The shelter manager's letter:
"I am posting this (and it is long) because I think our society needs a huge wake-up call.
As a shelter manager, I am going to share a little insight with you all - a view from the inside, if you will.
Maybe if you saw the life drain from a few sad, lost, confused eyes, you would change your mind about breeding and selling to people you don't even know - that puppy you just sold will most likely end up in my shelter when it's not a cute little puppy anymore.
How would you feel if you knew that there's about a 90% chance that dog will never walk out of the shelter it is going to be dumped at - purebred or not! About 50% of all of the dogs that are "owner surrenders" or "strays" that come into my shelter are purebred dogs.
No shortage of excuses
The most common excuses I hear are:
We are moving and we can't take our dog (or cat).
Really? Where are you moving to that doesn't allow pets?
The dog got bigger than we thought it would.
How big did you think a German Shepherd would get?
We don't have time for her.
Really? I work a 10-12 hour day and still have time for my 6 dogs!
She's tearing up our yard.
How about bringing her inside, making her a part of your family?
They always tell me:
We just don't want to have to stress about finding a place for her. We know she'll get adopted - she's a good dog. Odds are your pet won't get adopted, and how stressful do you think being in a shelter is?
Well, let me tell you. Dead pet walking!
Your pet has 72 hours to find a new family from the moment you drop it off, sometimes a little longer if the shelter isn't full and your dog manages to stay completely healthy.
If it sniffles, it dies.
Your pet will be confined to a small run / kennel in a room with about 25 other barking or crying animals. It will have to relieve itself where it eats and sleeps. It will be depressed and it will cry constantly for the family that abandoned it.
If your pet is lucky, I will have enough volunteers that day to take him / her for a walk. If I don't, your pet won't get any attention besides having a bowl of food slid under the kennel door and the waste sprayed out of its pen with a high-powered hose.
If your dog is big, black or any of the "bully" breeds (pit bull, rottweiler, mastiff, etc) it was pretty much dead when you walked it through the front door. Those dogs just don't get adopted.
If your dog doesn't get adopted within its 72 hours and the shelter is full, it will be destroyed.
If the shelter isn't full and your dog is good enough, and of a desirable enough breed, it may get a stay of execution, though not for long. Most pets get very kennel protective after about a week and are destroyed for showing aggression. Even the sweetest dogs will turn in this environment.
If your pet makes it over all of those hurdles, chances are it will get kennel cough or an upper respiratory infection and will be destroyed because shelters just don't have the funds to pay for even a $100 treatment.
The grim reaper
Here's a little euthanasia 101 for those of you that have never witnessed a perfectly healthy, scared animal being "put-down".
First, your pet will be taken from its kennel on a leash. They always look like they think they are going for a walk - happy, wagging their tails. That is, until they get to "The Room".
Every one of them freaks out and puts on the breaks when we get to the door. It must smell like death, or they can feel the sad souls that are left in there. It's strange, but it happens with every one of them. Your dog or cat will be restrained, held down by 1 or 2 vet techs (depending on their size and how freaked out they are). A euthanasia tech or a vet will start the process. They find a vein in the front leg and inject a lethal dose of the "pink stuff". Hopefully your pet doesn't panic from being restrained and jerk it's leg. I've seen the needles tear out of a leg and been covered with the resulting blood, and been deafened by the yelps and screams.
They all don't just "go to sleep" - sometimes they spasm for a while, gasp for air and defecate on themselves.
When it all ends, your pet's corpse will be stacked like firewood in a large freezer in the back, with all of the other animals that were killed, waiting to be picked up like garbage.
What happens next? Cremated? Taken to the dump? Rendered into pet food? You'll never know, and it probably won't even cross your mind. It was just an animal, and you can always buy another one, right?
Liberty, freedom and justice for all
I hope that those of you that have read this are bawling your eyes out and can't get the pictures out of your head. I do everyday on the way home from work. I hate my job, I hate that it exists and I hate that it will always be there unless people make some changes and realize that the lives you are affecting go much farther than the pets you dump at a shelter.
Between 9 and 11 MILLION animals die every year in shelters and only you can stop it. I do my best to save every life I can but rescues are always full, and there are more animals coming in everyday than there are homes.
My point to all of this is DON'T BREED OR BUY WHILE SHELTER PETS DIE!
Hate me if you want to - the truth hurts and reality is what it is.
I just hope I maybe changed one person's mind about breeding their dog, taking their loving pet to a shelter, or buying a dog. I hope that someone will walk into my shelter and say "I saw this thing on Facebook and it made me want to adopt".
That would make it all worth it."

