Did you catch the spectacular iridescent cloud yesterday? Alas I missed it because we were in Parliament listening to Heng Swee Keat deliver his #SGBudget2017 speech. We were all happy to see him back in the Chamber, after nearly a year’s absence.
Budget 2017 includes many measures to prepare ourselves to grow in the midst of uncertainty.
Immediate measures to boost the economy include corporate tax rebates for companies, helping SMEs to build their digital capabilities, and bringing forward $700mil of public sector projects to boost the construction industry.
Households and families get higher U-Save rebates, a one-off GST Voucher, enhanced Service & Conservancy Charges rebates, and increased CPF Housing Grants. This support will help people cope with the cost of living, including the higher water tariffs. Water is a precious and strategic resource which we must husband.
To realise a more inclusive society, Voluntary Welfare Organisations and charities will get more funding, and so will community and high performance sports.
To make Singapore greener, a new carbon tax on greenhouse emissions will take effect from 2019.
To transform our economy for the long haul, we will spend $2.4bil to implement the recommendations of the CFE Report (http://bit.ly/2lgmeQ2).

Racial and religious harmony is one of Singapore’s most remarkable achievements. But what we enjoy today is far from a natural state of affairs.
Our pioneers worked hard to bring different communities together, through events and celebrations, and through deliberate policies on housing, education and the National Service.
Religious and community leaders have built personal friendships and trust with one another. They discuss sensitive issues that arise with mutual respect and give and take.
At the OnePeople.sg Community Leaders’ Conference this morning, I emphasised the importance of this harmony to our multi-religious and open society. We must stay vigilant, strengthen our ties and harmony, and ensure that future generations understand these complexities and work together to resolve issues amicably.
We can be of different races and religions, but we are first and foremost, Singaporeans.

Menteri Kewangan, Lim Guan Eng dalam ucapannya ketika merasmikan Kempen Pemilikan Rumah-Ekspo Hartanah Malaysia (HOC-MAPEX) hari ini menyatakan bahawa pihak kementeriannya Bersama-sama Bank Negara Malaysia (BNM) akan mengambil tindakan tegas terhadap mana-mana bank yang menolak permohonan pinjaman perumahan tanpa asas-asas yang kukuh.
Kenyataan ini sebenarnya menunjukkan bahawa Menteri Kewangan gagal memahami masalah utama yang menyebabkan sesuatu permohonan pinjaman perumahan ditolak.
Pinjaman perumahan merupakan salah satu perniagaan utama bagi setiap bank komersial. Jarang sekali bank akan menolak mana-mana permohonan pinjaman sekiranya syarat asas pinjaman telah dan dapat dipenuhi oleh pemohon.Walau bagaimanapun, sebagai sebuah entiti perniagaan, bank komersial sudah tentu tidak mahu mengambil risiko untuk memberikan pinjaman kepada mana-mana pihak yang dirasakan tidak mampu membuat bayaran balik dan memenuhi komitmen pinjaman yang dibuat.
Persoalan besar tentang pemilikan rumah di neagra ini bukanlah kerana kesukaran mendapatkan pinjaman sebaliknya adalah harga rumah yang dijual adalah terlalu mahal dan di luar kemampuan rakyat.
Khazanah Research Institute (KRI) dalam kertas kerja kajian terbaru mereka bertajuk Rethinking Housing: Between State, Market and Society telah menyatakan bahawa tahap kemampuan untuk memiliki rumah terus merosot untuk tempoh beberapa tahun kebelakangan ini. Antara punca berlakunya perkara ini adalah kerana rumah-rumah yang dijual adalah sangat tidak boleh dibeli akibat ketidakmampuan yang serius.
Kajian oleh KRI ini juga adalah seiring dengan laporan bertajuk “Rumah Mampu Milik: Cabaran Dan Penyelesaian” yang dikeluarkan oleh BNM pada tahun lalu yang menjelaskan harga rumah di Malaysia adalah lima kali ganda pendapatan isi rumah median tahunan serta harga median rumah di Malaysia iaitu RM313,000 adalah lebih mahal berbanding harga maksimum mampu milik iaitu sebanyak RM282,000.
Kenyataan yang dibuat Menteri Kewangan ini dilihat hanya meletakkan kesalahan kepada pihak pemberi pinjaman iaitu bank tetapi pada masa yang sama menafikan realiti bahawa pemaju perumahan gagal memenuhi kehendak serta kemampuan rakyat apabila membina lebih banyak rumah mewah yang mahal berbanding rumah mampu milik.
Sebelum ini juga Menteri Kewangan telah melancarkan Kempen Pemilikan Rumah (HOC) yang menyaksikan kerajaan memperkenalkan insentif pengecualian duti setem ke atas pembelian rumah yang berharga RM300 ribu sehingga RM2.5 juta. Walaupun kononnya untuk membantu rakyat untuk memiliki rumah, kempen HOC ini dilihat hanyalah sebagai talian hayat kepada pihak pemaju untuk menjual unit yang tidak terjual.
Kenyataan terbaru Menteri Kewangan ini sekali lagi melihatkan sikapnya yang sangat ‘mesra pemaju’. Sepatutnya, Menteri Kewangan perlu mengawal tindakan pihak pemaju yang berterusan membina rumah ‘mampu berangan’ atau ‘mampu tengok’, bukannya menjadikan bank sebagai 'scapegoat' untuk dipersalahkan tetapi pada masa yang sama berterusan memberikan talian hayat kepada pihak pemaju ini.

On the 13th of September 2015, THEJIANHAOTAN FOUNDATION visited Thuy An Village giving the people over $2000 worth of food, milk, snacks, soccer balls and toys.

Thuy An Rehabilitation Centre for Handicapped Children finds itself 13kms away from small town of Son Tay City and 70kms from down town of Hanoi Capital. Founded in 1976, the centre was originally opened for disabled children whose parents are the veterans infected with the Agent Orange, the toxic chemical used in American war. Over time, however, the centre has started to render its services to all disabled children. Thuy An Centre is a ‘campus’ housing up to 150 children and 50 staff. The children aged 6 to 18 suffering from mental or physical disabilities are provided rehabilitation, special education and vocational training.
The ultimate goal of the centre is to help the children re-integrate into society. While special education helps to lessen the burden of children’s families by teaching the disabled to help themselves with personal activities, the vocational training programs enable handicapped children to earn their living and able to live independently in the future.
