This intensive four-week exchange program in the United States aims at promoting high-quality leadership, civic responsibility, volunteerism, and respect for diversity. Each year, five Vietnamese high-school students and one teacher (who acts as chaperone) are selected for this program and are joined by similar groups from other Southeast Asian countries. It is designed to enable teenagers, ages 15-17, and teachers to travel to the United States for a program focused on building a sense of community, developing civil society and economic institutions, and recognizing the commonalities among Southeast Asians and Americans.

2. Undergraduate Intensive English Language Study Program (UIELSP)
This program enrolls undergraduate students in the East Asia and Pacific region who demonstrate the potential to become student leaders in an eight-week intensive English Language course at colleges and universities in the United States with a focus on English language acquisition, leadership skill building, and civic education and engagement. It also provides participants with an introduction to American institutions, society and culture.

3. Global Undergraduate Exchange Program (Global UGRAD)
This program provides scholarships for one semester or one academic year of study at a U.S. university. The goal is to provide a diverse group of emerging student leaders, from non-elite and under-represented groups, with a substantive exchange experience at a U.S. college or university, with in-depth exposure to U.S. society, culture and academic institutions. Students are selected based on 1) academic record, 2) leadership skills and potential, 3) community involvement and extra-curricular activities, and 4) English proficiency (minimum TOEFL score of 525 (paper-based) or 70 (iBT).

4. Fulbright Vietnamese Student Program
The Fulbright Vietnamese Student Program is a competitive, merit-based scholarship program which recruits and nominates young Vietnamese professionals for Master’s degree programs at U.S. universities. Approximately 20 to 25 fully-funded scholarships are granted on an annual basis for students in social sciences and humanities. Successful applicants will receive support in university placement and a full scholarship which covers tuition and fees, monthly stipend, round-trip airfare to the U.S. and health insurance. Selection is based on study objectives, work experience, understanding of the chosen field of study, impact potential, leadership, academic excellence and English proficiency.

5. Vietnamese Fulbright Scholar Program
The Council for International Exchange of Scholars (CIES) assists in the administration of the Fulbright Scholar Exchange Program for faculty and professionals. Started in 1998, the Program recruits and nominates Vietnamese scholars for placement by CIES as lecturers and researchers in U.S. universities for terms of three to 10 months. From six to eight scholars from Vietnam travel to the United States on an annual basis.

7. Ambassador’s Fund for Cultural Preservation – AFCP
Since its creation by the U.S. Congress in 2001, the U.S. Ambassadors Fund for Cultural Preservation has provided financial support to more than 640 cultural preservation projects in more than 100 countries. The AFCP shows the depth of the U.S. respect for the cultural heritage of other countries. Ten preservation projects in Vietnam, averaging $20,000 each, have been funded by the AFCP, ranging from intangible heritage such as the Then Music of the Tay minority to tangibles such as pagoda statues, museum collections and historical/architectural monuments. In 2010, a major project ($74,500) was granted to Hanoi Department of Culture, Sports and Tourism to preserve the 18th century O Quan Chuong Gate – the only one of the 16 gates that remains of ancient Hanoi, as a gift from the U.S. Ambassador to the people of Hanoi as the city celebrated its 1000th birthday.

8. Small Grants Program for civil society organizations
The Small Grants Program is designed to assist countries around the world to strengthen democracy, human rights, civil society, and rule of law, and to combat extremism in their countries by making grants of up to $20,000 to local non-governmental and not-for-profit organizations. Proposals must support program activities that promote democratic practices, including civil society, freedom of information and independent media, transparency in government, NGO capacity building, rule of law and judicial reform, civic education, conflict resolution, human rights, ethnic, minority and women's rights.

VEF Visiting Scholar Program (VSP) for Vietnamese nationals, who already hold a doctorate in any of the fields supported by VEF, namely, in the major disciplines of sciences (natural, physical, and environmental), mathematics, medicine (such as, public health), and technology (including information technology). Fields include the basic sciences, such as, biology, chemistry, and physics, as well as agricultural science, computer science, and engineering. Chinese scientists pioneer monkey cloning
中國科學家搶先成功製造出複製猴
Scientists in China have successfully cloned two monkeys, the latest step in the country’s ambition to become a global scientific leader.
中國科學家們成功複製出兩隻猴子,懷著雄心壯志朝成為全球領先科學大國的目標再邁出了最新的一步。
The genetically identical long-tailed macaques born in Shanghai last month, called Zhong Zhong and Hua Hua, are the first primate clones produced through the method that made Dolly the sheep in Scotland in 1996. Their names are a play on the phrase Zhonghua, which means Chinese nation or people.

Although the cloning method, known as somatic cell nuclear transfer (SCNT), is almost routine in mammals such as sheep, cattle and mice, it has been extremely difficult to replicate in primates. Previous efforts with monkeys often resulted in clones that did not develop properly as embryos or died shortly after birth.

Now that SCNT cloning has been achieved with primates, human cloning is possible, said authors of the study, which is published in the journal Cell.

“The technical barrier is now broken. In principle [this method] can be applied to humans,” said Mu-ming Poo, a co-author, from the Chinese Academy of Sciences Centre for Excellence in Brain Science and Intelligence Technology. But, he added, “we cloned [the macaques] to produce animal models useful for medicine, for human health. There’s no intention for us to apply this method to humans.”

