สภาพรถเมล์ ที่เราเห็น ควรให้มันจบที่รุ่นเรา
ทุกคนน่าจะเคยคิดว่าทำไม รถเมล์ต้องเก่า
ทำไมรถเมล์ต้องควันเยอะ ฝุ่น PM2.5 ก็มาจากรถเมล์
รถเมล์เร่งเครื่องที ไม่มีรถคันไหนอยากเข้าใกล้
คำถามเหล่านี้ มันอาจกำลังจะจบที่รุ่นเรา
เพราะแผนฟื้นฟูใหม่ของ ขสมก. มีหลายประเด็นที่น่าสนใจ
1-แผนฟื้นฟูใหม่ จะไม่มีการซื้อรถเมล์ใดๆทั้งสิ้นอีกต่อไปแล้ว เพราะในแผนนี้บอกว่าซื้อรถใหม่ไป ถ้าให้รัฐบริหารเองก็ไม่มีประสิทธิภาพ แล้วก็เป็นหนี้แสนล้านเหมือนเดิมอีก
2-แผนฟื้นฟูใหม่ บอกว่ารัฐจะมีหน้าที่จ้างเอกชนให้เดินรถทั้งหมด และรัฐทำหน้าที่กำกับดูแล ตัวอย่างโมเดลนี้ประสบความสำเร็จแล้วก็คือ BTS และ MRT
3-รถจะมีการกำหนดให้ทุกคนเป็นรถแอร์ และมีชานต่ำให้คนพิการและผู้สูงอายุ ซึ่งจะเห็นว่าต่างประเทศจะเป็นรถแบบนี้ทั้งหมด ต้องยอมรับว่าตอนนี้ ผู้สูงอายุ ปีนรถเมล์ไทยลำบากมาก
4-ส่วนเรื่องอื่นก็คือจะวางแผนเส้นทางเดินรถใหม่ ที่แต่เดิม ขสมก. และรถร่วม วิ่งทับเส้นทางกัน แย่งผู้โดยสารกัน แข่งกันเป็น Fast&Furious ในตอนนี้จะทำให้ถนนเดียวมีจำนวนสายวิ่งน้อยลง รถเมล์ก็รอจอดเข้าป้ายน้อยลง รถติดน้อยลง
5-แต่การมีสายน้อยลงใน 1 ถนน ก็ต้องแลกกับการต้องเปลี่ยนสายบ่อยขึ้นเพื่อไปถึงจุดหมาย ดังนั้นเขาจึงดีไซน์ให้รถเมล์มาถี่ขึ้นจะได้ไม่ต้องรอนานตอนเปลี่ยนสายแต่ละครั้ง และให้เก็บค่าโดยสารเป็นแบบบุฟเฟต์ คือจ่ายครั้งเดียว นั่งได้กี่ครั้งก็ได้ในหนึ่งวัน
6-ระบบจ่ายเงินเป็นระบบสัมผัสไร้เงินสด ไม่มีกระเป๋ารถเมล์อีกต่อไป เพราะเดิมค่าพนักงานนี่แหละที่เป็นค่าใช้จ่ายหลักของ ขสมก.
7-สุดท้ายที่เด็ดสุดก็คือ รถใหม่ของเอกชน ขสมก.กำหนดให้เป็นรถไฟฟ้า ย้ำอีกที "รถไฟฟ้า" แปลว่าเราจะไม่มีควันจากรถเมล์อีกต่อไปแล้ว..
เรียกได้ว่าโมเดลนี้เป็นโมเดลที่น่าสนใจ
มันต่างจากเดิมตรงที่ รัฐไม่ต้องเสียเงินซื้อรถใหม่เอง
เพราะถ้าซื้อเอง ก็ไม่แน่ใจว่ารัฐจะบริหารได้กำไรหรือไม่ ซึ่งที่ผ่านมาก็พิสูจน์มาแล้ว ว่าขาดทุนเละเทะ
การให้เอกชนมาบริหาร มันพิสูจน์มาในหลายโครงการแล้วว่ามีประสิทธิภาพกว่า และรัฐไม่ต้องแบกภาระหนี้เหมือนก่อน
สิ่งที่รัฐต้องทำก็คือ คอยกำกับดูแลค่าโดยสาร สภาพรถ ให้ตรงตามเงื่อนไขที่กำหนด ซึ่งเงื่อนไขจะครอบคลุมทั้งแอร์ไม่เย็น รถเสีย ไม่มีคนขับ รถไม่พร้อม ถ้าเอกชนทำผิดก็จะโดนปรับ
ก็ต้องคอยติดตามดูว่าแผนนี้จะผ่าน ครม. หรือไม่
ไม่ว่าผลจะเป็นอย่างไร
ในชีวิตนี้ เราก็คงอยากให้ สภาพรถเมล์เก่าๆที่เราเห็น มันควรจอดที่รุ่นเรา..

Well, I have to keep an eye on this plan. Or not?

Those sources are in the description box. We called agencies to ask them questions directly. We visited museums. We drove all over the place and filmed a lot of B roll (oh so much B roll). So here it is, basically everything we know about Japan (well, maybe not everything). Some of you may recognize a couple facts in here that we've talked about in past videos!
