[政府無能 港人自救 ]
醫管局員工陣線聯同其他醫療組織昨天發表聲明,明確指出武漢肺炎於香港已有爆發
跡象,我等要求政府全力做好防疫工作,立即拒絕旅客經中國入境香港。
香港人口密集,生活環境極度擠迫,本已極度容易讓傳染病散播。再加上香港政府以 及醫院管理局的無能管治下,香港的公營醫療體系早已不勝負荷;其中內科病床更是 首當其衝,超過100%病床佔用率已成司空見慣的情況。面對以上種種不利因素,香港 政府面臨已知的武漢肺炎威脅,依然任由關口毫無管制,導致昨日(一月二十二日) 終於透過大白象工程高鐵引入本港第一宗武漢肺炎確診個案。其後昨日晚上更出現第 二宗確診個案,擴散情況令人擔憂。
香港醫護經歷過沙士慘痛一戰,深知做好防疫才是防止社區大規模爆發的唯一辦法。 武漢肺炎初期病徵輕微,猶如隱形病人一般,若毫無管制進入香港,只會將病毒更廣 泛地傳染給香港市民。加上現時武漢肺炎未有任何針對性的藥物或疫苗,因此只有果 斷的防疫措施,才能保證香港市民的安全。
然而,如此簡單易明的道理,似乎正正就是香港政府不敢面對的真相。一月二十一日 ,署理行政長官張建宗於記者會提及高鐵的抵港乘客毋須填寫健康申報表,結果當日 即有染病旅客乘搭高鐵入境香港,成為本港第一宗確診個案;一月二十二日,港府更 宣布港珠澳大橋一連七日實施小型客車免費通行政策,必定會迎來更多染病者通過此 政策入境香港。港府無視防疫工作的重要性,即使香港醫護如何專業,亦難以抵抗是 次致命疫症的入侵。
二零零三年,香港醫護對香港病人不離不棄;二零二零年,香港醫護維護病人的初心 依舊。今早,醫院管理局質素及安全部總監鍾健禮醫生繼續呼籲各位同事緊守崗位, 嚴格遵照感染控制指引,為疫情做好準備。然而,當權者卻未有做好把關工作,未能 有效減低病毒源頭入侵本港的機會。現在香港出現確診病人,完全是港府管治無能而 引入已知病毒,此乃人禍,並非天災。為挽救香港市民的性命,醫護必須集合所有力 量向港府施壓,要求政府落實入境防疫工作,並立即拒絕旅客經由中國入境,直至疫 情完全受控為止。
今日,醫管局員工陣線在此嚴正呼籲,政府必須於一月二十八日之前全面落實香港邊 境防疫措施,否則醫管局員工陣線不排除會行動升級,包括發動工業行動。

The incompetence of our government would not save us; Hong Kongers should save ourselves
Yesterday, the Hospital Authority Employees Alliance (HAEA) has issued a joint statement with other healthcare-related unions. Our statement clearly stated that Hong Kong is displaying definite signs of the Wuhan Pneumonia outbreak. We have urged the HKSAR government to establish effective preventive measures against the disease outbreak by refusing all travellers entering Hong Kong through mainland China.
Hong Kong is an extremely densely-populated city with immensely crowded living conditions. These are all factors that facilitate the spreading of any infectious disease. In addition, the incompetent governance of our government and the Hospital Authority has led to a collapsing public healthcare system - medical beds are constantly full, and bed occupancy rates of over 100% are already a commonplace phenomenon. Under such unfavourable factors, the HKSAR government still chose to implement zero controls at our borders, despite the very known threat of the Wuhan Pneumonia. This has directly led to the first confirmed case of Wuhan Pneumonia in Hong Kong yesterday (22 January), in which the patient entered Hong Kong via the white elephant High Speed Rail. Later on, the second confirmed case also appeared yesterday night.
