據媒體報導，蔡英文總統指示行政院要盡量寬列明年度的國防預算，主要就在於美國對台軍售案不斷有好消息傳來，過去爭取不到的軍售案，最近有有相當好的進展，可以將台灣國防戰力有效提升。
項目如下：
一、11套M142「海馬斯」多管火箭系統（High Mobility Advanced Rocket System，簡稱HIMARS）。
二、100輛M109A6帕拉丁（Paladin）155公厘自走砲。
三、岸置魚叉飛彈。
四、4架MQ-9無人機加上相關系統及設備。
五、10架MH-60R反潛直升機。

附圖1. 根據《路透》最新報導，參議院外交委員會、眾議院外交事務委員會主席都已接獲通知，目前7項武器中的3項已獲得美國國務院批准，白宮將把軍售案送到國會審議。
此次白宮將通知國會的3項對台軍售案，分別是（附圖2）洛克希德．馬丁公司生產的「海馬斯多管火箭系統」，以及（附圖3）波音公司的AGM-84H/K SLAM-ER遠距空對地飛彈，（附圖4）還有用於F-16戰機的外部傳感配備，可將圖像和數據從戰機立刻傳輸回地面指揮部。
華府消息人士指出，（附圖5）「海上衛士無人機」、「智慧水雷」、「岸置魚叉飛彈」等對台軍售案也預計很快隨後就會批准。

The White House is moving forward with three sales of advanced weaponry to Taiwan, sending in recent days a notification of the deals to Congress for approval, three sources familiar with the situation said on Monday.
The informal notifications were for a truck-based rocket launcher made by Lockheed Martin Corp called a High Mobility Artillery Rocket System (HIMARS), long-range air-to-ground missiles made by Boeing called SLAM-ER, and external sensor pods for F-16 jets that allow the real-time transmission of imagery and data from the aircraft back to ground stations.
Notifications for the sale of other weapons systems, including large, sophisticated aerial drones, land-based Harpoon anti-ship missiles and underwater mines, to deter amphibious landings, have yet to reach Capitol Hill, but these were expected soon, the sources said.

HIMARS是M142高機動性多管火箭系統（M142 High Mobility Artillery Rocket System）的簡稱，是美國設計安裝在中型戰術車輛（MTV）骨架上的多管火箭發射系統，可以攜帶MGM-140（ATACMS）飛彈等類型的火箭運載飛彈。
兩個發射箱總共攜帶12枚火箭或兩枚MGM-140 陸軍戰術飛彈系統（ATACMS）飛彈，前者攜帶有導引或無導引的彈頭射程可達42 km（26 mi），ATACMS的射程則達到300 km（190 mi）遠，而飛彈的飛行高度可達到50公里，同時該車也可以攜帶同M270多管火箭發射系統發射艙一樣不同規格的MFOM-227毫米口徑的火箭彈。
美國十月批准對台軍售案中包括：
1. 11套「海馬斯多管火箭系統」（HIMARS）M142發射器
2. 64枚陸軍戰術導彈系統（ATACMS）M57戰術飛彈
3. 7輛M1152A1高機動性多功能輪式車輛（HMMWVs）
4. 11支M240B通用機槍
5. 17套國際野戰炮兵戰術數據系統（IFATDS）
海馬士系統歷經伊斯蘭國反恐戰等實戰驗證，是可靠的系統，台灣擁有海馬士，可對共軍登陸的灘岸，迅速實施精準火力打擊，因應突發狀況。
ATACMS將使共軍將兩棲艦艇部署於射程範圍外，航渡時間相對把登陸輸具部署在福建前線就會加倍，更重要的是，那會給予我們更多的截擊時空裕度，拓展我方的反應時間與接戰空間。
