今天在諾魯，發生了一件國際大事！
　　
下午我和諾魯瓦卡（Baron Divavesi Waqa）總統一同前往視察台灣駐諾魯技術團，我只有一個心得要跟大家說：
　　
台灣在世界各地的技術團，都是貨真價實的「台灣之光」！技術團把台灣最驕傲的農業、公衛等專業技術分享給友邦，實質提升來當地民眾的生活水平，絕對是台灣外交工作第一線的尖兵。
　　
技術團的夥伴有專業技術、工作又辛苦，所以從去年開始，我們提升了兩項福利：房屋補助費比照政府單位外放同仁，子女教育補助費也一樣。
　　
這些心意，可能不足以取代技術團夥伴在異鄉的付出，但這是我們應該做的。
　　
駐 #諾魯 的技術團長宜龍，過去曾經在大洋州的 #吉里巴斯 服務五年，在那邊結識了當時外交部外派在當地的美君，兩人交往後又分隔兩地，談起遠距離戀愛。
　　
去年，宜龍來到諾魯，而美君則回到外交部裡服務。
　　
這段跨越太平洋的愛情，在今天有了更進一步的提升，請大家看影片分享他們的喜悅，也記得留言說恭喜喔！

◾️索馬利蘭位於非洲之角，人口約有390萬人，漁業資源豐富，是國際重要漁場，並擁有豐富的石油、天然氣等礦藏資源。

◾️索馬利蘭自1991年宣布獨立以來，已經進行3次總統大選，政治情勢穩定，民主持續深化，與我同為 #民主自由 的 #理念相近國家。

◾️我國自2009年起，與索馬利蘭逐步建立良好的互動關係，雙方在提升海事安全、醫衛及教育等領域進行合作，截至目前為止，我國曾透過 #國合會 友好國家醫事人員訓練計畫代訓23位索馬利蘭醫事人員，目前也有3名索國年輕學生透過 #台灣獎學金 的機制在台攻讀學位。

We're pleased to announce that Taiwan will set up a representative office in the Republic of #Somaliland, which itself will set up a representative office in #Taiwan. This move is aimed at strengthening our cooperative relationship with African nations, particularly in #EastAfrica. The country's foreign minister, H.E. Yasin Hagi Mohamoud, signed a bilateral protocol to this effect while he was leading a delegation to Taiwan in February of this year. The two countries will launch cooperative initiatives on fisheries, agriculture, energy, mining, public health, education and ICT.

Due to the #COVID19 pandemic, arrangements for the establishment of the representative offices are still underway!

Extra Credit:
Somaliland is located in the Horn of Africa and has a population of around 3.9 million. The country's economy is based mainly on livestock and agriculture. Somaliland declared independence in 1991 and has held three presidential elections since then, strengthening its democratic institutions. We have gradually built up friendly relations with the country since 2009, with increasing cooperation on maritime security, medicine and public health and education. TaiwanICDF財團法人國際合作發展基金會 previously trained 23 medical personnel from the country under a cooperative initiative. Currently three young students from the country are studying in Taiwan with scholarships.

Taiwan’s International Cooperation and Development Fund technical missions have seen great results cooperating with local shareholders all around the world, from Southeast Asia, to the South Pacific and even in South America:

- Taiwan’s technical and medical team in #Nauru held a "Seedling Giving and Cooking Workshop" on October 12 at Meneng Hall. More than 30 people took part and H.E. President Aingimea and H.E. Ambassador Wang were there to cheer on the participants.

- #TaiwanICDF responded to #Indonesia’s call for international aid in the wake of the earthquake and tsunami that struck Sulawesi by launching a WASH project with Mercy Corps this February. The project came to an end recently with a joint handover ceremony on October 16 in Sigi Regent, one of the areas with the most casualties. Among some 165 attendees, deputy representative Taipei Economic and Trade Office in Indonesia Peter Lan, Irwin Lapata, head of Sigi regent and Mr. Ade Soekadis, Executive Director, Mercy Corps Indonesia gave speeches to mark the fruitful project that benefited at least 1,000 affected households.

- Taiwan has been working on a Health Information Management Efficiency Enhancement Project in #Paraguay since 2016, aimed at increasing efficiency, which has successfully reduced patient waiting times.