The healthcare workers in Hong Kong have learnt the hard lesson through SARS, that preventive measures are the only way to stop a massive outbreak of disease in our community. The initial symptoms of the Wuhan Pneumonia can be mild, and if such invisible patients may enter Hong Kong without any control at the borders, they would bring with them the deadly virus that could infect many in Hong Kong. Also, currently we do not have any curative treatments or vaccines that could tackle the Wuhan Pneumonia, thus preventive measures implemented decisively are our only way to ensure the safety of the citizens of Hong Kong.
However, it appears that such an easily-understood rationale has become the inconvenient truth that our government refuses to face. On 21 January, Acting Chief Executive Matthew Cheung has stated that there was no need for High Speed Rail passengers to fill out health declaration forms, yet on the same night the first confirmed case in Hong Kong crossed our border via the High Speed Rail. On 22 January, the government also announced the implementation of a toll-free policy for small passenger vehicles on the Hong Kong-Zhuhai-Macao Bridge for seven consecutive days. This could potentially introduce even more infected patients into Hong Kong. Despite the professionalism of the Hong Kong healthcare workers, if our government continues to ignore the significance of prevention, there is little way for us to battle the invasion of this deadly disease.
In the year 2003, the healthcare professionals in Hong Kong have never abandoned those who were sick and ill; in the year 2020, the intention to safeguard the patients in Hong Kong remains the same. This morning, Dr. Chung Kin-lai (the Director of the Quality and Safety Division, the Hospital Authority) continued to appeal to all colleagues for their commitment to their duties, and to adhere to the infection control guideline in preparation for the epidemic. Yet, those in power have turned a blind eye to the government’s inability to establish preventive measures, such that the source of the deadly virus could not be effectively reduced. The occurrence of confirmed cases appearing in Hong Kong is completely due to the incompetent governance of our government. They have transformed a natural disaster into a man-made one by introducing the virus into Hong Kong. In order to save our citizens, healthcare workers should join forces in pressuring our government to implement effective preventive measures at boundary control points. Also, all travellers entering Hong Kong via China should be refused, until the epidemic is fully under control.
Today, the HAEA is making a serious appeal to the HKSAR government - all preventive measures should be fully implemented in Hong Kong before 1 February. If the government cannot deliver, the HAEA will not rule out an escalation of actions, which includes the initiation of industrial actions.
The HAEA will hold an Extraordinary General Meeting regarding the Wuhan Pneumonia very soon, in which the possibility of initiating industrial actions will be discussed. All members please stay tune to your email inbox for further notification.

今日(2017/05/02)上午,由台灣醫師公會主要 籌劃,與立法委員們在立法院召開合辦「WHA需要台灣 台灣也需要WHA TAIWAN JOINING WHA」國際記者會。邱委員理事長首先發表對各國的英文聲明,強調過去台灣在國際醫療及人道救助上絕不缺席,站在人道的立場,希望WHA發函邀請台灣參與今年WHA大會。
邱泰源委員理事長,英文聲明稿如下:
TAIWAN JOINING WHA
The Taiwanese Government has not received a formal invitation to attend the World Health Assembly in Geneva. On behalf of the 46,000 physicians in Taiwan, the TMA (Taiwan Medical Association) expresses disappointment in the current situation. As an active participant in the global community in healthcare, we have much to contribute. Participation by Taiwan will benefit everyone at the assembly.
The Taiwanese Government is committed to the health of our citizens. Since the National Health Insurance was instituted in 1995, Taiwan has made healthcare a comprehensive and universal care to everyone. Our implementation of a single-payer health insurance has been studied closely by researchers around the world and earned great respect from others.
Taiwan is an important contributor in the global immunization initiative. Close coordination between Taiwan and the rest of the world not only protects our citizen but also protects other countries.
In the meantime, Taiwan is facing many new challenges, such as our aging population. The proportion of seniors is increasing faster than most developed countries worldwide. We have been working on solutions to the challenges of caring for an aging population. We look forward to sharing our lessons and solutions with the rest of the world. For example, Taiwan has an advanced network of primary care and family physicians that deliver people-centered, family-based, community-oriented healthcare. We also have the best palliative care. The Quality of Death Index in Taiwan is ranked first in Asia and sixth in the world.