我從小就有個心願,要養全世界最大的狗。十幾歲開始工作,慢慢把大狗養了一輪:紐波利頓獒犬、大丹、高加索——最後才把重心放在西藏獒犬上。
Ever since when I was very young, I had a dream to raise all the big dogs available throughout the world. I started working at a very young age. Over the years, I had owned a Neapolitan Mastiff, Great Dane, Caucasian Shepherd, and finally now I am totally focused on taking care of my Tibetan Mastiff.

To be honest, no matter what the breed, each dog is cute & lovable in its own way. Having own so many dogs, I slowly figured out what I like the most.
比方紐波利頓,嘴巴皮垂皺加上毛短,吃完東西不馬上擦乾淨,很容易過敏有皮膚病,照養上很費功夫。
Neapolitan Mastiff, for example, has saggy faces and very short hair. If you don’t clean him up after a meal, the dog can very easily have allergic reactions or skin diseases. It’s quite a chore taking care of this breed of dogs.
大丹漂亮修長,但我更喜歡粗勇的體型。
Great Danes are beautiful and usually possesses a lengthy body, but I like ones with a thicker and wider body.
高加索犬算是最貼近我期待的,但是,高加索犬野性比較強,對其他小狗比較不友善。
Caucasian Shepherd is perhaps a breed that is closest to my ideal type. However, shepherds are more primitive, they are not that friendly to small dogs.
至於西藏獒犬,牠忠實、對小孩、女人和小型動物又溫和——尤其是冬天,西藏獒犬換上一身長披毛,站出來威風凜凜、霸氣十足。
As far as Tibetan Mastiff goes, they are loyal, and gentle around kids, women, and other small animals. Especially during winter, a Tibetan Mastiff would change into a long fur coat, appearing so confident and proud, as if everything else is beneath them.
養到西藏獒犬,我心中就有「中」的感覺——所以一路養到現在。
When I got to owning a Tibetan Mastiff, that’s when my heart and mind went: “This is the one!” And so… I have been raising one ever since.
之前養的每隻狗,我都是養到牠們老死——大型狗的平均壽命比中小型犬還要短的許多,大概10年到15年。
All the dogs I had previously, I have always had them until they passed away peacefully in my arms due to old age. The average lifespan of large-sized dogs are usually a lot shorter than small-sized dogs. 10 -15 years, I would say, is probably the max.
要駕馭大型狗,教法是重點。我常跟人說,「狗的主人要有霸氣,要比狗兇」。從小規矩就要訂下——如果主人希望能帶大狗去散步,一定要從小帶牠出門,讓牠習慣走在你腿旁邊,讓牠早早社會化。
To manage a large-sized dog, the key is on teaching. I often tell my friends: “As a dog owner you have to be dominant, you have to be more dominant than your dog.” Show ‘em who’s the boss in the house, so to speak lol. As a dog owner if you wish to take your large dog out for a walk, you have to start taking them for a walk when they are still very small, let them get used to walking alongside you, this is basically to socialize them.
你帶領狗去散步,不是牠帶你去散步——讓牠們見多視廣,狗就不會有初見陌生事物激動暴衝的時候。
Remember tho, you are taking them for a walk, not the other way around. You have to let them see more, let them become familiarize with what’s happening on the outside. This way, it will lessen the occurrence of your dog having violent reactions to unfamiliar or unknown objects.
基本上,除非是生病,要不然狗咬人,都是基於「恐懼」。牠怕主人被攻擊,所以擺出戰鬥姿態——當然,社會化不足或主人威嚴感比較差的狗,就比較容易出在驚慌狀態下而暴衝咬人。
Basically, unless your dog is sick, a dog only starts biting people out of “fear.” They fear that his owner will be attacked, that’s why he goes into “combat mode.” Of course, a dog that is less socialized or a dog with a less dominant owner will more likely become violent (including biting) when they feel threatened or panicking.
這部分是主人的問題,比較不是狗狗本身的問題。改善了狗主人的牽法與教育狗的方式,狗的暴衝、易怒問題就可以得到改善。
This is the owner’s fault, and not on the dog. Once you improve upon the way you walk the dog and educate the dog the right away, the dog’s violent behavior and violent tendencies will show an improvement.
獒犬還有一個別稱,「栓犬」。讓獒犬待在同個地方大概30分鐘,牠就會覺得那是牠地盤,開始會對經過的路人兇,這點要特別注意。
Mastiff also goes by another name, “guardian dogs.” If you let a Mastiff stay in one place for over 30 minutes, he’ll think that this place is his place, his territory, and will starting defending it by being aggressive to passerby, this is something to be aware of.
我最常被問到的,獒犬吃很多三餐費用很高吧?
The question that I was asked the most is… “Mastiffs eat a lot, don’t they? So you must’ve spend a lot of dog food, right?”
我自己對狗比較捨得,讓牠吃好——牛肉全雞羊肉,但是也不一定要跟我一樣餵法。讓牠們吃飽,有時間去跑跑步,偶爾洗一下澡,牠們就很開心了。
I am more catering to my dog, that’s for sure. I’ll let him eat the good stuff --- beef, full chicken, lamb… But you don’t have to do it like me, tho, just feed him regularly so your dog is not hungry. If you have the time, take him for a walk or a jog, or bathe him, he is going to be really really happy if you do so.
最後要提醒的是,大型犬因為身體重腳的負擔大,狗主人最好是把牠們養在不滑的地板上,跟,6個月以前的小狗,髖關節還沒發育完全,不要讓牠們大量跑跳。這兩點注意一下,加上每天帶花時間帶牠們去散步運動,這樣就能保持牠們四隻腳的健康,減少很多腿部問題。
Lastly, I want remind everyone, as far as large dogs go, because of their huge physique they have tons of pressure on their feet, so it’s best for a dog owner to raise a large-sized dog on a non-slippery floor. Also, for a dog that is not yet 6 months old, don’t let the dog do too much jumping and running because his hip joint isn’t fully developed yet. That’s two things you should keep in mind. So as long as you take the time to walk your dog and do a bit of exercise, you’ll be able to keep their legs healthy, which will reduce a lot of the dog’s leg problems.
不管大狗小狗,牠們都是我們的家人,養了,就好好照顧牠一輩子。最後還是那句話.如何對待如何回報.
No matter big or small, a dog is family. If you got one, please take care of him/her for the rest of its life. Lastly, just want to say, You reap what you sow.

