วัคซีน 415,000 โดสของออกซฟอร์ด-แอสตร้าเซนเนก้า เดินทางจากสหราชอาณาจักรถึงประเทศไทยแล้วเมื่อสักครู่นี้!

วัคซีนจากการบริจาคของรัฐบาลสหราชอาณาจักรที่เพิ่งเดินทางถึงสนามบินสุวรรณภูมิเมื่อเวลาประมาณ 21.00 น. นี้ นับเป็นอีกหนึ่งก้าวสำคัญของเราทุกคนที่จะก้าวผ่านวิกฤตครั้งนี้ไปด้วยกัน ด้วยการช่วยลดการระบาดของโรคโควิด-19 ในประเทศไทย โดยจุดประสงค์ของการบริจาคเพื่อช่วยกระจายวัคซีนให้ถึงประชาชนทั่วประเทศมากขึ้นอย่างเท่าเทียม ทั้งนี้นายแพทย์โสภณ เอี่ยมศิริถาวร รองอธิบดีกรมควบคุมโรค และนางจุฬามณี ชาติสุวรรณ อธิบดีกรมยุโรป กระทรวงการต่างประเทศ เป็นตัวแทนรัฐบาลไทยรับมอบวัคซีนออกซฟอร์ด-แอสตร้าเซนเนก้า จำนวน 415,000 โดสในคืนนี้

การบริจาคครั้งนี้เป็นเพียงส่วนหนึ่งของโครงการบริจาควัคซีนชุดแรกจำนวน 9 ล้านโดสของสหราชอาณาจักร ซึ่งจะเข้าสู่โครงการ COVAX จำนวน 5 ล้านโดส และบริจาคโดยตรงกับประเทศอื่น ๆ อีก 4 ล้านโดส สหราชอาณาจักรยังมีแผนบริจาควัคซีนเพิ่มเติมอีก โดยจะบริจาคทั้งสิ้น 100 ล้านโดสภายในกลางปี 2022 เพื่อให้ทุกคนบนโลกสามารถเข้าถึงวัคซีนได้อย่างเท่าเทียมและเป็นธรรม

415,000 doses of Oxford-AstraZeneca vaccine from the UK have arrived in Thailand.

Dr. Sophon Iamsirithaworn, Deputy Director General of the Department of Disease Control, and Mrs. Chulamanee Chartsuwan, Director General of the Department of European Affairs, the Ministry of Foreign Affairs, joined us in welcoming the 415,000 doses of Oxford-AstraZeneca vaccine from the UK at Suvannabhumi Airport tonight. This donation is part of UK's pledge to donate 100 million vaccines overseas by June 2022. Since last week the UK has begun delivering nine million Covid-19 vaccines around the world, including to Thailand, to help tackle the pandemic and ensure equitable access for everyone.

เมื่อช่วงค่ำที่ผ่านมาเกิดกรณี นักการทูตสัญชาติ เอสโตเนีย 1 คน ที่เพิ่งเดินทางกลับจากต่างประเทศ พยายามขอเข้าพัก คอนโดหรู มิลเลนเนี่ยม เรสซิเดนซ์ ย่านสุขุมวิท โดนอ้างสิทธิทางการทูต

แต่เจ้าหน้าที่ของคอนโดปฏิเสธการให้เข้าพัก เพราะห่วงเรื่องความปลอดภัยของลูกบ้านจากเชื้อโควิด-19 หลังเกิดกรณีทหารอียิปต์ และ อุปทูตซูดาน ประกอบกับจากกรณีดังกล่าว ศบค. แถลงชัดว่า จะไม่อนุญาตสิทธิพิเศษ ให้บุคคลใดเข้ามาโดยไม่ต้องกักตัวอีก

ทั้งนี้ทางสถานทูต ได้พยายามเจรจาโดยนำผลตรวจจากประเทศต้นทาง และ ผลตรวจที่สุวรรณภูมิมายืนยัน และอ้างเอกสารจากกระทรวงการต่างประเทศ เพื่อขอให้เจ้าหน้าที่รายดังกล่าว กักตัวเองเป็นเวลา14 วัน โดยระหว่างการเจรจาทางคอนโดไม่อนุญาตให้บุคคลดังกล่าวลงจากรถ รวมถึงได้ประสานไปยังเจ้าหน้าที่ตำรวจ และสำนักงานเขตคลองเตยเข้ามาดูแลเรื่องที่เกิดขึ้นด้วย

นางนาตาชา รอยส์ รองประธานกรรมการ บริษัทที่บริหารพื้นที่นิติบุคคล เปิดเผยว่า ห้องพักที่มีการเช่าไว้ เป็นการเช่าในนามบุคคล ไม่ใช่ในนามสถานทูต จึงได้พยายามเจรจาแล้วแต่ตัวแทนของสถานทูตไม่ยินยอม มีการอ้างเอกสิทธิ์ทางการทูต ทำให้ต้องประสานไปยัง ศบค. แต่กลับได้รับการแจ้งจาก ศบค. ให้ประสานไปยังสถานทูตเอง เนื่องจากเป็นเรื่องระหว่างคอนโด และ สถานทูต

จากปัญหาที่เกิดขึ้นมีการเจรจาอยู่หลายชั่วโมง ก่อนจะได้ยุติ ในช่วง 22.00น.โดยกระทรวงการต่างประเทศ ได้ประสานกับ ผู้แทนสถานทูตต้นสังกัด ก่อนจะยินยอมที่จะย้ายไปพักยังสถานที่ state quarantine ที่กระทรวงการต่างประเทศจัดไว้ให้

อย่างไรก็ตามเรื่องนี้ ทำให้รัฐบาลไทยถูกตั้งคำถามถึงการบริหารจัดการอีกครั้งทั้งที่ประกาศชัดเจนว่าได้ยกเลิกสิทธิการยกเว้นบุคคลพิเศษเข้าประเทศโดยไม่ต้องกักตัว

แต่ในเอกสารที่ทางสถานทูต ใช้อ้างอิงขอเข้าพัก เป็นหนังสือเวียนของ กระทรวงการต่างประเทศ ได้มีหนังสือแจ้งไปทุกสถานทูตเมื่อ วันที่ 14 ก.ค. โดยระบุว่า คณะทูตคณะกงสุล องค์กรระหว่างประเทศ หรือผู้แทนรัฐบาลที่มาปฏิบัติงานในประเทศไทย เมื่อถึงไทย จะต้องแยกกักตัวเอง 14 วัน รวมถึงต้องรอผลตรวจโควิดที่สนามบินก่อน แต่เอกสารดังกล่าวไม่ได้มีมาตรการบังคับโดยเด็ดขาด เหมือนอย่างที่ ศบค. แถลง

Although I've been to Japan twice, Rikuzentakata city's (Iwate Pref. “Arigato” Host Town for Supporting Reconstruction) a place I've never heard of until a month ago. Really enjoyed my stay there and was taken aback when I found out about the close relationship it has with my own country, Singapore. It's crazy how one can be so unaware of what's happening out there. While I was enjoying my youth and taking what I have for granted in 2011 - someone lost their home and loved one(s) at the same time. It really made me gain perspective on the world outside of my own. Count your blessings.
