 (英語：Thucydides's Trap) 一詞。
曾擔任美國總統隆納·雷根國防特別顧問，之後於美國總統比爾·柯林頓任內擔任國防計畫助理部長。 近幾週，教授分別見了季辛吉、中共副總理劉鶴，前美國防部長馬提斯；我們規劃這個視訊會談一陣子，昨天很高興看到教授與市長，能夠坐下來交換重要意見。艾利森教授說，針對中美貿易，相信在收放的過程，很快的會得到第一階段的協議；他也說到、儘管季辛吉前國務卿對中美雙方關係非常不樂觀，但是也認為應該會有第一階段的deal；但智利放棄主辦APEC峰會，影響中美領袖會晤的計劃，是比較令人訝異，不過這應該不會影響達到第一階段的妥協。
教授並不認為、貿易戰是中美衝突的重要核心，包含科技、軍事文化競爭等等，霸權的挑戰才是核心。這部分，教授有提到他書中整理的多項霸權衝突以及強調，未已戰爭結束的衝突的重要性。
會中也談到北韓增進的核投射能力，台灣與朝鮮半島皆為潛在衝突熱點。
我們都歡迎穩健的外交政策，也清楚認知中國威脅、軍事能力已遠遠超越教授在五角大廈任職時，所知道的狀況；當時教授非常贊成派遣航母艦隊防衛🇹🇼。追求現狀不破壞，加強與美的合作、資訊交換，都會是我們努力的目標。
最後，我們誠摯歡迎哈佛大學與台北更多機構加強關係，希望有更多傑出哈佛校友來台研北的機構研究、實習、以及就業；當然，我們也希望更多學生能夠有機會到世界的學術殿堂學習以及就業！
Yesterday, I hosted a video conference between my team and Harvard Professor Graham T. Allison, author of The Thucydides Trap and prominent US-China relations scholar whose views are often sought by US government agencies and media. We exchanged views on China-Taiwan relations and the impact on Taiwan of the US-China trade disputes
The Taipei City Government and Mayor Ko will contine to engage with policy experts around the world to help make Taipei City a great place to live, work and invest.

Ayer organicé una videoconferencia con mi equipo y el distinguido Profesor de Harvard Graham T. Allison, autor de de “La Trampa de Tucídides”, y prominente catedrático de las relaciones sino-estadounidenses, cuyos puntos de vista han sido tradicionalmente solicitados por el gobierno americano y los medios de comunicación. Intercambiamos ideas sobre las relaciones de China-Taiwán y el impacto que tienen para Taiwán las disputas comerciales entre China y los Estados Unidos.
El Gobierno de la Ciudad de Taipei y el Alcalde Ko continuarán creado conexiones con expertos en política pública de todas partes del mundo, para así seguir convirtiendo a Taipei en un excelente lugar para vivir, trabajar e invertir.