**2013.12.16 (一)下午4:15更新!
60隻狗狗昨日已經全部送養(5隻隔離還未開放認養)。今天最後新店收容所的7隻狗狗也已經全部被領養。感謝大家的愛心。協會這邊目前在比對當天看到的狗與飼主帶去的狗。我們會要求飼主說明狗狗去向。希望民眾給協會與動保處一點時間處理,品種有落差我們已經發現,會持續追蹤。關於領養出狗狗結紮問題:由於此案件狗狗的龐大數量和收容所的空間問題將直接影響收容所內其他狗狗的福利(如,籠子內安置過多犬隻導致擁擠和衝突行為、疾病的交互傳染、影響犬隻性情、空間不足可能導致其他犬隻提前人道等),因此這些狗狗才急迫需要大眾的帶出,繁殖場出來的狗狗因為沒有詳細看過醫生,許多也不適合馬上接受結紮手術。目前動物保護法並無規定飼主或收容所需強制結紮,這也是法律的漏洞,但動保處承諾一定會持續追蹤每隻狗狗的認養情形並建議結紮,當有案件相關新資訊,本協會也會盡快更新。協會也請領養者提供照片及醫療資訊 (請寄送到:investigations@spca.org.tw)!為鼓勵結紮,所有由新北市公立收容所領養的狗狗從明年1月1號後(一整年)都可向新北市動保處申請結紮補助,詳情可詢問動保處。謝謝大家的支持!

目前33隻狗狗皆在板橋收容所已開放認養(人數較多-以抽籤方式進行認養),其中五隻因為健康因素將延遲開放(牠們會以案件證物當作理由,請不用擔心,不會被安樂).TSPCA調查專員剛剛上午在收容所已確認共有15隻狗狗已被領養出去,剩下的13隻狗狗將在下午2點時提供民眾領養.若有興趣的民眾,可於下午兩點至板橋收容所參觀或先至電詢問板橋收容所.新店收容所的7隻狗狗也將於明日星期一開放領養,請大家在抽時間去幫助牠們.

