昨天有關「美國大排長龍向Food Bank申請救濟」的文章顯然有讀者搞不清楚美國的現況，問了幾個啼笑皆非的問題。
首先說明，Food Bank並非是美國政府機關，而是民間非營利慈善單位，平時由一般人捐助食物或款項，food bank再把食物救濟給連食物都買不起的貧民。目前相當比例的食物來自於食品公司捐贈的廢棄食材，但也有來自政府為補貼農民採購過剩農產品的捐助。
方式一般有兩種：
1. 類歐洲模式，由食物銀行直接發放食物給貧民
2. warehouse模式，由食物銀行把大宗食物轉給各地的food pantries或soup kitchens，由後者面對飢餓貧民。
St. Mary's Food Bank是最早的food bank，創立於1967年。

A: 因為這些人連買食物的錢都沒有，發折價券沒用。你給25% off的折價券，這些人缺的卻是那75%鈔票。
Q2 為何有錢開車排隊？
A:
1. 以我過去在美國留學居住的經驗，台灣小島心態難以理解大國的土地面積有多大，許多州（尤其中西部）的公共交通不但不發達（大部分地區沒公車）、不方便（一天沒幾班車）且還很貴。很可能以公車代步的總成本還高過買一台車。
2. 美國汽車非常便宜，$1000美元的二手車在我以前居住的加州舊金山灣區（算是全美土地最昂貴的地區之一）都很容易就能找到。（見圖）
我知道某些窮人或窮留學生就買這種車，也不用維修保養，開爛了直接丟掉換一台。

美國官方還有Food Stamp制度（全名：Supplemental Nutrition Assistance Program），這是聯邦政府針對低收入或無收入公民提供的免費食物制度，2018年依靠此制度免於餓死的人有4千萬人，年開支$571億美元，由納稅人買單。
這個制度有很多經濟學上可談的弊病，以後有機會再說。