SCNT involves replacing the nucleus of an egg cell with DNA from a differentiated body cell such as skin. This reconstructed egg develops into a clone of the DNA donor.

In 1999 US researchers at the Oregon National Primate Research Center produced a live cloned rhesus monkey, named Tetra, through embryo splitting — a simpler process that occurs naturally in identical twins but cannot generate more than four clones at a time.

In principle, SCNT can produce a larger number of clones from the same donor, which could help medical research by generating genetically uniform groups of monkeys with specific characteristics.

The team at the Chinese Academy of Sciences’ Institute of Neuroscience in Shanghai failed in its efforts to produce healthy clones from adult cells but succeeded with fibroblasts — connective tissue cells — from a macaque foetus.

The researchers not only replace the DNA sequence but also make sure the sequence expression of certain genes and the amount of that expression are co-ordinated so they are in the right place at the right time,” said Gang Fang at New York University Shanghai. “That’s quite difficult.”

The study raises concerns about animal ethics in China, which has less rigid testing regulations than many other countries, though the researchers followed guidelines for animal research set by the US National Institutes of Health. Dr. Poo is encouraging scientists internationally to discuss the issue. “We are very aware that future research using non-human primates anywhere in the world depends on scientists following very strict ethical standards,” he said.

The cloned macaques are examples of the way skyrocketing Chinese state funding of basic research is yielding significant advances in fields ranging from quantum computing to biology.

Chinese state-led funding of basic research — science that has no immediate commercial applications — increased to $10 billion in 2015. While that number is about one-quarter of US federal spending on basic research, it represents a vast increase from the $3.9 billion in total state science funding four years earlier, according to China’s National Natural Science Foundation.

She has appeared on numerous TV shows in Taiwan, and her album was strongly recommended by the TV hosts of the programmes, one of them being Kevin Tsai (Cai Kang Yong), in his legendary TV show Kangsi Coming. Exhibiting a strong presence on TV shows, Jessie has recently been invited to host TV shows in both China and Australia.
Besides, she authored Stay Away from Cancer, Stay Away from Diseases, and the Jessie Diary series, informing the world with her medical experiences while also giving them a peek into her soul. She has authored more than ten literary and medical works to date, most of them in English and Chinese, with translations in Malay.
As an accomplished martial arts practitioner, Jessie has successfully achieved the 5th Duan of Chinese Wushu Duanwei; she is also a certified Wushu coach, referee, and instructor. She has won a total of 12 gold medals and 5 silver medals in various international Wushu competitions.

In junior high school, Jessie was the only youth representative in the entire district selected to sing at the National Day Celebration. She then proceeded to perform on many TV programmes in subsequent years. Her high school years in Canada was highlighted by her participation in an international talent contest held by TVB, and she successfully entered into the finals at the ripe age of sixteen. Besides singing, Jessie also has a gift for musical instruments, passing grade 8 organ at a young age with distinction, under the examination of Japanese auditors.
After her studies, she devoted herself into the entertainment industry and charity; so far, she has released eight albums and starred in three feature films. In 2013, she took on lead actress in the Chinese film Faces and Malaysian film Unchanging Love. She also appeared in the 2014 film Kungfu Taboo.
She is known for her ebullient and enigmatic concert performances in countries all around the world, including the United States, Canada, China, Taiwan, and Malaysia. With experience in dozens of concerts in five different languages, Jessie yielded huge responses from fans around the world during her 2015 Love Unity Concert, leaving barely any space in the arena. Building on her success from the previous year, she proceeded to perform in the Jessie Chung Exquisite Chinese Orchestra Concert in 2016, selling out all ten performances. Besides touring and performing in concerts, she has also starred in several stage plays, tackling lead roles in Malaysia, Singapore and Canada. Her recent stage production Moonlight was also well received by the visual arts community, and the organizer has brought Moonlight to numerous locations around the country.
By now, she has released six Chinese albums and two English albums. Her single Love in You was selected as the theme song for the Korean TV series My Secret Garden in Taiwan, whereas her album of the same name topped Malaysia’s aiFM Top Hits Chart, staying at number 1 for many consecutive weeks. In China, her album Loving You charted among the top 10. Her recent album Tearless Sky rose to 4th place on the I Radio Top Hits Chart and 6th place on the Pop Radio Top Ten Music Chart just within two weeks of initial release in Taiwan. The album was well received by the public and has received appraisal from music journalists. She has appeared on numerous TV shows in Taiwan, and her album was strongly recommended by the TV hosts of the programmes, one of them being Kevin Tsai (Cai Kang Yong), in his legendary TV show Kangsi Coming. Exhibiting a strong presence on TV shows, Jessie has recently been invited to host TV shows in both China and Australia.
As an accomplished martial arts practitioner, Jessie has successfully achieved the 5th Duan of Chinese Wushu Duanwei; she is also a certified Wushu coach, referee, and instructor. She has won a total of 12 gold medals and 5 silver medals in various international Wushu competitions.
Jessie has been honoured with countless awards received from various ministers of Malaysia for her achievements, particularly two awards from the prime ministers of Malaysia.