Taiwan is among the leaders in healthcare and medicine in Asia and worldwide and we are eager to contribute. We know the importance of global efforts towards medical needs, and we are forever grateful to the friendship and assistance from other countries after the Jiji (921) earthquake in 1999. In the same spirit, the Taiwanese healthcare professionals have devoted to disaster reliefs for natural disasters and earthquakes in Indonesia, China (Sichuan, Shaanxi), Haiti, and Japan (Fukushima, Kumamoto), and will continue to do so. We believe our experience in healthcare is valuable to other countries, and the issues we are facing merit attention and assistance from the rest of the world.
It was our privilege that the WMA (World Medical Association) general assembly was held in Taiwan last year, during which the Declaration of Taipei, one of the most significant statements on respecting personal privacy in the era of big data and precision medicine, was officially adopted. We believe that when humanitarian activities are above politics, great things could happen. We urge the World Health Organization to invite Taiwan to the World Health Assembly in Geneva this May. We also ask other World Health Organization members who believe in the importance of global exchange on healthcare issues and those who have been cooperating with Taiwan to pledge your support for our participation.

Dwelling in the Apocalypse
面對不可預期的來日,我們是否與德國詩人腓特烈.賀德林曾言的「詩意地棲居」更加疏遠?災害與戰禍、虛假與算計,人類世界無限擴張的野心和欲望未曾降低,人的存在也愈來愈難以賦添詩意。而衝突升高的國際政治情勢,使此刻相隔末日只剩兩分鐘的「末日時鐘」竟回到與1953年冷戰時期的同一等級,成為二戰結束以來與末日距離最近的年代。我們如何可能地棲居——在末日到來的大地?
志賀理江子迷離如夢般的影像書寫,是她在2011年親歷東日本大地震之後對於存在與死亡的感知路徑。在新作《Human Spring》中,志賀試圖打開如今已逐漸被封閉但仍存於人類內在的自然性與身體感,透過繪織意識流般的圖景,呈現著對於人性與生存本身的冥思啟示。林諭志的《Asongcalledformosa》是他在漫長的家園行旅中刻錄的私房曲盤—故鄉與里人、工業區和荒涼的海岸、父親在二戰時遭日本軍徵召至南洋服役的往事記憶⋯⋯,跨越數十年的影像在此首次發表,島嶼的戀曲與哀歌幽幽鳴奏,旅人一路踽踽低吟。1980年代起投入錄像裝置創作的袁廣鳴,作品反映著對於日常生活的不安覺察,自上世紀末的《關於米勒的晚禱》、《離位》到本世紀的《城市失格》、《能量的風景》、《棲居如詩》、《日常演習》等系列作品,發散著前末日感氣息的寓言,這些寓言緩慢漂移在去人化的現代社會空間,直至世界轟然炸裂。
在本期中,謝佩君深度描寫美國藝術家克利斯迪安.馬克雷與亞瑟.賈法各自運用現成影像蒙太奇的創作,傳遞著影像生產中戰爭、暴力的末世預警,這兩件於今年威尼斯雙年展中受到矚目的錄像作品,同時反映著本屆「願你生活在有趣的時代」這個對現今世界充滿各種不確定性的喻義主題。陳儒修則從影史開展的歷史性一幕—「火車進站」—指出電影發展的開端與災難的關聯、災難電影與現實經驗的糾葛,以及電影本身所造成的歷史性災難。
日本在今年告別「平成」年代並開啟「令和」年號,對日本的政治與文化進入新的階段有著重要的象徵意義,張世倫從昭和天皇裕仁於1946年發表的「人間宣言」開始,針對天皇形象在戰後的轉變與影像包裝歷程,進行了細緻地視覺解析,檢視天皇制度綿延而生的歷史記憶與文化政治。「攝影書製作現場」單元則近訪日本藝術書籍出版社赤赤舍創辦人姬野希美,記錄了外界少見的編印工作實況。
今年三月起,《攝影之聲》與空總台灣當代文化實驗場合作舉辦了一系列由藝術家和影像研究者帶領的「歷史後像:攝影史敘事工作坊」,嘗試推進攝影史的當代意義與創造性思索。本期我們特別摘錄其中由高重黎主持的「影像機器工作坊」談話,在這份講稿中,他以視覺原理出發,揭示藝術與文學創作如何回應攝影與視覺,並創造出強調手眼協作感知的「觸/視頭部造相術」,為思考攝影/視覺史帶來新的啟發。關於工作坊系列的更多內容,我們將在後續製作的專題中呈現。同時,我們近期也將舉辦攝影史論壇與相關活動,等待你一起來參與。

In the face of unpredictable days ahead, have we drifted even further away from the “poetic dwelling” the German poet Friedrich Hölderlin so poignantly described? Disasters and wars, lies and scheming - the ambitions and desires that plague the human world never cease to expand, making it harder to imbue the presence of humans with a sense of poetry. As the threat of conflict in global politics rises to its highest level since the Cold War in 1953, where the “doomsday clock” stays at two minutes to midnight, we are closer than ever to the end since World War II. How do we possibly survive on this land as the apocalypse closes in?
