今年WHA大會於5月20日開議，比起往年，我們看到有越來越多的國家聲援台灣參與WHA！如美國、法國、德國、英國、加拿大、澳洲、日本、紐西蘭等國，更有14個友邦提案邀請台灣擔任WHA觀察員，包括貝里斯、吐瓦魯、諾魯、史瓦帝尼、吉里巴斯、馬紹爾群島、帛琉、聖克里斯多福及尼維斯、宏都拉斯、巴拉圭、索羅門群島、海地、聖文森和聖露西亞。其中馬紹爾群島、聖文森、巴拉圭、帛琉、史瓦帝尼、聖克里斯多福及尼維斯及聖露西亞更大力為台灣發聲。
　
就在許多國家紛紛對中國祭出各種制裁，架起 #防堵中國 民主安全網的同時，有越來越多的國家開始更加重視台灣被打壓的處境，並且站出來用更大的力道聲援台灣，向國際發出TAIWAN CAN HELP的訊息。
　
在此除了要對國際社會的支持表達誠摯謝意，也要呼籲大家，當國際局勢逐漸對台灣有利，聲援力量大集結時，我們自己也要做出正確的選擇，才能全力抓住契機，積極走向國際，再也不走鎖進中國的回頭路！

防疫不能有漏洞，健康不該被排除，這是所有台灣人的基本人權。雖然無法親自到現場，但是透過影片，我要向國際友人表達台灣參與世界衛生體系的堅持跟努力。

在日內瓦的「全民健康覆蓋國際論壇」上，播放了我預先錄製的影片，向世界說明台灣非常願意，也有能力在公共衛生和人類健康上，為國際社會貢獻。

主辦論壇的「世界醫師會」力挺台灣參與世界衛生大會，也代表我們在「全民健康覆蓋」(UHC)的成就，得到國際的肯定。我要向他們表達感謝，也一定會持續向世界發聲。

WHA主席欲喊卡 友邦聖文森堅持挺台發言到底

聖文森衛生部次長奈特斯表示，當前世界正應對2019冠狀病毒疾病疫情，全世界應團結應對，絕不能排除任何國家，聖文森認為台灣未能參與世衛並不合理，台灣有應對疫情的專業知識，應能有意義參與，絕不能忽略台灣的重要性。

此時挪威籍的委員會主席拉森打斷奈特斯發言，提醒注意議事規則，應針對討論議題發言，隨後讓奈特斯繼續發言。

奈特斯回答：「我會繼續發言，我正要這麼做。」他隨後面不改色，繼續為台灣執言，發言中心圍繞台灣、支持台灣有意義參與世衛大會，以及台灣2300萬人民福祉，期間提到台灣約10次，直到發言結束...

發言內容：

Mr. President, the 73rd annual World Health Assembly is being held at a time when the world is facing an unparalleled and unprecedented challenge from the COVID-19 pandemic. This unprecedented outbreak of the novel coronavirus has made more urgent than ever the importance of the world’s most comprehensive health commitment to date, “Universal Health Coverage: Moving together to build a healthy world.”

主席先生，第73屆WHA舉行時，武漢肺炎正帶給世界前所未有的重重挑戰。新冠病毒造成史無前例的全球大流行，讓大家體認到目前世界最完整的健康承諾「施行全民健康覆蓋：共同創造健康的世界」顯得更加重要與迫切。

Mr. President, this historic declaration on universal health coverage adopted by the UN Member States underscores the significant role of Member States’ cooperation and reinforces further the importance of inclusivity in achieving universal health coverage, and thereby, prevent billions from accessing healthcare.

主席先生，這個被聯合國會員國所採納的歷史宣言內容中強調會員國彼此合作的重要性，並重申在實踐全民健康覆蓋時應確保包容性，讓數十億人獲得醫療照護。

At a time when the world is still checkmated by the coronavirus pandemic, the WHO’s repeated call for the world to work together to combat the disease can no longer exclude any member’s participation in the WHA. In other words, Mr. President, to make “health for all” a reality and ensure that no member is left behind, we must address the meaningful participation for all members in this most important and distinguished forum.