目前已確認飼主已將剩餘的33隻狗狗送至板橋收容所,所有工作人員正在清點數量及登記狗狗資訊中.剩餘的兩隻狗狗尚未送至收容所,動保處已要求飼主盡快將剩下的兩隻交出,針對此點,我們和動保處一定會追蹤到底!所有狗狗最快"可能"將在明日於板橋收容所開放領養(不會移去別處),但須等明日早上八點的官網為準(一旦開放,我們將立即告知大眾),請民眾等協會公布後再去收容所領養,不需要在外面等!!
而目前在新店收容所等待領養的7隻狗狗必須要等星期一上班日才可領養.請大家不要放棄牠們.

我們已從新北市動物保護處組長確認,板橋收容所的案件狗狗已經全數被領養(共20隻,包含昨天被領養的4隻),中和收容所的6隻狗狗也全部被領養,新莊的狗狗今天已被轉送至板橋收容所而且也全數被領養(6隻),目前只剩新店收容所的狗狗(7隻)要禮拜一至五才有開放領養。所有狗狗的後續資料,我們一定會持續追蹤.
"飼主剩下的35隻狗狗今日並未送去板橋收容所!!"動保處與我們仍在試圖確認飼主將送去收容所的日期時間.
當飼主把狗狗送去板橋收容所時,我們一定會在通知大家, 請大家不用在收容所外面等,當狗狗送去收容所時,收容所人員需要詳細記錄每隻狗狗的記錄和清點數量,因此,剩下的狗狗們不一定會現場立即開放,開放的時候我們一定會通知大家!!請大家今天不要一直等,或如果真心要領養的民眾請領養收容所其他可愛的狗狗,感謝!!所有的狗都是可愛的,希望大家多給米克斯機會,牠們也是可愛的寶貝們!領養前請三思,要俱備愛心,經濟能力ok因為養寵物不便宜,不會棄養,不會長期把狗狗關在籠子裡面,狗狗生病會帶去獸醫,會有時間陪伴寵物的飼主才有資格領養。有任何最新消息我們都會立即更新!感謝

現場環境髒亂惡臭,狗狗長期關籠,毛髮打結,指甲過長,飼主無提供任何陪伴關愛及照顧.TSPCA在新北市動保處及警方的協助下,飼主仍否認自己是繁殖業者並表示自己無法照顧這些狗狗所以將於今日全數轉交板橋收容所(目前動保處已經展開後續的法律程序.)
剛得知消息,飼主已將其中39隻棄養至板橋收容所,剩下35隻也會明天下午全數送去(這35隻就不會被安排到其他收容所,民眾明天可以直接到板橋領養)
12天內若未被領養可能將接受安樂死命運的牠們,現在急需大家的幫助!!

**NEWEST UPDATE 12.16 (4:15pm)
60 dogs from the case have been adopted since yesterday (5 still in quarantine). The 7 at xindian shelter have also been adopted today. Thank you everyone for caring about these dogs. Right now we are investigating into why there is a discrepancy between the dogs seen on the day of the bust and the dogs that the owner has brought to the shelter. Regarding why the dogs are not neutered before adoption: Due to the large number of dogs that went into the shelter at one time, the animal protection office decided to open the dogs up for adoption right away. This is because there is a lack of space at the shelters and if the dogs stay too long they are more likely to contract disease, which also means more animals will have to be euthanized due to the lack of space and medical issues. Many of these dogs also need further medical check ups to look for other illnesses that they may have before they are ready for a neutering operation. Current animal protection laws in Taiwan also do not state that ALL dogs must be neutered before adoption. However, the APO has promised to follow up with every dog and we hope people can send us their adoption pictures to investigations@spca.org.tw. To encourage people to neuter their pets, anyone who has adopted from the New Taipei City shelters can apply for reimbursements starting January 1st, 2014. Thank you everyone for your support.

As of today, the 33 dogs taken to Banqiao yesterday are now open for adoption (except for 5 who have some health issues and who will be monitored and cared for until they are able to be adopted, they will not be euthanized). TSPCA investigator was on site this morning and confirms that 15 dogs have already been adopted out, the other 13 will be available for adoption at 2pm. The 7 dogs in Xindian shelter will be open for adoption Monday morning.

