Deeply saddened by the passing of Mr Ngiam Tong Dow, a versatile and outstanding civil servant from our founding generation.
Tong Dow stood out among his peers for his intellect and empathy, and willingness to speak his mind. He served with distinction for over 40 years across various Ministries, and was appointed Singapore’s youngest Permanent Secretary at the age of 33.
I had the privilege of working closely with him at the Ministry of Trade & Industry when I was Minister of State and he was Permanent Secretary. As a young office holder, I benefited greatly from his considerable experience and sage advice. He served on the Economic Committee that I chaired in 1985, which recommended measures to help Singapore recover from our first major economic recession since independence. His inputs made a major difference to our report.
After Tong Dow formally retired in 1999, he continued to serve as Chairman of the CPF Board and the Housing & Development Board. Many of the schemes introduced during his tenure at HDB, including the Build-To-Order system and the Lift Upgrading Programme, have stood the test of time and are still continuing today.
My deepest condolences to Mrs Ngiam and the family. Tong Dow may have left us but his legacy will live on, and his contributions will touch the lives of many generations of Singaporeans to come. – LHL

Visited the Ministry of Health, Singapore COVID-19 Case Management Task Group (CMTG) Operations Office yesterday. They administer the whole process for COVID-19 patients, from detection to recovery. This includes assigning patients to appropriate care facilities, arranging for transport, and briefing them on what they need to do, especially those who choose Home Recovery.
We now encourage fully vaccinated patients to recover at home wherever possible. This is less disruptive for them, especially if their symptoms are mild. It will also reduce demand for hospital beds, so that the seriously ill ones can get the treatment they need.
I know this is a stressful time for those with family members who have COVID-19. Some of you have written to me to express your frustrations, or question why MOH takes so long to get in touch after you or a loved one has tested positive.
The CMTG have a very demanding task. They operate 24/7 in a rapidly changing situation. Case numbers are still growing, and we are doing our best to scale up our operations, and make sure all patients are well cared for.
I would like to thank the CMTG for their dedication and tireless efforts. If we all work together, get vaccinated, and wear our masks properly, we can slow down the current wave, and get through safely without overwhelming our hospitals or suffering unnecessary casualties. – LHL

Caught up with the different teams of the Inter-Agency Task Force in an e-meeting today. They have been very busy over the past several months, helping our migrant workers in the dorms during this COVID-19 pandemic.
We discussed their work so far, what comes next, and what we can tweak and improve. We have come a long way, and the migrant workers are now starting to go back to work.
Helping our migrant workers has demanded a multi-faceted approach, with teams from many agencies working together. They have deployed both high tech and the personal touch, and put in enormous efforts to tackle the problem.
It will take us a few more months to resolve the dorms issue. We have kept things under control, and will progressively bring things back up and running again. Thank you all, once again, and keep up the good work! – LHL