目前世界仍面臨武漢肺炎疫情威脅的當下，WHO多次呼籲的全球合作抗疫實不應排除任何成員參與WHA。換句話說，主席先生，為實踐「全民均健」並確保沒有任何國家被排除在外，我們必須讓所有國家有意義參與這個重要的論壇。

Cognizant of the critical importance for all people to have access to the healthcare they need, when and where they need it, without facing financial hardship, Saint Vincent and the Grenadines is therefore of the view that it is entirely irrational and counterproductive not to have any member, including Taiwan’s meaningful participation in the WHO. Taiwan possesses the expertise, professionalism, and generosity to make a significant difference, and we cannot and should not allow great power politics to deny Taiwan’s meaningful participation.

聖文森認為讓所有人在適當的時間與方便的地點獲得所需之醫療照護，且不必擔心財務困難是非常重要的事情。因此，拒絕台灣等國家有意義參與WHO是不通情理且造成反效果的行為。台灣擁有醫療知識及專業並慷慨助人，能夠帶來正面影響，我們不能也不該讓大國政治阻止台灣有意義參與WHO。

So I will continue. This is what I am doing. Taiwan, in view of its resounding success in responding to COVID-19, is in a position to share its best practices, expertise, professionalism, and generosity that can be helpful to combat COVID-19 pandemic. It has afforded many member states including Saint Vincent and the Grenadines the opportunity to access high quality health services, medical equipment, and supplies and skills; health workers to strengthen the health workforce; and infrastructure in the face of and in response to the relentless COVID-19 pandemic and other diseases.

所以我將繼續發言，這也是我正在做的事。臺灣在因應武漢肺炎方面展現出豐碩成果，能夠分享最佳作法、醫療知識、專業態度及慷慨大度，幫助世界對抗武漢肺炎疫情。在我們面對及應對無情的武漢肺炎與其他疾病時，臺灣讓聖文森及格瑞那丁在內的許多會員國有機會獲得高品質醫療服務、醫療器材、物資及技術，協助醫護人員強化醫療勞動力，並加強相關基礎建設。

And I will conclude, Mr. President, what therefore justifies the continued exclusion of Taiwan’s meaningful participation from this forum? As we are all undoubtedly aware, there is already an established precedence of Taiwan’s participation at this assembly as an observer, and its meaningful and ongoing interaction with the WHO. Hence it is reasonably normal to your expectations to conclude that Taiwan’s inclusion in the WHA as an observer is neither illegal nor inconsistent with any resolution. In this view, the WHO can no longer continue to disregard the health and human rights of the Taiwanese people. Should the legitimate health and welfare of the 23 million people in Taiwan be held ransom to the preference of a government? This must change.

主席先生，我將總結發言。試問持續排除臺灣有意義參與此論壇的理由何在？我們都清楚知道，臺灣往年曾以觀察員身分參與WHA，且持續與WHO有意義地互動，這都是有前例可循的。正因如此，臺灣以觀察員身分出席WHA既沒有違法，也沒有與任何決議衝突，這是合理正常且符合期待之結論。因此，WHO不應持續忽視臺灣人民的健康及人權。難道臺灣二千三百萬人之合法健康福祉就該因為某國政府的偏好而被劫持？我們必須做出改變。

Hello Internet, my name is Ray, I'm a YouTuber from Taiwan, and this is an open letter to the World Health Organization.

Dear WHO, I’m not sure if you’ve noticed, but a lot of your members have been voicing support for the inclusion of Taiwan in the WHO.

Since the novel coronavirus outbreak was designated as a global health emergency, core WHO members and their heads of state and officials, including Justin Trudeau, Shinzo Abe, 7 American senators, and the European Union (and more), have called on you to grant at the very least observer status to Taiwan. Having said that, I feel like as a Taiwanese citizen, it’s imperative that we also speak up for ourselves.

Disease knows no boundaries. Taiwan’s participation in the WHO is crucial not just to Taiwan but also to the world. A concerted, global effort is the only way to ensure the health and welfare of everyone. The coronavirus that began in Wuhan, China, has already spread to other regions and countries, excluding Taiwan could make it a "blind spot" in the international response to the disease.

Additionally, back in 2003, the SARS outbreak resulted in 73 lives taken in Taiwan. If we had been included in the WHO back then, we would’ve had better understanding of the virus and maybe, who knows, more lives could have been saved.