Shiga Lieko’s dream-like imagery creations reflect her perception of life and death after living through the Great East Japan Earthquake in 2011. In her latest work, Human Spring, Shiga attempts to recover the sense of nature and self that lies within all humans but has since been forgotten and buried. She does so through the use of imagery that flows like a stream of consciousness, presenting a picture of meditation on human nature and survival itself. Lin Yu-Chih’s Asongcalledformosa is a private songbook he created on a long travel home, filled with songs like that of his hometown and its people, the industrial area and the desolate coast, and memories of his father being recruited by the Japanese army to serve in Southeast Asia. These images taken over the course of decades are published for the first time, singing the love and sorrowful songs of this island that the traveler hums along to as he set out on his journey. Yuan Goang-Ming has been working with video installation since the 1980s, and his work illustrates a sense of uneasiness towards daily life. From About Millet’s The Angelus and Out of Position created at the end of last century, to more recent works such as City Disqualified, Landscape of Energy, Dwelling and Everyday Maneuver, a sense of our past and last days permeates his creations, the message of which is drifting afloat in the modern social space that has been dehumanized, until the world can finally take no more.
In this issue, Hsieh Pei-Chun describes in great detail American artists Christian Marclay and Arthur Jafa’s works that consist of found footage, and are warning of war and violence. Their works received much attention in this year’s edition of the Venice Biennale as they reflected the metaphorical theme of the Biennale that hints at uncertainties in today’s world, “May You Live in Interesting Times”. On the other hand, Chen Ru-Shou draws a connection between movies and disasters, the entanglement of disaster films and real-life experience and finally the disasters brought about by filmmaking itself.
Japan’s era name change from Heisei to Reiwa this year is symbolically significant both for her politics as well as her culture which have also entered a new era. Chang Shih-Lun takes a look at the post-war transformation in the external images of Emperor Hirohito since his “Declaration of Humanity” in 1946, analyzing in detail the memories of history and cultural politics that followed Japan’s imperial system. Furthermore, the Photobook Making Case Study segment features a rare behind-the-scenes look at printing work with Himeno Kimi, founder of AKAAKA, a Japanese art book publisher.
Since March this year, we have been co-organizing with C-LAB the Afterimage of History: Photography History Narrative Workshops, a series of workshops led by artists and imagery researchers, promoting the critical thinking of contemporary meaning and creativity in the history of photography. In this issue, we are featuring an excerpt from artist Kao Chung-Li’s lecture in his Imagery Machine workshop, in which he spoke about the principles of visual imagery, and revealed the ways art and literary creations responded to photography and visual perception. (Kao also created a concept called “chù/shìh tóu bù jhào siàng shù” (tangibility of touch/sight head phase-image making method), a method to illustrate the perception of touch and sight in image creation, inspiring new ways to approach photography and visual history.) We will be featuring more content from the workshops in future issues. At the same time, we will also be organizing a forum on photography history, and we look forward to your participation.