TSPCA reminds everyone that all animals in shelters need a warm loving home, whether it be pure breeds or mixed breeds, they all deserve a chance. We are very grateful to the the New Taipei Animal Protection Office and all shelter staff for their hard work over these few days, also thank you to the public for your concern.
Reminder that dogs that come out of a situation like this will need extra care, love and patience. They've spent their lives locked in cages for so long, so will need time to adjust. Please remember, if you are wanting to adopt, you must make sure your family all agree to having a dog, that you are able to financially care for the dog (vet visits, medications, food) and have the time and patience to train, love and care for them.
**NEW UPDATE 12.14 (6:30pm)
It's now confirmed that 33 more dogs have been relinquished at the Banqiao shelter. There are still 2 dogs that haven't been dropped off, the Animal Protection Office is requiring the owner to bring them in ASAP and will follow up. These dogs could possibly be open for adoption Sunday, however we must wait until 8am to see if their pictures have been uploaded to the website. We will update everyone as soon as we know when these new dogs are available for adoption, please do not go to the shelter and wait outside, we will update everyone for sure as soon as we know. The 7 dogs at Xindian shelter won't be available for adoption until Monday morning.
Regardless if dogs are pure breeds, mixed dogs or 'Taiwan TuGou', they all deserve loving homes. Once at the shelter, please do take a look at all the other animals waiting for loving homes and consider adopting a mixed breed. The Taiwan SPCA would like to thank the public for deeply caring about this case, the New Taipei Animal Protection Office for helping with this case and all the shelters and shelter staff who have been working around the clock to received and register this huge influx of dogs. TSPCA reminds everyone that government shelters are also very low on staff and especially on a weekend don't have the man power to process all these dogs quickly. Everyone is doing the best they can, so let's all stay positive and be patient with everyone working on this case.
Regarding public concerns about these dogs being adopted out without being de-sexed, the Animal Protection Office will be following up with each adopter to encourage the procedure. Because the the sheer number of dogs dumped at the shelter within 24 hours, being under staffed and not having space, they were unable to do so for these dogs ( in regular circumstances all dogs are de-sexed before going out). We also remind the public to think carefully before adopting an animal, as there will always be medical fees and food costs that need to be spent as well as time needed to train your dog and exercise and properly care for them. An animal a life long commitment, and if you are not able to provide the above care, then a pet is not for you.

**NEW UPDATE 12.14 (SAT 2PM) -
Just heard from the staff at New Taipei Animal Protection Office, all of the dogs from the case that were at Banqiao shelter have been adopted(20 including 4 from yesterday),the 6 sent to Zhonghe Shelter have all been adopted,the 6 at Xingzhuang and 7 at Xindian will be up for adoption Monday when the shelters open。The 35 left that the owner has promised to bring to the shelter may or may not arrive today. We will let everyone know when he delivers them. Even if they are delivered to the shelter today, the 35 dogs will only be up for adoption TOMORROW. Please do not wait outside of the Banqiao shelter for these dogs, if you can, please consider adopting other dogs already at the shelter, especially mixed dogs and tugous. Thank you.

The Taiwan SPCA was on a regular investigation call in Xinzhuang this morning (12/13) when it was discovered that the owner has 74 dogs in dirty cages on his property. Although we suspect an illegal breeding operation of some sort, there were no puppies on site and no other proof to confirm so.
With the help of the New Taipei City Animal Protection Office and local police we were able to enter the site.
Once on the scene, we were disgusted at the conditions these dogs were living in. Dark, filthy spaces, a horrible stench filled the air, the dogs fur was matted and unkept, their nails hardly ever trimmed, they were all kept in wire cages and they were obviously never given any love or compassion.
The dogs' owner claims he wasn't breeding them for sale and that he didn't have a ability to care for them, thus plans to relinquish them all to the BanQiao shelter. ( New Taipei APO is currently commencing legal proceedings)
As of now (12/13 at 4pm) 39 dogs have already been taken to the Banqiao shelter, with the remaining 35 to be taken within the next day. If, after 12 days, these dogs haven't been adopted, there is a possibility they will be euthanized.
The Taiwan SPCA does not currently operate a shelter, thus the number of dogs we can take in is limited. We are calling on the public for help in adopting or fostering these poor dogs. They are currently already open for adoption and can been seen at this link:

In total there are 74 small and medium sized purebred dogs. 11 poodles (white/black/red), 17 French Bulldogs (Tan/black and white/mixes), 4 Maltese, 6 Chihuahua (long/short hair), 4 King Charles Spaniel, 7 Dachshund (brown/tan, long/short hair), 15 Pomeranian (tan/white), 3 Pug (black /white), 2 Yorkshire Terrier and 5 corgis.