But we’re not just here playing the victim here, Taiwan can help. Taiwan’s healthcare system is lauded as among the best in the world, and our medical standards are generally on par with top global countries. The inclusion of Taiwan in world health assemblies and events would enable it to share its invaluable experiences in combating SARS, Ebola and other pandemics, helping countries around the world, including China. With our universal health coverage, health emergency response, and professional medical training, Taiwan can benefit the world.

Now you might say, Taiwan’s already represented by China in the WHO, but Taiwan’s geological separation and its independent disease control system and air traffic management provide further justification to why the WHO must take different approaches to Taiwan and China amid the coronavirus outbreak.

Also, given our proximity, Taiwan is at the very frontline battling this coronavirus from China, and we are skilled, determined, and equipped with past experiences combating different viruses. Excluding us is putting close to 24 million lives and the global population at risk.

As a Taiwanese, as a member of the global community, I am asking you on behalf of the world to include Taiwan. By allowing our participation in the WHO, you will be realizing the organization’s vision of health as a basic human right and health for all without exception. Thank you for your time.

親愛的世界衛生組織，不知道你們有沒有注意到，貴組織最近有越來越多成員在聲援台灣成為世衛的一分子。在新型冠狀病毒被列為全球衛生緊急事件後，世衛核心會員國的元首和官員們，包括加拿大總理杜魯道、日本首相安倍、七位美國參議員，和歐盟（以及其他代表）等等，皆紛紛站出來呼籲讓台灣至少能以觀察員的身份參與世界衛生組織。說到這裡，身為一個台灣人，我認為我們也必須站出來替自己發聲。

然而，我們並不是要博取同情，而是想讓世界知道台灣能幫上忙。台灣擁有全球最佳的健保制度，還有與其他先進國家並駕齊驅的醫療水準。如果讓台灣參與世界衛生組織，我們將有機會分享對抗SARS和其他流行疾病的寶貴經驗，進一步幫助世界各國，包括中國。透過我們的全民健康覆蓋、衛生應急響應，和專業的醫療訓練，台灣能幫助全世界。

疾病與疫情不分國界，為了真正實現「全民健康覆蓋率」(Universal Health Coverage)，全球健康的拼圖，不應該遺漏任何一人、存在任何空缺，#台灣更不應該因為政治因素而被排除在公共防疫體系之外，在全球衛生疾病反應機制留下巨大的漏洞！
　　
2005年我以國際護理協會(ICN)會員國代表的身分出席世界衛生大會(WHA)時，各國皆因SARS事件不斷呼籲，不該把台灣排除在通報防疫網之外。當時SARS大爆發，台灣無法參加世衛組織的會議，也無法從世衛組織獲得任何有關SARS的訊息，導致我們獲得公開資訊時，往往已經跟不上最新疫情。
　　
其實台灣沒有參加WHA，真的是各國的損失。台灣有優秀的醫療服務和高達99.6%納保率的全民健康保險制度，這正是我們努力實踐「全民健康覆蓋」最好的代表，也是我們領先全球的經驗。此外，台灣的醫療成就、專業技術和防疫策略也是世界有目共睹的，應該要持續與其他國家進行學術研究和技術交流，同時我們也不吝於分享這些寶貴經驗，去幫助其他有需要的國家。
　　
💥需要再特別跟大家強調的是，在整個健康照護團隊中，#護理師尤其是至關重要的角色，因為護理是社區人民與複雜醫療系統之間的醫療保健橋梁，不僅在健康促進和疾病預防可以有最大的貢獻，更是深入社區、實現「全民健康覆蓋」最關鍵的因素。
　　
為此世衛組織還曾表示，2020年是「the year of the nurse」，Burdett護理信託基金更是發起為期三年的「Nursing Now」全球性活動，並由國際護理協會(ICN)和世衛組織(WHO)共同展開。#護理的重要已是全球共識，期待外交部和衛福部能夠一同響應，提升護理師的專業形象與地位，增強護理師的影響力，好讓護理師能夠發揮最大貢獻，確保世界上每個角落的民眾都可以獲得其所需要的健康照護。
　　
📌📌更重要的，是讓台灣護理學會在參加ICN於新加坡的2019年會時，可以將我們政府為護理所做的種種事蹟分享於國際，並在2020年時將這些醫護成就帶去WHA，#讓全世界都看到台灣在衛生健康的努力與貢獻。如果現在不是投資護理最好的時機，什麼時候才是呢？
